2 Belgorail, a legal entity established in Europe under the Belgian law, is a railway verification, testing and certification body created in June The shareholders of the company are: VINÇOTTE (inspection and certification company) TRANSURB TECHNIRAIL (railway engineering company) AGORIA (national federation representing the railway equipment manufacturers) Today, Belgorail operates as: Notified Body for the European Directive 2008/57/EC; Designated Body for the compliance verification with regard to national requirements in Belgium, Luxembourg, France, Spain and Algeria; Entity in charge for coordinating and organizing tests of rolling stock on the railway network; Inspection body for rolling stock ; Certification body of the entities in charge of maintenance (ECM certification) and maintenance workshops; Independent safety assessor (ISA); Independent body for the assessment of the risk management (Independent Assessor) in the field of the Common Safety Methods ; Body for voluntary verification of companies active in the railway sector who would like to get quality assurance of their products, materials or services and of the respect of the applicable rules. 3 Activities & Examples of references NOTIFIED BODY The assessment of conformity or the suitability for use of the interoperability constituents and the appraisal of the EC procedure for verification of the subsystems of the rail system (Directive 2008/57/EC and the related Technical Specifications for Interoperability). DESIGNATED BODY Conformity assessment of railway constituents and railway subsystems in accordance with the national rules whenever technical specifications for interoperability are not applicable or whenever derogations to the latter exist. TESTING ACTIVITIES The carrying out of tests on the rail network. It mainly concerns tests to assure the technical compatibility between the rolling stock and the infrastructure. INSPECTION BODY Inspections and technical visits of existing or new rolling stocks, inspections of old rolling stocks used on touristical routes. ECM The assessment of the entities in charge of maintenance and maintenance workshops according to the regulation 445/2011/EU (ECM). The safety of railway checked by Belgorail ISA The assessment of the safety of railway constituents and railway subsystems according to the EN standards EN50126, EN50128 and EN50129 (ISA activity). COMMON SAFETY METHODS The assessment of the risk management according to the regulation 352/2009/EC (repealed with effect from 21 May 2015 by regulation 402/2013/EU) and the recommendation 2011/217/ EU(CSM). VOLUNTARY VERIFICATION Conformity assessment, inspection or certification of constituents, products and subsystems in the rail transportation area (voluntary verification domain).

Belgorail aims at complying with the requirements imposed for railway transportation certification bodies, as well on national as on international level. These requirements are those which are applicable for Notified Bodies on an european level, for Designated Bodies operating in a national context and for product certification or inspection bodies. In this regard, Belgorail is accredited in accordance with the requirements for product certification bodies as mentioned in the EN45011 (now replaced by ISO 17065). The accreditation of Belgorail with respect to safety assessments activities based on the ISO standard is also on its way and should be finalised in The accreditation of Belgorail has been performed by BELAC, public authority which carries out its activities under the responsibility of the Belgian State. This accreditation, registered and described under the reference 335-PROD, has been granted after several audits and following the detailed analysis of the working methods of the company. In accordance with the requirements specific for certification bodies, the Board of Directors has established a Certification Committee, an Advisory Committee and an Appeal Committee. Amongst others, these committees guaranty the impartiality of Belgorail. 5 A reference list of clients can be found on w.ww.belgorail.be the railway INFRASTRUCTURE managers Official Acknowledgements Notified Body (European level) Belgorail is officially recognized at European level as Notified Body for assessing the conformity or suitability for use of the interoperability constituents and for appraising the EC procedure for verification of subsystems of the railway system within the EC (Directive 2008/57/EC). Belgorail received in March 2005 the identification number 1615 allocated by the European Commission - General Directorate Industry. Belgorail is an active member of the European coordination group for Notified Bodies (NB-RAIL) and of working groups at ERA (CSG,RDD NLF end-users group). the manufacturers of rolling stock, infrastructure equipment and other materials related to railway transportation the railway OPERATORS and their partners Designated Body (National level) Belgium - Luxembourg - France - Algeria - Spain Belgorail is appointed at national level in Belgium, Luxembourg, France, Algeria and Spain as Designated Body in the framework of the assessment according to the applicable national rules, in case of lack of technical specification of interoperability or in case of derogations from these specifications. This in order to assess the conformity of the subsystems of the conventional and high speed railway system according to the national technical rules in use. A first official decision on the above has been published in the Moniteur Belge dated January 27, 2005 (Ministerial Decision dated January 17, 2005). The latest evolutions according to the official status of Belgorail have been published in the Moniteur Belge dated June 13, 2007 (Ministerial Decision dated May 2, 2007). In Luxembourg, the corresponding measures have been specified in the Ministerial Decision dated August 22, 2011 recognizing Belgorail as a competent body for Luxembourg. In France, Belgorail has received the OQA qualification by the EPSF in July 17, the companies who have facilities for rolling stock testing the refurbishment companies which are updating rolling stock (modifications, transformations, etc ) In Algeria, Belgorail is since January 2014 recognized by the Algerian public authorities as OQA in the framework of metro and urban transportation systems. In Spain, the accreditation for the certification activities according to the Spanish national regulation, ETH rules, has been obtained in May Safety Assessments (International level) Belgorail fulfills since its creation the European criteria in the context of safety assessments activities. In 2013, the company has also been officially approved by the Spanish and the Indian public authorities as competent body in the framework of safety assessments activities. ECM certification body (European level) On May 25,2012 Belgorail has been notified to ERA by BELAC as certification body for ECM in accordance to 445/2011/EU art Belgorail is an active member of the Network on Cooperation of ECM certification bodies established by ERA.
