5 Mission Statement (2011) Traffic, Health, Environment: Application of information and communication technologies (ICT) and downstream space data and services for the transport sector in Europe s regions. Caveat (2014) Space services (EGNSS and Copernicus) offer a cross cutting technology with potential to add value to transport and mobility solutions. Identify economic impact that MAY flow down to regional level from use of space services in transport solutions. Global solutions-adapted for regionally purposes. Regionally-specific solutions with global potential.

8 THE ISSUE Coordination Outputs Joint Action Plan and Research and Development Road Map focussed on Regional Authority Economic Development Plans and Local Transport Plans. Portfolio of 21 regional priority projects aligning established regional partner expertise and known H2020 Work Programme for the Smart Green Integrated Transport Societal Challenge Collection of Case Studies of Space and ICT Applications supporting Integrated Transport and Urban Mobility. All published and available on request on THE ISSUE website. 8
9 THE ISSUE: Regional Academic/ Industry/Public Authority Partnerships. R&D database with 200 R&D projects identified across THE ISSUE consortium. 50% relevant to sustainable transport development objectives of RLAs. 40 Case Studies of applications of Space and ICT technologies. Over 50% are university or university/academic collaborative projects. Most are TRL 3+ 9
10 THE ISSUE Project Outputs 2 proposal funded in response to the EMMIA Call for applications of space technologies in transport and urban mobility. 4 feasibility studies from different teams within THE ISSUE network, used as material for proposals to the first round of H2020. European Special Interest Group for Traffic Health and Environment being set up under a Brussels based holding company to allow THE ISSUE partners to be able to bid directly, (instead of through their host institutes) for future proposal rounds. (underway but not yet consolidated). 10

12 Integrated Traffic Congestion Management. Broad RTD Objective Innovation in Intelligent Traffic Management through uptake of cross cutting technology from ICT and space technology solutions. Actual or Potential Benefit to Regional Policy Objective matched to regional authority priorities for traffic congestion management and air pollution control. Potential to assist regional authorities to address national and regional traffic management policies RTD State of Art -The Technological Solution itraq pilot trials successfully completed (Leicester & Northampton 2012). Outlook for the Future Full scale urban demonstration by utraq project cofunded by ESA as an IAP Demonstrator led by TRL with industry and university co-funding partners and with two local authority end-user partners supporting the demonstrators. Operational use and market testing to follow.. 12

Broad RTD Objective ICT and space technology impacts on urban freight management Benefit to Regional Policy Improved efficiency of freight transport driving regional economic growth. De-carbonising the freight sector. RTD State of Art -The Technological Solution HGV Urban Route map Innovation through application of ICT and EGNSS. GIS apps for preferred urban freight routing. Pilot trials for Leicester City Council and Road Haulage Association Selected as a demonstrator for the EMMIA SATURN project ( led by Aerospace Valley). AQ dispersion modelling coupled with met data provides street level AQ distributions. Daily forecasts; NRT local variations. Space for Smart Government pilot Overlay of AQ data on to multiple urban GIS layers. Urban planning, street inventories, transport and industry emission hotspots, AQ hotspots, etc. 15

20 Lessons Learned from the G-STEP Model Academic-Industry Partnerships effective for growth and ROI and for launching new solutions through pilot projects-in the UK and less so in the EU Licencing of technology transfer is more efficient and more cost effective than Universities obsession protection of marginal IPR. Links to Catapult should be able to assist with user engagement for scaled-up technology demonstrators. University role continues in validation and evaluation. Industry lead essential for operational validation and market roll-out. 20

22 Barriers to Industry Uptake THE ISSUE provided plenty of evidence of substantial regionally based R&D into use of space services for transport solutions-with attendant growth in jobs and GDP. R&D not responsive to the User Requirements. Vital to establish User needs and find relevant technological solutions-not impose preconceived science/technology on users. They know their own business better than we do. Contractual delays. Agencies, University Business Offices. IPR issues. Engaging with public sector. Difficult to achieve uptake of R&D by local authority clients: R&D often too removed from RLAs immediate needs Alternative political priorities. Low budgets for technology change 22
23 . Lessons Learned from H2020 Large Scale Operational Demonstrators are needed to derive the economic benefits from the R&D and Pilot projects, whether national or regional. THE ISSUE submitted 4 proposals to the first H2020 Call for Research and Innovation Demonstrators, sadly without success. Competition is intense (success rates of 5-7% for large scale logistics R&I projects were typical in round 1). Evaluation standards are erratic so proposals need to adhere closely to the call objectives. Our de-briefing and feedback indicated that large scale demonstrators projects were deemed to be beyond the scope of THE ISSUE network and its present resources. Bigger scale partners, with recognised EU track records (like ELUPEG) fared better. Major industry support is needed to convince the EU assessors of project viability whilst R&I projects need to justify outstanding innovation and ambitious objectives. 23
