Dear Sir/Madam, Sub: Tender Enquiry for Air freighting of 3X63.5MT & 2X87MT Transformer tanks to Kabul and further transportation till site near Kabul. Ref : Tender No.RE/MUM/ EXP/EA-734 dt.06/02/08 due on 20/02/08 Pre Bid meeting held on The Pre Bid meeting was held as notified in the NIT on 15/02/08 at BHEL office and was participated by 10 companies. The Points raised during the meeting are clarified here below: 1. Maafikhat Nama This is equivalent to Duty Exemption letter which will be issued against letters from PGCIL & BHEL offices in Kabul addressed to Government of Afghanistan. To contractor s agent will have to collect these letters from the offices and process at the Ministry to obtain this letter. 2. The financial part of Tender is expected to be finalized through Reverse Auction if required 3. Transformers Readiness and availability dates: 2 nos 40 MVA transformers under testing and rest are expected to be tested by 10/03/08 4. Shipment dates: Expect to start the shipments from 15 th March to 31 st March 08.

2 5. Load Port Mumbai/Delhi: Parties to submit offers from both the load ports and which ever is lower will be considered. Discharge port Kabul/Bagram can be choice of the contractor. 6. N2 Gas: It was intimated that N2 Gas is non dangerous and non reactive. The cylinders attached are filled with the gas to maintain positive N2 gas pressure inside Transformer Tank. The pressure inside the tank is 2 PSI. 7. Height of 160 MVA transformer Tank: The height is confirmed to be 4330MM and can not be reduced any further. In view of the concern shown by the bidders the technical bid and price bids have been revised. Please submit your tender with these revised formats enclosed. The Techno Commercial Bids and Price Bid in these revised formats shall be submitted in sealed covers as defined in the tender. 8. The Price Bid Schedule is corrected and revised in line with the feedback and is enclosed with this letter. 9. The road transportation from Jhansi to Load Airport will be in the scope of BHEL. 10. It has been confirmed by the parties that the angle of inclination during Take Off, Landing and turning is not more than 10 Degrees. 11. Expected transit time from Jhansi to Delhi is approximately 8-10 days and to Mumbai Approximately days. 12. The drawings attached to the tender specification are without packing and the transformers will be shipped without any packaging. 13. The cancellation time and charges shall be as specified in the tender specification. 14. BHEL shall give necessary letter for permission to make video film/photography, the permission will however have to be obtained from the concerned authority by the Agent. 15. Shipment Schedule: The notice for shipment will be as per tender terms i.e. 15 days. BHEL shall coordinately very specifically with the party who will get the order for further planning of shipments. 16. The tender due date extension: The due date for tender submission is extended to 25/02/08 by 1430 Hrs. The Technical offers of the tender will be opened 1600 Hrs on the same day.

3 17. The offers for either Delhi or Mumbai shall be submitted against this tender. The price bid with the port of loading mentioned in the technical bid should only be submitted. The above clarifications are to be taken into consideration while submitting your offer. The evaluation Criteria is modified as below: The tender for evaluation shall be considered on the basis of rates for 2X160MVA transformer and 3X40 MVA transformers separately. The order may be split to 2 parties on the basis of lowest rates for each type of transformer. In case of one party being lowest in both the Price Bids ( VI-A & VI-B) for both the type of transformers, the party will be considered as lowest for both the type of transformers. All other terms and conditions of the tender remain unaltered. This clarification letter must be placed in the technical offer duly stamped and signed.
