1 ADDENDUM #1 FORT WAYNE-ALLEN COUNTY AIRPORT AUTHORITY REQUEST FOR PROPOSALS INSTALLATION OF A TURNKEY PARCS AT FORT WAYNE INTERNATIONAL AIRPORT FORT WAYNE, IN The following addendum Items modify, change, delete from or add to, the requirements of the proposal documents for this project. The articles contained in the addendum take precedence over the requirements of the previously published documents. Questions and Answers Q: Please provide the contact information on the Gateway that is use with the current system? A: The Amano system does not use a gateway. The Mobile Payment App. (Quick Pay) uses Credit Call Q: What Level Merchant is the current operation? A: The Parking Facility is classified as a Level 4 merchant based on transactional activity. Q: Does the Airport want to charge a Trip Fee for the commercial vehicle lane? A: At this time the Airport only wants to see the activity for statistical gathering. The reports should be able to be searchable by AVI tag on a Daily, Monthly, Quarterly, and Annually basis. The system should be able to be expanded should the Airport desire to go to a per trip charge. Q: What level of service does the Airport desire during the warranty period? A: The Airport will want normal service response, after hours and weekend service should be available in emergency situations. The Parking operator will be available to assist with troubleshooting on site with remote assistance. If the problem is not able to be resolved the contractor will need to provide or send a technician on site.
2 Page 2 Q: Can the Airport provide drawings identifying what communication is available? A: We are searching for all available drawings and will make them available to all via an addendum if they are located. It is each proposer s responsibility to verify what is existing will work for their system or provide a communication network for their system. Q: Who is the current credit card processor? A: Elavon Q: Is this project subject to any prevailing wage requirements? A: No Q: Would the Airport consider removing the infrastructure costs from the proposal process and select a vendor based on the product pricing? This would allow you to compare the hardware/software costs for each proposer instead of the total costs. Which could result in some proposers not making a final cut due to total project costs being higher? A: Airport has requested line item expenses on all devices and civil work be detailed in your proposals. Companies that price out new communications/fiber to all sites should clearly state that in the proposal and in the line item costing. Q: Does the Airport want new Lot Full/Dynamic Signs as part of the proposal? A: New signs are not a requirement but should be included in the additional information section along with add alternate pricing. Q: Will card Access be completely controlled by the parking software or integrated in to your security system? A: The card access will be controlled within the PARCs system. Remote access will need to be provided so that Airport Security can log into the system and activate and deactivate cards as necessary
3 Page 3 Q: For the current network infrastructure can you clarify the reasons you are wanting the existing warrantied or can that be an exception? As replacing the infrastructure can be costly and unnecessary. A: The proposer will need to install new or warranty the existing. Proposers will be installing the system and need to warranty that the existing infrastructure is usable and if not they will need to propose installation of new. Q: What are you wanting to accomplish with the Hand held LPI system? A: An inventory of the lot for revenue control purposes such as length of stay verification for lost tickets. Also, to assist customers and the Airport with locating customer vehicles by lot and space. The only requirements for the LPI system are that the handhelds (manufacturer specified) are able to upload the LPI and that the plates are searchable via the server or a cashier station. Q: How many Hand Helds? A: Two handhelds are sufficient. Q: For the credit card-- in the instance of lost communications to the processor, must both the readers and the host/credit card server store credit card transactions if contained within a local area network? A: In order to maintain a proper level of customer service it is the preference of the Airport that in the event of a loss of internet the system will still accept and then forward the transactions once the connection is restored. The Airport understands that any transactions accepted under this scenario may result in a loss of revenue. Q: On page two where reference is made to "programs" being exportable to Excel, etc...can you please clarify what "programs" or does this apply specifically to reports? A: All reports that are generated should be exportable.
4 Page 4 Q: On page three for validations-- can you please explain what you mean by "electronic stamps"? A: The Airport currently uses a rubber stamp to validate parking tickets. The Airport is looking for each vendors input on a way to modernize this process with new technology. Q: Can you please explain how the LPI system should be integrated with the PARCS system other than just being accessible from the cashier stations? Q: How many hard copies of training manuals are to be provided? A: Three hard copies of the training manual and an electronic copy will be sufficient Q: Is the ACAA able to provide drawings for underground utilities and buried conduits for areas where trenching or boring may be necessary? A: Previously Answered Q: Is the ACAA able to provide drawings for the current system network including defining where fiber and copper start/end and what converters are in place? Q: Can you confirm that the current parking network is dedicated to parking and does not touch other airport systems? A: The current network is not connected into the Airport network Q: Can you list all parking areas and define what areas are currently online/offline to the PARCS system in place now? A: All the equipment in the short term, long term, and economy lot are currently communicating back to the server that is located in the parking office. The only exception is the pass through gate from short term to long term. The manager lots and the employee lots are currently not connected to the existing parking office server.
5 Page 5 Q: Who is the clearinghouse used by ACAA? Q: Can you please identify any and all new construction areas and work being provided by others under those contracts? A: The proposer will need to provide all new construction for the equipment in the proposed areas. Any curbing required will be completed under another project. Brining electrical, communication and any necessary pads for the equipment in the new areas is the responsibility of the proposer. Q: In reference to the above, what work is excluded that needs to be performed by the PARCS vendor? A: Answered above Q: Will the Authority provide electrical drawings, including fiber runs? Q: Does the Authority have an approved Electrical Contractor and/or General Contractor already under contract that is capable of providing necessary Civil and Electrical infrastructure? A: Below is a list of three vendors that have provided service to the Airport in the past: Service Electric Michiana Contracting Steve Gottfried Don Wendel (260) (Work) (574) (Work) (260) (Mobile) Shambaugh and Son s Dan Batchelder (260) (Work) (260) (Mobile)
6 Page 6 Q: Is this project to follow AIA billing? A: The selected firm will be requested to provide an outlined schedule of values for the contracted work. Pay requests may be submitted monthly for the percentage of work that has been completed and placed in accordance with the approved schedule of values. The form of the pay request will be as agreed upon between the contractor and the Authority. Standard AIA format is acceptable. Q: Since EMV is a requirement, is it acceptable to provide Chip Only readers in the Unattended Exit lanes at the Main Plaza, Economy Lot, and Overflow Lot? A: Yes Q: The RFP requests an Ethernet Switch to be installed in each lane, with an Ethernet to Serial converter dedicated for each lane. Is it acceptable to use directly connected copper for serial communications where possible without the addition of network in order to apply cost efficiencies? A: Yes you should follow your equipment s recommended connection protocol. The desire is that one lane that is not functioning will not affect other lanes in the communication network. Q: It was noted during the walk-through that Managers Lot 1 and Managers Lot 2 only have one access drive in each lot: Should the equipment requirement of two (2) Gates be reduced to One (1) Gate in Area 5 and Area 10, with the operational intention of AVI In/Free Out through one gate that works in a dual direction mode? A: Yes the revised equipment list is attached Q: How many users (persons requiring unique user name and password log-in credentials) are anticipated to be required for the on-line validation system? A: The Airport would like five users at this time Q: The RFP Requests two (2) AVI readers to be installed in three (3) Short Term Parking Lot Entry Lanes. Please confirm which two lanes should get the AVI Readers. A: One AVI reader at one of the double entrances and one at the single entrance

A: One AVI reader at one of the double entrances and one at the single entrance Q: What type of device is preferred for the LPI solution vehicle mounted mobile cameras, handhelds, or both? Q: Please specify the quantity of devices required for LPI. Q: Please confirm that during the warranty period, service is provided during normal business hours. Q: Would the Authority entertain an LPR solution? A: Yes Q: During the Walk-Thru, it was noted there is a Full Sign mounted inside the large Short Term Parking sign adjacent to the main short term entry plaza: Is this sign functional? A: No If so, does it need to be incorporated with the new PARCS? If so, does the authority also wish to be able to lock out the Short Term entry ticket dispensers when the lot becomes Full and the sign is illuminated? A: The Airport is not requesting any new electronic signs as part of this process. Proposer can make recommendations for signs as part of their proposal but the costs should be listed as additional options Q: During the Walk-Thru, it was noted there is a Full Sign mounted inside the large Long Term Parking sign adjacent to the main long term entry plaza: Is this sign functional?
8 Page 8 If so, does it need to be incorporated with the new PARCS? If so, does the authority also wish to be able to lock out the Long Term entry ticket dispensers when the lot becomes Full and the sign is illuminated? Q: Is it the Authority s desire to have the successful vendor reinstall the QP QuickPay solution, or will a third party be responsible for this hardware? A: The QP system can be moved to a new system. The Airport would prefer that the proposer install their own system that is fully integrated with the PARC s system so that reporting of the transactions for the mobile payments are not on a separate report and so that additional modems and communication are not required. Q: If so, will Quick Pay remain a standalone solution, or does the Authority desire an integrated solution with the new PARCS? A: Answered above Q: Please clarify if the QP QuickPay system will need to be installed in Areas 15 & 11 with the creation of the new gated Overflow Lot? If so, will it be the responsibility of a third party to procure, install, and configure this system? A: Yes we would like a new mobile payment option available in all public lots. The installation of the mobile payment option should be outlined in your proposal. Q: Please confirm the civil work required in Areas 15 and 11. Is it the responsibility of the successful offeror to design and create these entry and exit areas, complete with electrical, data, and concrete Island design and implementation? A: Yes, it is the proposer s responsibility.
9 Page 9 Q: The current proposal due date is shown as June 17, We respectfully request a two (2) week extension to this date; a revised due date for proposal of July 1, This two (2) week extension will allow for a more accurate determination of communication needs for the project, ultimately resulting in a more concise proposal. This will be particularly important based on the responses to the additional questions indicated below. A two (2) week extension should not impact the requirement of a project conclusion of December 31, Please confirm if an extension can be granted. A: No extension will be provided Q: The RFP document indicates AVI transponders that can either be hang-tag or puck type. Please indicate specifically which type you require and if you prefer active or passive tags. A: The Airport prefers the hang tag version. Q: The RFP indicates the requirement of the PARCS to be PCI/PA-DSS / EMV compliant at the time of installation. If you are able, please confirm exactly which type of card holder verification method (CVM) you require for EMV processing. If this is not known at this point in time, would you allow chip-only equipment capability for the initial installation with a guarantee of alternative EMV capabilities in the future should the EMV processing needs change? A: At this time the hardware only needs to be able to be switched over to process via EMV Q: Can you provide the information for your credit card processor and specifically what IPG you wish to use for the new PARCS? Q: There is reference in the RFP to have the ability to accept NFC based transactions for 3rd party wallets such as Apple Pay, Google Wallet, etc. Can you confirm if your intended credit card processor and their associated IPG accepts these. A: Yes
10 Page 10 Q: During the site walk, it was stated that the Airport would like to have gated control at the taxi queueing area entry lane but the exit to the queueing area will be uncontrolled. Please confirm. A: Yes this is correct Q: We understand the conduit and wiring required for the taxi queueing area and the associated concrete work to mount the new equipment is to be the responsibility of the PARCS vendor. Please confirm. A: Answered previously Q: During the initial pre-bid meeting, it was stated that the License Plate Inventory system would consist of hand held devices to be used by Airport staff to collect nightly vehicle inventory. The result of the inventory could be used to determine duration of stay should a parking patron lose their parking ticket. Please confirm if this is the intended method of license plate inventory collection and management. If not, please indicate the intended methodology. A: Answered previously Q: Several of the locations that require new equipment have some degree of island and/or lane disrepair. This work could include island replacement (as is the case with the automated exit lane at the main exit plaza) and drive lane replacement / repair (as is the case with the Manager 1 lot and the Short Term entry lanes). Please confirm if this work is to be done by the Airport or the PARCS vendor. A: The Airport is aware of the island condition and will be making the necessary repairs. Q: During the initial pre-bid meeting, it was stated that the Airport intends to have its staff receive training with regard to maintenance and service on the new PARCS. The Vendor will be required to provide service should the need extend beyond the capabilities of the Airport staff. Please confirm if on-site response by the vendor for service coverage are normal business hours: 08:00 17:00, Mon-Fri, not including holidays. Or if this is not the case, what are the onsite expectations for a technician? A: Answered previously
11 Page 11 Q: The RFP indicates intercom equipment to be provided. Voice over IP (VOIP) intercom capability is the preferred method of audio communication for PARCS projects encompassing multiple lanes and multiple locations as the dispatch and management of calls can be programmed and routed to provide the greatest degree of customer service. Please confirm if the intent of the Airport is to incorporate a VOIP system. If not, please indicate the type of intercom preferred. A: Yes a VOIP intercom system is preferred, but alternate intercom systems can be proposed as long as they are able to complete the goal of the intercom system.
