13 Mechanisms: Workshops; Technical visits (including the IAEA TC Programme); Topical technical meetings; Theoretical and practical classes within the training programs; Joint inspections (participation of newcomers countries inspectors as observers in inspections carried out by Rostechnadzor at the Russian NPPs); Consulting and outsourcing services rendered by TSOs of Rostechnadzor.
14 ROSTECHNADZOR Complex modular program for assistance to newcomer countries regulators during the all stages of NPP life cycle Roadmap of cooperation between regulatory bodies (providing the assistance taking into account the schedule of NPP construction project) Set of services which may be rendered to newcomer countries regulators by TSOs of Rostechnadzor

Assistance in development of legal and regulatory framework in the field of nuclear energy use; Module goal: development or enhancement of legislative and regulatory framework, comprising national laws and normative acts, establishing nuclear energy use regulatory environment, rights and obligations of operating organizations, other issues of state nuclear regulatory infrastructure. 2. Transfer of practice of licensing, safety review and supervision; Module goal: establishment or enhancement of sustainable safetyrelated methodology and necessary infrastructure in the field of nuclear energy use.

Development of Regulatory Authority competencies; Module goal: establishment of specialists qualification requirements, including inspectors and safety review experts, development of training system to support Regulatory Authority staff requirements and qualification level, development of Regulatory Authority Quality Management system. 4. Outsourcing services of TSOs to support newcomer countries Regulatory Authorities. Module goal: Provision of immediate technical assistance, including conformity assessment of NPP equipment, supervision of supply and assembly at nuclear facility, safety review, other services.
17 Main training programs for regulatory bodies personnel: Comprehensive modular training program (covers full range of regulatory activities); Training program on fundamentals and practice of NPP construction and activities of regulatory body during NPP construction; Training program for inspectors of regulatory body, supervision of NPP operation
18 Conclusions: Understanding the importance of the role to be played by national nuclear regulator (importance of having effectively independent, competent and strong regulatory body); Open and clear regulatory system with strict delineation of responsibilities between all of the stakeholders (including licensing process); Cooperation between national regulator and regulator of vendor country (regulator-to-regulator format) should be facilitated (exchange of the experience, practices and knowledge based on long history of WWER-type reactors safety regulation); Participation in topical international cooperation in multilateral format (for example, IAEA Regulatory Cooperation Forum, WWER Regulators Forum );
