17 Following the tragic events in New York and Washington on September 11, 2001, the IMO, unanimously agreed to the development of new measures relating to the security of ships and of port facilities. The meeting of a Diplomatic Conference in December 2002 resulted in amendments to SOLAS, which enter into force on 1 July, The amendments introduce changes to Chapter V and Chapter XI, and the new ISPS Code. 17

19 In an effort to provide a unified, focused strategy for managing its maritime safety, environment and security services, the European Union created the European Maritime Safety Agency (EMSA) and its remit to coordinate the communication of seafaring activities between member states. This is EU Directive 2002/59, which has brought about the development of SafeSeaNet, a combination of technology and normalised protocols that will route messages and responses between member states via the current hub and spoke configuration. 19

25 Security level 1 means the level for which minimum appropriate protective security measures shall be maintained at all times Security level 2 means the level for which appropriate additional protective security measures shall be maintained for a period of time as a result of heightened risk of a security incident. Security level 3 means the level for which further specific protective security measures shall be maintained for a limited period of time when a security incident is probable or imminent although it may not be possible to identify the specific target. 25
