3 Research Focus Reduce total ownership costs (TOC) of autonomous platforms through the intelligent design and use of advanced automation. Provide a significant increase in the affordability of current and future naval systems by reducing costs while maintaining or improving system performance and platform availability to execute assigned missions.

Does savings achieved through OA offset the costs associated with using OA and building the OA infrastructure?
6 OA (con t) The Navy might incur savings in 3 of the 7 non-functional requirements areas of OA: Reuse, open source, and interoperability Methodology for each area: Reuse examine source lines of code (SLOC) from BAMS UAS program Open Source compare the licensing costs of VxWorks and Linux (open source) Interoperability evaluate UAS ground control stations to identify successful examples or shortcomings of this The 7 non-functional requirements areas of Open Architecture
7 OA (con t) Conclusions: It is unclear whether adopting an OA business model reduces life cycle costs for Navy Systems Reuse current savings in this area are due to opportunistic reuse. In the future, the Navy s focus needs to be on planned reuse if this is going to help justify the use of OA Open source this can increase the need for AT and IA measures, resulting in greater costs. A Cost Benefit Analysis needs to be completed to identify whether the savings incurred by using open source will outweigh the costs of added security measures Interoperability DoD needs to focus on inter-service interoperability in order to better leverage OA in industry and create competition and collaboration

Can we afford to use future platforms as they are intended? What are the costs associated with measuring bandwidth as UAV s become operational? How should the Navy best characterize UAV costs to ensure the total cost is fully recognized?

10 Paradigm Shift (con) Cost factors added to a traditional Work Breakdown Structure (WBS): C2 Function - Software licensing Data uplink - Exploitation hardware Bandwidth - Processing hardware IDC manning - Ground support elements Data storage Conclusion: Secondary and tertiary financial effects of introducing advanced ISR platforms call into question whether full total ownership costs are being captured, and therefore whether the defensible acquisition decisions are being made

There are a number of cost functions at each level of the architecture to determine the planned action at that level The lowest cost plan is always implemented Example: 4D/RCS will choose the fewest number of UAVs necessary in order to complete a given mission Additional savings: Fuel usage is also reduced UAV life cycle is increased Man hours spent repairing UAVs are reduced

14 Summary 4D/Real-time Control System Opportunity to leverage this modeling technique in m - versus - n UAV scenarios A Paradigm Shift in UAV Cost Estimation Important cost elements for UAVs are missing from a traditional WBS, but we do not know yet how significant of an effect these elements have on the total cost of UAV programs Secondary and tertiary financial effects of introducing advanced ISR platforms call into question whether full total ownership costs are being captured, and therefore whether defensible acquisition decisions are being made Open Architecture Current research shows that there can be potential savings by adopting an OA business model. The major dimensions of these benefits are: Reuse Open source Interoperability It is unclear whether adopting an OA business model reduces life cycle costs for Navy Systems Further research will need to be conducted in order to ensure that benefits will outweigh risks of this approach
