3 1. GENERAL DATA 1.1. PLC PALDISKI SADAMATE, acting upon the Articles of Association, administers the territory and water area of Paldiski Northern Port. PLC Paldiski Sadamate was registered in Tallinn Commercial Register on the April 8, 1998 under the Registry Code , and operates as a Public Limited Company on the basis of the Articles of Association, the Commercial Code, and other legal acts of the Republic of Estonia. The present rules have been prepared in compliance with international conventions accepted by the Republic of Estonia, the laws of the Republic of Estonia, regulations of the Government of the Republic, resolutions of the President of the Republic, regulations of the Ministers, and orders of the Maritime Administration and shall be obligatory for all vessels arriving at the port water area irrespective of a flag, as well as for all physical and legal entities located at the port territory The port is located on the East coast of Paldiski Bay at the distance of 2,5 nautical miles to the South of Pakri Cape at 59º20,99`N degrees of North latitude, 24º02,85`E degrees of East longitude (West Breakwater lighthouse at Paldiski Northern Port). The territory of the port includes the area of 26,5 ha, which has been indicated in the drawing. The port aquatory includes the water area of 99,805 ha The port has 9 berths with the total length of 1309 metres. Depths are shown in the altitude system of BK77. All depths and heights are shown in the altitude system of BK77. The height of the EH2000 has a spacing of -26 cm. Depending on the weather conditions, the sea level in the port may differ from the zero datum level within the range from to - 95 cm. Vessels with the length of up to 250 metres, width of up to 36 metres, water draught of up to 11,6 metres (except for vessels of RO-RO type, vessels with the water draught of up to 12,0 metres may moor by the berth No. 7) may arrive at the port. Berth No. 6 is meant for RO-RO vessels only. Vessels with the maximum draught of up to 5,25 metres may moor by the berth No. 2 only, provided two floating pontoons with the width of 6,0 metres have been placed between the berth and a vessel. The declared depth by the berth is the lowest depth measured at the distance of one metre from the edge of the berth or the lowest depth within the width and the length of a vessel and set against a measurement error of - 10 cm. Upon maneuvering of a vessel in the
4 port it shall be taken into consideration that the minimum Under Keel Clearance (free water)of a vessel shall be at least 5% of a vessel draught. In case the Under Keel Clearance of 5% calculation results in the amount of less than 20 cm, the minimum Under Keel Clearance for maneuvering shall be determined as 20 cm; in case the Under Keel Clearance of 5% calculation results in the amount of more than 40 cm, the minimum Under Keel Clearance for maneuvering shall be determined as 40 cm. The clearance shall be determined on basis of the declared depth and the minimum Under Keel Clearance shall be guaranteed at all times irrespective of water level fluctuations or the increase in draught of a vessel due to a vessel maneuvering or movements. The entrance to / departure from or maneuvering in the water area of the port for the vessels exceeding the allowed maximum craft dimensions shall be performed pursuant to the permit granted by the Harbour Master on the basis of a written application submitted by a vessel's master up to the limits ensuring the navigation safety in compliance with both weather and maneuvering conditions. The height of the port berth and breakwaters from the water surface amounts to 3,0 metres, the height of the landing apron from the water surface amounts to 2,0 metres. The height of berths has been declared at the zero datum of the mean water level. Depending on the weather conditions, the sea level in the port may differ from the zero datum level within the range from to - 95 cm. Information on the sea level is available at the Harbour Master's Department or by phone or , and in the Traffic Control Service by phone , , or via VHF channel 12, call sign is Paldiski Northern Port (Port Control) Generally, any movements within the port water area shall be prohibited if the speed of South-West wind exceeds 20 m/sec, wave height exceeds 2,0 m, and visibility is low than 500 m. If appropriate, the decision shall be made by the Port Master upon preliminary agreement with the port's Pilot Service Restrictions based on cargo hazard level shall be separately determined for each case by the Environmental Department and the Rescue Service Next to the berth, there are bunkering facilities, an opportunity to replenish drinking water supplies, as well as to switch to the coastal power network, discharge of both sewage and bilge water, and garbage Port Administration shall be entitled to a five-day working week from Monday to Friday. Working hours shall last from a.m. to p.m. Port Master and the Traffic Control Service shall work 24 hours a day. Cargoes are handled 24/7 pursuant to the demand The duration of the navigation season under favorable ice conditions shall last from 01 January to 31 December The port does not render services to amateur seamen National and public holidays are as follows: National holiday February 24 Independence Day, Anniversary of the Republic of Estonia January 1 New Year's Day... Parking of such vehicles at berths and outside the parking area marked with the correspondent signs is prohibited. Parking of vehicles at berths, railroads, and crane ways is prohibited, except for the purpose of vessels servicing. In this case, a vehicle shall not be left unattended. Unduly parked vehicles shall be towed off at the owner s expense The use of lifting equipment in the port shall be performed in compliance with the appropriately controlled working environment conditions (temperature, wind speed, etc) prescribed by the manufacturer of a lifting equipment Not later than 30 minutes prior to the arrival/departure of a vessel, the portal cranes shall be placed in such a manner that secures a safe maneuvering of a vessel upon mooring at and departing from the berth. If required, the presence of the crane operator shall be ensured. When hauling, it is prohibited to operate cranes or transport on the berth of mooring Entry to the port by a motor vehicle shall be performed on basis of the permit issued by the Port Administration. The Port Keeper shall be entitled to set the rules for feepaying entrance to and exit from the port Tidiness and Safety in the Port Territory All the entrepreneurs operating within the port territory are obliged to ensure tidiness and maintenance of the areas and berths in their use, as well as proper fulfillment of fire safety, environmental and health protection requirements During the winter season, the operators have to clean ice and snow from the berths at their disposal, especially from the areas surrounding the mooring bollards and fireprevention hydrants, and organize roads sanding. The mixture of snow and waste shall be cleaned from the berth and transported to the waste collection point stipulated by the Port Keeper. Pure snow can be disposed of to the water upon the Harbour Control Service permission only On the berth, there shall be no objects that may impede the hauling process. -6-
7 During vessels stay in the port, it is prohibited to perform any operations on board that generate noise and rubbish (dust) Rail vehicles cleaning can be performed in the designated places only that have been preliminary agreed with the Port Keeper Smoking within the territory of the Port is prohibited, except in designated areas All accidents involving people and equipment, pollution of the port water area and the territory, damage to vessels, berths and fenders have to be promptly reported to the Harbour Control Service Safety Requirements in the Port Territory Access to the port territory, as well as fulfillment of safety requirements in the port shall be performed pursuant to the security plan approved by the Maritime Administration and based on the ISPS Code requirements. 2. ENTERING, PARKING AND LEAVING OF VESSELS IN THE PORT 2.1. Notification Procedure for a Vessel Entering the Port A vessel seeking to enter the port has to submit a preliminary security notice pursuant to the form approved by the Maritime Administration (see Annex 11). Preliminary declaration of security has to be submitted by the Master of a vessel or the Chief Security Officer of a vessel or a ship agent (in the absence of an agent, the ship-owner) Not later than 24 hours prior to arrival at the port. At least after departure from a previous port of entry provided the duration of the voyage remains under 24 hours. should the port of entry be changed during the voyage, immediately when the new port of entry becomes known Obligation of a Ship Agent or a Vessel Master to Submit a Notification Ship agent or a vessel Master are obliged to provide notification regarding a vessel's arrival for the Border Guard Region, the Customs Office performing customs supervision in the port, the Coordination Centre of the Maritime Administration, local Department of Health, Department of Agriculture, Veterinary and Food Board, as well as for the Port Master (the Government Regulation I 2009, 63, 414, and valid from ); Not later than 4 hours prior to arrival of a vessel at the port, a ship agent or a vessel Master are obliged to provide the specified data in the following order: to the Border Guard Region: a vessel's name and flag state, number of vessel crew, number of passengers, children, port of departure, or the expected port of entry, any number of contagious patients or persons suspected of being infected. to the local Department of Health: number of vessel crew, number of passengers, port of departure, or the expected port of entry, any number of contagious patients or persons suspected of being infected. notification about a vessel's unexpected arrival or departure at/from the -7-
8 port shall be submitted immediately The entering and leaving intent of a vessel is not required to be notified if a vessel enters or leaves the port in accordance with timetables agreed with the Organizations stated in the Clause hereof, except for the cases when a person suspected of being infected is on board The Master of a vessel entering the inland maritime waters or boundary waters belonging to Estonia shall be obliged to notify both the Border Guard Region and the Pilot Service hereof 2 hours prior to a vessel entering the inland maritime waters or boundary waters belonging to Estonia Obligation of the Harbour Master to Submit a Notification. Harbour Master is obliged to notify the Border Guard Region regarding a vessel's arrival time, mooring berth, vessel's name and flag state. Harbour Master is obliged to notify the Border Guard Region regarding both vessels arriving at the port from the inland waters and vessels leaving the port not later than 1 hour prior to vessels arrival at/ departure from the port Exceptions from the Obligation to Submit a Notification Obligations listed in the Clause hereof shall not be valid in terms of vessels entering the inland waters or boundary waters belonging to Estonia as follows: to rescue a human life. to remove water pollution. to perform icebreaking works. to perform bunkering The Master of a Vessel entering the inland maritime waters or boundary waters belonging to Estonia for the purposes listed in the Clause hereof shall be obliged to provide notification regarding the entry into the inland maritime waters or boundary waters belonging to Estonia for the Border Guard Region, the Coordination Centre of the Maritime Administration, and the Customs Office performing customs supervision in the port The Master of a vessel entering the inland maritime waters or boundary waters belonging to Estonia under force-majeure circumstances shall be obliged to immediately notify the Border Guard Region about the entry into the inland maritime waters or boundary waters belonging to Estonia Granting Permissions to Enter/Leave the Port Permission to enter the port for a vessel shall be granted by the Harbour Master's Department, if necessary, upon agreement with the correspondent institutions Upon several vessels entering or leaving simultaneously, the Harbour Master s Department will determine the order upon the agreement with the Chief operational manager on duty or the shift operational manager of the Harbour Operator Liners shall have the priority right to enter or leave the port. Upon delay, a liner shall lose the priority right to enter or leave the port, and the following departure shall be allowed when possible. In addition to the abovementioned, the following data shall be submitted to the Harbour Master: -8-
9 expected time of arrival. flag state. port of departure. general measurements. actual draught. purpose of entry. type and volume of vessel waste to be discharged in the port. data on technical state of a vessel Procedure for Handling the Notification about Arrival and Departure and the Required Information Notifications about arrival and departure shall be handled by the Harbour Master's Department, Senior Engineer, and the Traffic Control Service of the Harbour Operator with the purpose to render a service ordered by a vessel. The required information shall be provided by a vessel in the notification about arrival and departure, and by a ship agent in the notification about arrival, correspondingly Management of Entering/Leaving Formalities and the Required Documents in accordance with Quarantine, Customs, and Boundary Regimes Registration of a Vessel Entering and Leaving the Port. Not later than 6 hours after arrival of a vessel at the port and at least 1 hour (in the presence of cargo at least 3 hours) prior to a vessel s departure from the port, a ship agent or a vessel Master shall register a vessel s arrival or departure at/from the port and submit the required documents to the Harbour Master s Department. Upon registration of arrival and departure of a vessel, duly prepared copies of the General Declaration and Crew List shall be submitted. Upon registration of departure of a vessel, the Ship s Waste Receipt shall be submitted to the Harbour Master in addition to the other required documents. Upon a vessel s first call to the port within a current year, the International Tonnage Certificate will be provided for. The Harbour Master has the right to require submission of other internationally required certificates, if the need arises Declaration of security shall be completed by a ship owner and the owner of port facility in the form approved by the Maritime Administration (see Annex 10) in the following cases: if it is a non-solas vessel. if SOLAS vessel lacks a valid security certificate, however, subsequent to risk assessment, the State has decided to allow a vessel into the port. if the security level of a vessel is higher than that of the correspondent port facility. subsequent to an occurrence of a security incident or a relevant hazard at the correspondent port facility or on vessels mooring thereof. if required by the Maritime Administration. Electronic declaration form is available in the Internet at: Vessel arriving at the port from a foreign country shall, for the purpose of passing the border control, moor by the edge of the berth in the place indicated by the Harbour Master upon agreement with the shift operational manager of the Harbour Operator The management of entering and leaving formalities of a vessel at the port pertaining to quarantine, customs, and boundary regimes shall be performed in accordance with the procedure stipulated by the legal acts and international agreements of the Republic -9-
10 of Estonia Prior to a vessel s passing the border and customs control, no one is allowed to leave a vessel or take cargo or items to the shore. Cargo can be discharged after the permission of the Tax and Customs Board has been given. No one is allowed to go on board without the permission of the Border Guard. If a vessel arrives at the port from an infectious region and there is a person infected or suspected of being infected on the board of a vessel, an officer of the Sanitary Quarantine Office shall board the vessel at first, who will decide whether to grant a vessel a free access permit or to quarantine a vessel A vessel that has passed the border and customs control for leaving the port has to leave the port with no further delay Documents Submitted upon Arrival and Departure of a Vessel Upon vessel's entry into the port and prior to its departure, a ship agent or a ship owner shall submit the following documents: General Declaration - to the Border Guard Region; Customs Office performing customs supervision in the port; the Coordination Centre of the Maritime Administration; local Department of Health, Department of Agriculture, Veterinary and Food Board; Harbour Master. Crew List and the List of Passengers to the Border Guard Region; Customs Office performing customs supervision in the port; Harbour Master; local Department of Health. Maritime Declaration of Health - to the local Department of Health. Cargo Declaration, Declaration of Vessel Supplies, Cargo Manifests and Bills of Lading to the Customs Office performing customs supervision in the port and Veterinary and Food Board; the Border Guard Region shall be provided with the Cargo Manifest only.; Crew s Effects Declaration to the Customs Office performing customs supervision in the port. Ship s waste receipt to the Harbour Master. Declaration of Vessel Food Supplies delivered to the Port with an indication of their type and quantity to the Veterinary and Food Board. AFS Certificate or AFS Declaration to the Maritime Administration Documents specified in the Clause hereof shall be submitted prior to the beginning of unloading operations, however, not later than 6 hours after a vessel entering A vessel performing voyage in accordance with the regular timetable, which is not intended to stay in the port for more than one day, shall be entitled not to submit the Declaration of Food Supplies upon the Veterinary and Food Board permission Upon leaving the port, the documents are recommended to be submitted 2 hours prior to the departure Passenger and merchant vessels at the regular service on the international lines may submit the General Declaration that shall remain valid for up to 2 weeks Passenger and merchant vessels at the regular service on the inland lines of Estonia, vessels of both harbour and fishing fleets which are not intended to leave the economic zone or boundary waters belonging to Estonia may submit the General -10-
11 Declaration that shall remain valid for up to 1 month Upon a vessel's departure from the port, Crew s Effects Declaration is not required to be submitted Organization of Communication VHF radio station of the port operates 24 hours a day on channel 12, call sign is "Paldiski Northern Port" (Port Control) by phone or Shift operational manager of Harbour Operator - tel , fax number: , mobile Pilotage Management When entering the port, pilotage shall be compulsory for all vessels, except for: vessels on state duty sailing under the Estonian flag, all vessels related to rendering the port services, and dredging vessels, except for vessels of a dredging fleet sailing under a foreign flag and leaving the port water area. all small crafts and vessels sailing under the Estonian flag with the gross tonnage of under 300. a vessel with the master or a passenger ship with the master and senior navigation officer on board having passed a pilotage exam and have been issued a permit of free pilotage. a vessel at the rescue of human life, upon avoidance of an accident or decreasing damage arising from it. a vessel which due to force majeure circumstances cannot use the pilotage service Master of a vessel entering the inland maritime waters from foreign waters shall be obliged to inform the Border Guard Region and the pilot hereof 2 hours prior to a vessel entering the inland maritime waters Upon a vessel arrival at the mooring place, the pilot is to inform the Border Guard Region and the Coordination Centre of the Maritime Administration about the arrival time and mooring place, as well as a vessel's name and flag state Pilots of PLC Eesti Loots shall operate 24/7. The pilot station is located at the point φ= 59º23 N, λ= 24º00 E A pilot for a vessel shall be requested on board (in writing or via electronic mail) through an agent from a superintendent of PLC Eesti Loots (VHF channel 9, call sign "Paldiski Loots" / "Paldiski Pilot," Operator on duty telephone , fax number , address mailto:loots@loots.ee) as follows: Upon Entering: not later than 24 hours prior to a vessel arrival at the pilot station. in case time of departure from a previous harbour is less than 24 hours prior to the arrival, then upon departure from a previous harbour. a request shall be specified 6 hours and then 2 hours prior to a vessel arrival at the pilot station. Upon Leaving: not later than 4 hours prior to departure, a request shall be specified 1 hour prior to departure Upon entering/departure at/from the port, a vessel shall ask permission from the -11-
12 Harbour Master's Department via VHF channel 12, call signs "Paldiski Northern Port" (Port Control) or by telephone , which shall be valid for 15 minutes Vessel Stay in the Port Requirements for Moored Vessels Vessels standing alongside a berth shall heave the anchor up to the hawse Vessels can stay portside or starboard against any berth with the permission of the Harbour Master only Vessels staying alongside a berth are prohibited to use propeller screws. As an exception, propellers are allowed to be used by small vessels with the length of up to 100 metres at the lowest speed when preparing the main propulsion unit for going out to the sea or for shifting A vessel standing alongside a berth shall have a sufficient number of crew members on board to ensure a vessel safety and security and, if necessary, vessel fast leaving to the road. The main propulsions, steering and anchor gears shall be in the working order. Any major repair or maintenance works that might prolong the time required to be ready to depart, may be executed with the written permission of the Harbour Master only A moored vessel must have a safe gangway to the berth, equipped with security net. During the night-time, the gangway has to be illuminated All accidents, involving people and equipment, pollution of the port water area, damage to vessels, berths and fenders shall be immediately reported to the Traffic Control Service (Port Control) During a vessel stay in the port, a vessel master or his/her assistant shall be obliged to ensure fulfillment of all rules valid in the port and regulations of the Port Administration by the crew and other people on the board During a vessel stay in the port, a vessel shall be obliged to fulfill all requirements of the International Ship and Port Facility Security Code (ISPS Code) in compliance with the security plans of the port territory and that of a vessel Mooring lines shall be fixed to bollards designated for this purpose only. Mooring lines shall be equipped with anti-rat shields Special Conditions Upon receipt of a storm warning (wind speed is 25 m/sec and above), a vessel master or senior navigation officer shall board a vessel. In such a case, a vessel must be unplugged from the electricity supply on shore. The said warning is to be forwarded to vessels by the Harbour Master's Department The agreement with the Port Administration shall be concluded for the purpose of a vessel wintering and repair works performance in the port A berthing place for a vessel unsuitable for further exploitation shall be allocated after -12-
13 an agreement between a vessel owner and the Port Administration has been concluded Territory of the port is a closed area. Access to the territory shall be granted on the basis of either a correspondent permit or a crew list Inner and Deck Operations on Moored Vessels Welding and other operations with the use of fire on the open deck are allowed with the permission of the Harbour Master s Department only. Harbour Master s Department has to be informed about the commencement and completion of all such operations All outboard operations, practice alerts, relocation of boats and rafts shall be allowed with the permission of the Harbour Master s Department only Vessel cleaning with the use of chemicals, removing of old paint, cleaning of a hull from rust, as well as performing of noise-generating works are prohibited while in the port Paint repairs to a vessel are allowed with the issuance of the Water Pollution License only Vessels are allowed to pump ballast water from the segregated tanks of dry cargo vessels and tankers off board only if ballast water does not contain any petroleum or other environmentally hazardous substances. During the pumping, pumped water is not allowed to reach the quay. 3. VESSEL TRAFFIC ORGANIZATION WITHIN THE PORT WATER AREA 3.1. Vessels Relocation within the Port Water Area (Shifting, Maneuvers): Relocation of vessels in the port basin is allowed only with the permission of Harbour Master s Department upon agreement with the shift operational manager of the Harbour Operator During relocation of a vessel in the port, the main propulsion unit, steering system, anchor, and moorage gear generally have to be in the working order Relocating a vessel in the port shall be performed with a pilot on board Special Conditions In case of poor visibility, a vessel master upon agreement with the Harbour Master shall make a decision regarding a vessel entering and leaving the port A vessel has to free the berth upon the request of the Port Keeper. If the said requirement is not fulfilled, the port shall order a tugboat to free the berth at a vessel's expense The agreement with the Port Administration shall be concluded for the purpose of a vessel wintering and repair works performance in the port. -13-
14 A berthing place for a vessel unsuitable for further exploitation shall be allocated after an agreement between a vessel owner and the Port Administration has been concluded Territory of the port is a closed area. Access to the territory shall be granted on the basis of either a correspondent permit or a crew list All vessels with both deck and bulk cargo on board shall submit a vessel stability calculations to Harbour Master's Department prior to a vessel departure Vessel Mooring During vessels mooring, Harbour Master's Department shift superintendant and a representative of the Harbour Operator are required to be present on the berth A representative of Harbour Master's Department shall indicate the location for vessel s bow by using two flags or a flashing light for this purpose In the port water area, a vessel is permitted to move at the minimum speed that allows it to maintain the maneuverability with a steer. The operating regime of a vessel s propeller screw shall be set in such a way that does not endanger the other vessels staying at the berth. 15 4. HARBOUR SERVICES AND OTHER RELATED SERVICES AVAILABLE, ARRANGEMENT OF THEIR RENDERING 4.1. Loading, Unloading, Warehousing, and Storage of Cargo (incl. Dangerous Cargo): Handling of Dangerous Cargo Handling of dangerous cargo in the port shall be performed in accordance with the IMDG Code (International Maritime Dangerous Goods Code), IMO Maritime Transport Committee Circular No. 675 Recommendations on the Safe Transport of Dangerous Cargoes and Related Activities in the Port Areas (MSC/Circ. 675), as well as the requirements of the legal act titled Rules of receiving, handling, storage and issuing of dangerous cargo in the port Traffic Control Service shall be notified about the arrival of dangerous cargo by land or water at least 24 hours in advance, unless otherwise agreed. As a possibility, preliminary notice can be submitted via fax All dangerous cargoes arriving at the port (except for bulk and liquid cargo) shall be packaged and labeled in accordance with the requirements of the IMDG Code and have the required documents In case dangerous cargoes are neither packaged nor labeled in accordance with the requirements, or their delivery has not been announced to the port of entry pursuant to the valid order, the Port Keeper may prohibit the discharging or delivering of such cargoes to the port area In order to send either specially dangerous cargoes (IMDG Code) or large quantity of dangerous cargoes to the port, a person empowered to handle such cargoes has to receive a preliminary consent from the Port Keeper Operators acting in the port must submit the contact information of a person responsible for a safe handling of dangerous cargo to the Port Keeper. Operators have to adhere to the regulations on reception, storage, handling, and delivery of dangerous cargo. Information on movement of dangerous cargo shall be immediately forwarded to the Port Keeper In case of dangerous cargo being stored in the port area, a correspondent Dangerous Goods Declaration, Container Packing Certificate, and Transport Emergency Instruction have to be submitted to the Port Keeper prior to the arrival of a dangerous cargo. Upon transit of a dangerous cargo through the port, the abovementioned documents shall be kept under custody of a responsible person and shall be available upon request at any moment when a dangerous cargo is located in the port area Operators acting in the port (except for operators storing dangerous cargoes of a third class in stationary tanks) must submit information regarding the presence, quantity, and storage place of a dangerous cargo to the Harbour Traffic Control Service. The aforementioned information as of 8 a.m. shall be submitted once a day by 11 a.m. the latest A person in charge shall submit a quarterly report on the movement of -15-

Stevedoring works. dangerous cargoes through the port area to the Harbour Master by the 10th day of a month following a previous quarter Stevedoring works in the port are performed by PLC Palsteve Water supply Water supply to vessels shall be performed with the consent of the Harbour Master's Department only A vessel shall have an opportunity to replenish drinking water supplies from the port waterway track provided a relevant application has been submitted through an agent. Upon a vessel master request, water supplier shall provide Drinking Water Quality Compliance Certificate Reception of Ship-Generated Waste and Cargo Residues Reception of ship-generated waste (bilge water, oil content and oil products, oil tank waste, garbage, food waste, oiled rags, absorbent, plastic materials, and dangerous waste) from vessels shall be carried out pursuant to the Minister of Economic Affairs and Communications Regulation No. 78 as of 29 July 2009 Procedural requirements for the delivery and reception of ship-generated waste and cargo residues, as well as procedure for reception, delivery of ship-generated waste and cargo residues in compliance with the Articles 25, 26, 27, 28, and 29 of the Port Act and on basis of the reception and handling of ship-generated waste Information regarding the type and quantity of ship-generated waste shall be provided to the Port Keeper as follows: at least 24 hours prior to the arrival at the port provided the port of entry is known. immediately upon the port of entry has become known, if this information is available less than 24 hours prior to the arrival at the port of entry. upon departure from a previous port of entry at the latest if a voyage duration is less than 24 hours. Upon a vessel arrival, a notice to the port of entry shall be provided to the Port Keeper (see Annex 7) Upon a vessel entering the port, a ship agent is to provide the Veterinary and Food Board with a notice regarding food waste to be delivered, indicating their type and quantity Bilge water from engine room and water with oil content (bilge water) can be delivered to a company, duly licensed to handle dangerous residues and having a contractual relationship with the Port Keeper, 24/ Garbage (dry municipal waste) can be delivered to a company duly licensed to perform waste recovery, which can arrange reception of sorted waste, as may be required Dangerous waste can be delivered to a company duly authorized to accept dangerous waste. Vessel ballast water cannot be delivered to the port An agent shall organize the delivery of ship-generated waste. Food waste shall be -16-
17 delivered in the port to containers installed at the mooring berths and correspondingly marked as "Food waste." Additional information on reception of ship-generated waste can be obtained from the Harbour Master s Department by telephone or , as well as at the Traffic Control Service Fuel and Lubricants Supply Vessel Bunkering Bunkering of vessels in the port both by a car or a bunkering vessel shall be executed by a fuel supplier company having a contractual relationship with the Port Keeper upon preliminary agreement with the Harbour Master s Department. Bunkering checklist is to be filled in prior to bunkering commencement (see Annex 8). Upon bunkering of a vessel from a car, the following equipment shall be ensured in the nearest proximity to the bunkering site: Primary fire extinguishing equipment and the equipment for the liquidation of local pollution. The bunkering site shall be surrounded and correspondingly marked to prevent access of the third parties to the bunkering area. A vessel master has the responsibility to immediately notify the Harbour Master s Department about any emergency or dangerous environmental pollution or possibility of such pollution. Liquidation of pollution shall be executed at the expense of a party at fault. A company performing the bunkering shall have the insurance accepted by the Port Keeper. When loading/discharging a vessel and upon bunkering a vessel, a signal code-flag B (BRAVO) shall be hoisted and a red signal light switched on for the night Diving Operations Performance of underwater works requires the manager to obtain permission from the Harbour Master s Department. A vessel or vehicle dropping divers into the water shall have a permanent VHF radio connection with the Harbour Master s Department. In case there is no VHF radio connection, a mobile phone can be used instead, and the relevant mobile phone number (-s) shall be informed to the Harbour Master s Department. In the course of the named works, both a vessel and a diving ship shall have flag of a relevant signal code hoisted on board Maintenance and Paint Works Paint repairs to a vessel are allowed with the issuance of the Water Pollution License only. Vessel cleaning with the use of chemicals, removing of old paint, cleaning of a hull from rust, as well as performing of noise-generating works are prohibited while in the port Plugging of a Vessel to Communication and Power Systems, and the other Coast Systems Plugging of a vessel to a power system shall be performed with the assistance of the Harbour Master's Department and upon the Chief Engineer Department permit. Vessels can be connected to the shore power network (380 V). Communication services rendering is not possible. 5. PASSENGER SERVICE REGULATION IN THE PORT 5.1. Port service personnel shall organize passengers' movement and provide the latest with the -17-
18 required information. Passengers shall be obliged to follow fire regulations in the port. Movement of passengers within the territory of the port shall be arranged in groups accompanied by the port representative. All passengers moving within the port territory shall strictly follow both movement and security regulations upon execution of loading/unloading works. Movement within the vessels loading area is prohibited. Emergency aid in the port: if needed, the correspondent emergency service shall be called at MEDICAL CARE IN THE PORT 6.1. Medical care in the port is available in Paldiski hospital: Mediluks OÜ, from Monday to Friday, 08 a.m p.m. Telephone: First aid can be called at: FIRE SAFETY REQUIREMENTS IN THE PORT AND ORGANIZATION OF RESCUE OPERATIONS 7.1. Ensuring of fire precaution at both the port territory and the related objects has been stipulated in the General Requirements of Fire Precaution approved by the Minister of Internal Affairs and fire precaution instructions in the port All entrepreneurs operating in the port shall ensure fulfillment of fire precaution requirements within the port territory at their use and/or at the other objects Any fire operations within the port territory shall be performed in accordance with the requirements approved by the Minister of Internal Affairs (Safety requirements for works with open fire), as well as with the general fire safety rules of the port, and shall be agreed with the Traffic Control Service of the port Free access shall be ensured at all port buildings and facilities. No items are allowed to be stored within the fire zone. Digging through or closing of roads and ways shall be allowed with the permission of the Port Keeper only provided that the other access has been duly provided for Buildings and facilities located in the port territory shall be equipped with fire-fighting and rescue equipment in accordance with the valid legal acts of the Republic of Estonia Fire-fighting and rescue equipment must be in the working order, located at a clearly visible place, and available at any time Fire-fighting and rescue equipment on the vessels standing at the port have to be readily available to be used at any time Each entrepreneur operating within the port territory shall prepare plan of action on the protection of people and property against fire, natural disasters, accidents, explosion, etc. A plan of action shall be agreed with the Port Keeper An entrepreneur engaged in storage of petroleum products shall prepare a fire-fighting plan together with the list of the required fire extinguishers, technical and other appliances and coordinate it with the rescue service agencies In the event of fire in the port or on board a vessel standing in the port, all other vessels shall -18-
19 get fire-fighting and rescue appliances ready, as well as the main engine started to render help in fire fighting operations. On the vessels standing nearby, a general alert status shall be announced In the event of fire on board a vessel, a vessel Master is to notify PAA at the emergency number 112, announce a general alert status, inform both the Traffic Control Service and the Harbour Master's Department hereof, as well as all vessels standing nearby Upon discovering a fire by the port employees, PAA shall be informed hereof, as well as both the Traffic Control Service and the Harbour Master's Department Pursuant to an order of a shift operational manager, employees are to be evacuated from a flaming vessel; fire-fighting motor-driven pump along with fire-hoses and extinguishers are to be provided for at a place of accident and got ready to be used Port equipment is to be removed either from a flaming vessel or the closest area next to a vessel. Electric current in the port boards near a flaming vessel is to be unplugged Fire extinguishing on a vessel is to be commenced in joint efforts with crew members taking all reasonable measures and endeavoring to avoid spread of a fire at the port facilities The Harbour Master's Department shift superintendent is to call quay crew to a vessel in case a demand arises to unharbour a flaming vessel or moor or unmoor vessels that have arrived to render aid without being called Forces to fight against the water area pollution in accordance with the Oil Pollution Cleanup Plan of Paldiski Northern Port are to be prepared Before arrival of the chief engineer, activities of the port employees in the course of fire extinguishing shall be directed by a shift operational manager, who is to inform the Port Administration pursuant to the proper instructions via specified telephones PAA shall be given control over a situation upon its arrival Location of fire fighting and rescue equipment has been specified in the schematic layout situated on the port berths The port has drawn up and approved the Pollution Avoidance Plan. 8.
