1 1.0 Introduction This document contains the business practices for scheduling under the Manitoba Hydro Open Access Transmission Tariff (OATT). Tariff Administration & Rates Engineer Transmission Services & Compliance Department Manitoba Hydro Phone (204) rrebillard@hydro.mb.ca 3.0 Coordination of the Manitoba Hydro OATT Manitoba Hydro is a coordinating member of the Midcontinent Independent System Operator (Midcontinent ISO or MISO). Transmission customers should be aware that Manitoba Hydro has not implemented an energy market within Manitoba and that MISO provides some tariff coordination services for the Manitoba Hydro Open Access Transmission Tariff (Manitoba Hydro Tariff or MH OATT) for transmission service across Manitoba Hydro as defined by the coordination agreement between Manitoba Hydro and the Midcontinent ISO. Transmission customers will be charged as per the MH OATT. Page 1 of 24

2 4.0 Scheduling Manitoba Hydro scheduling and interchange is controlled by the Manitoba Hydro Electric Board (MHEB) System Operator. The MHEB System Operator uses an electronic scheduler that is driven by the interchange transaction system specified by North American Electric Reliability Corporation (NERC). The electronic scheduler screens the tags and creates schedules for the three MHEB interfaces. It has several automatic validations that it uses to ensure each tag follows the various rules for interchange specified by the Canadian Energy Board and NERC. 4.1 Transmission Service Needed for Dynamic Schedules Transmission Service is needed for the maximum amount of the dynamic schedule that will be used in any hour. Bi-directional services (such as regulation which is expected to flow in both directions) require two reservations, one for the expected utilization amount in each direction). Non-Firm Transmission Service may be used if the dynamic scheduling service is interruptible. 4.2 Scheduling Rules The following is a list of scheduling rules: a) All MHEB transmission service is sold in Eastern Standard Time (EST). b) When a transaction leaves Canada and enters the United States, a National Energy Board (NEB) license/permit number is required in the Contract field on the Generator Balance Authority (GCA) line in the physical path table of the tag. c) A loss calculator is posted on the MHEB Open Access Same-Time Information System (OASIS) page. Transmission Customers scheduling Transmission Service through MHEB shall use the loss calculator to determine the loss repayment required. Losses shall appear on the MHEB column of the Energy and Transmission profile table for each hour of Page 2 of 24

3 4.3 Scheduling Validation The MHEB electronic scheduler performs the following automatic validations on tag elements: a) Energy Profile checks that the Trans MW value on the MHEB OASIS reservation is greater than or equal to the Gen MW on b) Timing checks the tag Pre-confirmed, Queued Time, Start Time and Stop Time parameters. c) Status checks that the Status is Confirmed on the MHEB OASIS reservation corresponding to d) MW checks that MW value on the tag does not exceed the MHEB OASIS reservation MW value. e) Losses for transactions that do not source or sink within Manitoba, this validation checks that the hourly losses identified on the tag are sufficient. Manitoba Hydro posts a loss calculator on their MHEB OASIS site. f) Owner checks that the owner listed on the tag matches the Transmission Customer on the corresponding MHEB TSR. g) NERC Priority checks that the NERC Priority on the tag matches the NERC Priority on the corresponding MHEB OASIS reservation. i) Customer Code checks that the Purchasing/Selling Entities (PSE) listed on same rows as the Transmission Provider (TP) in the physical path on the tag matches the customer code on the corresponding MHEB OASIS reservation. j) Point of Receipt (POR)/Point of Delivery (POD) checks that the initial POR and final POD on the tag match the POR and POD on the corresponding MHEB OASIS reservation. 4 k) Recall/Resale verifies that the request type of the corresponding MHEB OASIS reservation is not recall or resale. l) NEB License/Permit checks that the tag contains a valid NEB License/Permit Number in the Contract field on the GCA line in the physical path table of the tag. The PSE listed on the tag must be a NERC registered PSE affiliated with the entity holding the license/permit. m) GCA/Load Balance Authority (LBA) Association checks that MHEB is listed in the correct position in the physical path table on the tag when MHEB is the GCA or LCA. MHEB should be listed first when MHEB is the GCA and last when MHEB is the LCA. n) TP/SE Match checks that MHEB is listed as the SE only on the MHEB TP line in the physical path table of Page 4 of 24
