2 SHIFT2RAIL AND FINANCING OPPORTUNITY IN RAILWAYS Ministry of Transport and Infrastructure of Albania AND Albanian Railways who are members of State Representatives Group of SHift2Rail Joint Undertaking have welcomed the Shift2Rail Joint Undertaking, the first European technology initiative, which focuses in particular on research and technology and in market oriented solutions. It is known the S2R Joint Undertaking promotes the competitiveness of the European Rail Industry towards the completion of the Single European Rail Area and Albania aims to fully implement it on the basis of new Railway Code adopted in December Albanian Railways and Ministry of Transport and Infrastructure is member of SEETO Steering Committee and Working group for railways and inter-modality SEETO and European Commission where Shift2rail program is highly promoted!

3 JOINT UNDERTAKING AND COOPERATION TO OTHER EU AGENCIES The objective of the S2R Joint Undertaking is to manage the research, development by combining public and private sector funding. In Albanian railway market there are newcomers who are new entrants railway undertaking, licensed railway transport carrier operating the cross-border area. A part of Corridor CVIII in Albanian comprehensive rail network is already given in concession and shall apply EU standards toward innovation and growth. It has also established new forms of collaboration that are consistent with competition rules between stakeholders of rail sector, bringing in the expertise of the European Union Agency for railways on issues relating to interoperability and safety. Albania is currently cooperating with European Union Agency for Railways EUAR in the field of clean up rules in the field of railway safety and transposition of the TSIs (technical specification of interoperasbility) for railways through IPA project

4 RECENT ACCOMPLISHMENTS Albania has established the legal framework and is actually enforcing the 6 pillars of National Strategy for Development and Integration NSDI II, which is the European Integration of Albanian to EU; a good governance, democracy and the rule of law in Albania; the macroeconomic and fiscal stability; an increased competitiveness (either in the field of transport); human development and social cohesion as well as the sustainable use of resources. Albania aims consistently at integration of transport sector and especially in the filed of railway transport and its modernization of this strategic transport to be greener, innovative and more competitive.

5 WHAT IS DONE SO FAR BY US TO ADDRESS THE FULL CYCLE OF RESEARCH AND INNOVATION On basis of strategic policies of EU to develop favorable conditions for investment in knowledge and innovation, to achieve smart, sustainable and inclusive growth in the EU and on SEE 2020 South East Europe Strategy, Albania is implementing its National Plan already adopted by Law 614/2014 within Transport dimension the innovation in railway systems. Transport Sector Strategy and its Action Plan is also approved in November 2016 which includes priority actions which are rail transport policies to deployment of ITS/ERTMS European Railway Traffic Monitoring Systems in the rail transport projects in all preparation studies and investment projects.

6 JOINT PLANS FOR DEPLOYMENT IN AN INTEGRATED WAY MoT Ministry of Transport and Infrastructure, IoT Institute of Transport and the Price Water Cooper is finalizing Albanian Sustainable Transport Plan which is ongoing and funded by EBRD. Rail transport sector takes a very important part in this ASTP in finalization within Albania has also adopted by Law no. 132/2014 the ratification of Agreement between the Republic of Albania and the European Union for participation of the Republic of Albania in the framework program "Horizon research and innovation program with proposal of Council of Ministers of Albania.

7 WHY IS IMPORTANT FOR US TO SHARE INFORMATION IN R&D RESEARCH & DEVELOPMENT IN RAILWAYS According to the Framework Program for Research and Innovation ( Horizon 2020 ) we know the aim is to achieve a greater impact of research and innovation efforts to contribute to the wider competitiveness goals, leverage private investment, and help tackle societal challenges. There are several national agencies in Albania who is acting in the field of research and innovation of information technologies. These include national bodies and polytechnic universities with which the Ministry of Transport and Infrastructure of Albania has signed MoU for cooperation in the transport sector and development in railway and intermodal modes of transport.

8 ALBANIAN NATIONAL PROGRAMS OF INFORMATION SYSTEMS AND TECHNOLOGIES Fields of scientific activity development in Research in the field of Albanian ICT Development of ICT applications and Supporting infrastructure in Albania through call published by State Minister of Innovation and Public Administration, the responsible Ministry in Albania. The program Materials involving transport, includes the areas of science and development activity in Albania as follows: Advanced methods and techniques for the characterization, testing, investigation and evaluation of materials, products or facilities; Infrastructure and management of specialized units for the implementation of the above methods and techniques; Methods, standards and codes of contemporary rational selection of materials, databases and software in the field of materials for Albanian innovation program

9 LATEST DEVELOPMENT IN RAIL TRANSPORT FRAMEWORK IN ALBANIA In the field of rail transport sector, the new railway code in Albania No. 142/2016 enters into force within one year of its publication in Official Journal Series No and it aligned the SERA directive, recent Safety Directive aiming to establishing EU standards and latest Directive for Interoperability in the EU as well as several European regulation in the field of public services in rail transport for passengers and their rights in PSOs Public Service Obligations. Innovation of rolling stock and new and adequate EU standards shall be implemented soon in Albanian railway network and fleet.

10 CURRENT DEVELOPMENT AND VADE MECUM Albania has already agreed and signed the Joint declaration of Western Balkan WB6 and the European Commission in 2015 following the Berlin process and it is currently implementing the soft measures management Plan of SEETO and EC from Vienna summit 2015, Paris summit 2016 to next summit in Rome in Albania is implementing the EUSAIR strategy for Adriatic and Ionian region with 4 pillars of blue growth, connectivity of transport and energy network framework already adopted and is being implemented under Connectivity agenda, the environmental quality and sustainable tourism.

11 APPROVED RAILWAY PROJECTS FOR ALBANIAN RAILWAYS CO-FUNDED BY THE EU AND DONORS AND STATE Railway projects have got approvals of EU grants and other funds during 2016 and co-financed by state budget: 1. Rehabilitation of railway line Durres-Tirana and a new connection to Rinas airport; the project has issued a General procurement Notice in the EBRD website for 90.3 million EUR The detailed design for Vora-Hani Hotit border to Montenegro is approved for 4.5 million EUR. WBIF/ IFICO team has organized a mission in Tirana from 30/01 01/02/2017 to discuss for the project WB16 ALB TRA 001 DD Railway Vore-Hani Hotit and a possible visit in project area.

12 FS Feasibility study for Durres-Pogradec Lin and a new connection to FYROM is already approved with a grant fund from WBIF in 2015 and its Terms of Reference ToRs are drafted, revised and approved by the beneficiary Albanian Railways and Ministry of Transport and Infrastructure and donor European Investment Bank and IPF4 of WBIF/EC 0.72 million EUR. Albania is keen and very much interested to apply for a grant fund for regional earmarked project which is a new project the FS for construction of a new Railway line Pogradec Korca Kapshtica / Ieropigi Greece FS in 1 million EUR. Two joint meeting of Inter-Governmental Road and Intermodal transports Committee are held in January 2016 in Tirana and October 2016 in Thessaloniki and both Ministries of Transport and Networks of Greece and Ministry of Transport and Infrastructure of Albania have re-affirmed for the railway project application. Albanian Railways is seeking for soonest opportunity to apply in WBIF and a letter of intent with consent is needed by Hellenic Railways Organization OSE Infrastructure in delivering GAF grant application form by Albanian Railways HSH/MoT.

13 OUR R&I RESEARCH AND INNOVATION PRIORITIES INNOVATION PROGRAM 3: COST EFFICIENT AND RELIABLE HIGH CAPACITY INFRASTRUCTURE We already agree in order to be competitive with other modes but also integrated with them, compatibility between different modal infrastructures (including multimodal hubs, changing points and stations) needs to be ensured and based on principles of interoperability and standardization. The S2R Master Plan identifies six priority areas in which activities should be undertaken with a view to achieving the ambition of IP3: -New directions in switches and crossings -Innovative track design and materials; Cost effective Tunnel & Bridge solutions AND Intelligent system maintenance AND Energy efficiency - Improved station concepts.

14 INNOVATION PROGRAM 5: TECHNOLOGIES FOR SUSTAINABLE AND ATTRACTIVE EUROPEAN RAIL FREIGHT Different market segments with specific technical and operational characteristics and needs have to be identified in order to direct research and innovation projects towards present and future market needs i.e intermodal and identified eight priority research and innovation areas in which activities should be undertaken with a view to achieving Inn. Priority 5: -Implementation Strategies and Business Analytics; Freight Electrification, Brake and Telematics -Access and Operation; Wagon design; Novel Terminal, Hubs, Marshalling yards, Sidings; - New Freight Propulsion Concepts; Sustainable rail transport of dangerous goods; Long-term vision for an autonomous rail freight system.

15 THE PROGRESS-REPORT 2016 WITH CHAPTER 14: TRANSPORT POLICY AND CHAPTER 21: TRANS-EUROPEAN NETWORKS Albania has achieved good progress in the past year by adopting legislation, preparing strategic documents and building capacity. However, more work is needed to strengthen administrative capacity for rail and maritime modes of transport. In addition to addressing these shortcomings, in the coming year, Albania should continue to advance in particular adoption of the new railway code and implementing legislation on railway sector reform; On transport networks, Albania continued to participate actively in the South East Europe Transport Observatory and the Western Balkans 6 process focusing on improving connectivity within the WB as well as with the EU. Transport and energy connectivity projects have been planned and prepared through the single priority project pipeline established for the country.
