5 ERAG MMWG Procedure Manual Excerpts from 6.2 B. Interchange Schedule Matrices Interchange coordination must be performed to ensure generation resources are allocated to the appropriate Balancing Authority Areas (BAA) The interchange coordination should consider all transactions that have confirmed annual firm transmission service (for one year or longer, including consideration of rollover rights) along the entire path from source to sink and have a firm energy contract for the resource. 5
6 ERAG MMWG Procedure Manual Excerpts from 6.2 B. Interchange Schedule Matrices The amount of interchange in any given year/season may not utilize the full capacity allowed under the transmission service or energy contract. The amount of interchange for a year/season should represent the expected and agreed upon firm capacity expected to serve load. Generation resources and transmission service are frequently not contracted for the entire ten years that the models are developed for. Coordination of interchange for these cases will require some judgment because all of the required elements may not be available. Information provided by LSE s resource forecasts and plans, rollover/renewal of transmission service, and duration of energy contracts should be considered 6
7 MISO MOD-032 Interchange Process Excerpts from MOD-032 Data Requirements and Reporting Procedure Area Interchange Data needed to model transactions will include the source and sink areas, transaction MW amount, applicable model scenarios, start/end dates and an OASIS reference (TSR) number or a Grandfathered Agreement (GFA) number if applicable Transactions need to be confirmed by both transacting parties. MISO will post a workbook for review... MISO reconciles the TSR data submittals by both parties. If TSR levels vary by party, then lower of two is the modeled TSR level. For example, Party A has 600 MW of TSR to Party B, Party B has 500 MW of TSR from Party A. MISO will model 500 MW of TSR between parties. 7
8 Key Base Model TSR Criteria Per ERAG MWMG manual, transactions should have confirmed annual firm transmission service (> 1 year) along the entire path and have a firm energy contract for the resource Therefore, if TSR levels are greater than power contract levels, the power contract levels are modeled in MISO Series Base Models 8

10 Context for TSR Assumptions MISO discussed at IPTF the variations in TSR modeling assumptions and potential to cause different results in reliability study processes MHEB-MISO Firm TSRs have been modeled in MISO MTEP series cases based on agreed upon contractual commitments Generator Interconnection studies have modeled these TSRs at full values May drive different reliability upgrades and cause cost shift to different customer segments Need consistent results for consistent cost allocation of projects in MTEP and Generator Interconnection processes 10
