5 1 Executive Summary In order to improve road safety in Himachal Pradesh, the Himachal Road and Infrastructure Development Corporation (HPRIDC) sought to establish a road accident database management system (RADMS), which will help in recording, analysing and reporting information on road accidents occurring in the state. Transport Research Laboratory Ltd. (UK), together with their local partner Experion Technologies India Pvt. Ltd., was chosen as the Consultant to develop and implement this system, with the supporting funds for the project coming from the World Bank. The original project implementation commenced in March 2014, and was completed successfully meeting all the milestones, producing deliverables, as agreed in the project schedule. The RADMS application is live and fully operational. The Consultant had completed the four quarters of support and maintenance of RADMS, by 31 st March 2016, and continued the operational support activities in the months of April 2016, May 2016 and June 2016, completing the 5 th quarter as a good will gesture to the customer stakeholders. The customers have renewed the Operational Support and Software Support / Maintenance for one more year (July 2016 June 2017). This report is part of the series of Quarterly Health Check and Operational Support / Software Maintenance Reports to be submitted by the Consultant to the Client, summarising the support activities made in the third quarter of the project support as per the renewed support and maintenance quarter. During the third quarter of Health Check Operational Support and Software Support / Maintenance (Jan 2017 Mar 2017), the Consultant supported the customers for the queries and issues that they faced in using the RADMS application and conducted all the planned software support / maintenance technical activities. The Consultant also conducted a number of meetings with the stakeholders to update them on the progress, plans, and dependencies for the project. Consultant experts from TRL and Experion travelled to Shimla and met the World Bank Representatives, as well as all the key stakeholders of the project to understand the latest updates and concerns. In addition to this, the Consultant support team provided trainings to several customer stakeholders. The particulars of the health check and maintenance activities, support activities, refresher trainings to the stakeholders are given in detail in this report. 5 IRPN

6 2 Introduction 2.1 Himachal Pradesh Road Accident Database Management System (RADMS) RADMS application a platform for the various stakeholder departments, such as the public works department, police and health department, to look into the road accident data scientifically and arrive at targeted solutions to improve road safety in the state. HPIRDC has obtained financial support from the World Bank to implement the system. 2.2 Objectives & Scope of RADMS project The primary objective of the RADMS project was to improve road safety outcomes in Himachal Pradesh by providing access to timely, complete and relevant information on road accidents. In order to assist the stakeholders responsible for road safety improvement in Himachal Pradesh to identify hazardous locations and trends in road accidents and to monitor safety performance of the roads in the State, the customer stakeholders has requested the Consultant to continue the support and maintenance of imaap RADMS application for another year starting from July 2016 to June The use of the RADMS system will enable stakeholders to plan more efficient strategies to reduce the number and severity of road accidents and their impact on human lives. Consultant s Support Team shall provide support to resolve problems encountered during the usage of RADMS application. Application Support Services proposed by the Consultant shall involve the following: Consultant shall deploy a computer literate project assistant having exposure to imaap RADMS system, for necessary coordination and assistance at Shimla (HP). Consultant shall deploy a technical resource having exposure to the technical details of the imaap RADMS system, at Shimla (HP). Monitor the support s from HPSRP and respond to the problems reported by HPSRP with the ticket number for the support request. Analyse the issues reported by HPSRP. Suggest work-around for defects, if there are logical work around solutions available. Some defects may not have logical workaround and need to be fixed in the RADMS version in production server. These cases will be informed to HPSRP. Resolving problems in the production environment using access provided by DIT to the RADMS servers. This will include: o Rectifying data inconsistencies in production database arising due to RADMS software problems 6 IRPN

7 o Resolving problems due to incorrect application settings/configuration related to application deployment o Resolving defects / bugs in the imaap RADMS application. Promoting RADMS defect fixes or change requests using direct access provided by DIT to the RADMS servers, as per the scheduled monthly onsite maintenance schedule. If there is a delay in providing adequate access to the DIT production servers to the Consultant support team, subsequent delays will be there in resolving the issue. A senior resource from the Consultant s product engineering & technical group will visit the customer once in every quarter. This resource will conduct quarterly onsite server health check activities. This health check process will include the following subactivities: o Verification of CPU usage, Memory usage and HDD Space usage for Application Server Database Server o Verification of RADMS application health o Verification of RADMS user access statistics o Verification of availability of GIS services o Backup RADMS Application and Database o Shrink database log files o Recycle IIS Application Pool o Remove temporary application files Providing monthly support and maintenance reports to HPSRP Quarterly refresher training on imaap RADMS application to stakeholders for 3 hours. 2.3 Key stakeholders The key stakeholders of the RADMS project are: Stake Holders Public Works Department (PWD) Key Functions Engaged in planning, construction and maintenance of roads, bridges, ropeways and buildings. Headed by the Engineer-in-Chief located at PWD Headquarters at Shimla Key Stakeholders responsible for overall management of the project. Himachal Pradesh Road Infrastructure Development Corporation (HPRIDC) Headed by a Chief Engineer-cum-Project Director (CE-PD) Project Implementation Unit (PIU) for the RADMS Project 7 IRPN

8 Role of the PIU is to ensure that the RADMS project is effectively implemented. Himachal Pradesh Police Traffic HP Police traffic wing, headed by an officer of the rank of Inspector General of Police (IGP) is responsible for traffic management and enforcement of traffic rules in the state. Manages the road accident statistics for the whole of Himachal Pradesh and it owns the accident data from 2001 onwards. State Crime Records Bureau (SCRB) Acts as the hub for all crime-related information relevant to the Police. It collects, collates and analyses data related to offences. SCRB also supplies information about the crime situation of the State to the National Crime Records Bureau and uses the Crime & Criminal Information System (CCIS) and Common Integrated Police Application (CIPA) to manage information. Transport Department Nodal agency which is responsible for issuing of driving licenses, registration of vehicles and collection of related taxes. Two software solutions in use Vahan and Sarathi Vahan is used for Registration of Vehicles, Permit Issuance and other related activities. Sarathi is used for issuance of Various Types of Driving/Learner/Conductor Licenses and related activities. Department of Health and Family Welfare Implementing agency of all health programmes initiated by the state and central governments. Directly oversees and manages the functioning of hospitals and health centres in both rural and urban areas. 2.4 Background for this report Transport Research Laboratory Ltd. (UK), together with their partner Experion Technologies India Pvt. Ltd., has been chosen as the Consultant to develop and implement the road accident database management system for Himachal Pradesh. TRL implemented the system through customisation of their off-the-shelf crash data software imaap, as imaap RADMS. 8 IRPN

9 The project commenced in March 2014 and the project is live and the contract is renewed for the purpose of Operational Support and Maintenance. The implementation in two police districts Shimla and Mandi was completed by the Consultant in the month of March The remaining districts started using the system from August The Consultant started the maintenance and support of the imaap RADMS application on 1 st April 2015 and is continuing till date, as per the renewed contract. The support and maintenance activities were done on the imaap RADMS application from April 2015, and the application was on the Consultant s server till June The support and maintenance activities continued from the RADMS server at Department of Information Technology, since 5 th July As a part of this new contract, the Operational Support and Software Support / Maintenance were renewed further for a period of one year from July 2016 to June Scope of this report This report is the third in the series of quarterly maintenance reports, summarising the maintenance and support activities done during the third quarter of the Operational Support and Software Support / Maintenance renewed (July 2016 to June 2017); from 1 st January 2017 to 31 st March IRPN

10 3 Summary of activities made in the Quarter January - March 2017 The Consultant has undertaken a number of activities in the second quarter of operational support of the project. These activities are summarised below: imaap RADMS is live and implemented in Himachal Pradesh (HP). The total number of accident records collected from 1 st August 2015 to 31 st March 2017, amounts to We are very thankful to the Police as well as ADMC for this exemplary achievement. The team of Technical Consultants visited HP, to assist PWD with the World Bank visit on 19 th to 21 st January During the visit, project status and its progress were discussed. In the 3 rd week of March, technical experts of the Consultant team visited HP for the quarterly health check and maintenance activities. Prior to the visit from the technical team, TRL product team modified the RADMS application to group the fields based on the responsibility of various departments. This was done as per request from World Bank and HPSRP stakeholders. Though this was not within the scope of the project or contract, Consultant team has done this to add value to the customer stakeholders. After this, the modified change was deployed in the application and this too was tested successfully. The application is up and running smoothly. Access credentials were created and intimated for the users from the following departments: o Police Department - 2 users o Department of Health and Family Welfare - 1 user o Public Works Department - 65 users A total of 11 ad-hoc reports were prepared by the Consultants on request from various stakeholders in the Quarter January 2017 to March These were created based on good will and in addition to the contractual obligations of the Consultant. It is recommended that customer stakeholders start learning the application and take these reports directly, so that the knowledge shall reside within the customer stakeholder departments. o Reports prepared for Police Department 5 o Reports prepared for Public Works Department 6 The various documents produced to assist the stakeholders in the use of RADMS application are: 10 IRPN

11 o The First Time User Settings were intimated to the various Nodal Officers of the Public Works Department, through their Ids. o Blackspot Identification Guidance Manual was submitted to the PWD and widely circulated among the various Nodal Officers and Executive Engineers in across HP. o The revised SOP was submitted as per the discussions with the World Bank Representatives. o FAQ document was handed over to the PWD for circulation among the stakeholders as a quick reference to the basic queries concerning the application. Monthly Status Reports were submitted for the month of January 2017, February 2017 and March A total of 6 training sessions were conducted for the various stakeholders in this quarter. The summary of the training sessions conducted are: January 2017: o On 4 th January 2017 training was conducted by the Consultant Management Team for the Health and Family Welfare Department at Pari Mahal, Shimla. Meeting was headed by Dr. Ashok Gupta (Dy. Director Health). February 2017: March 2017: o On 20 th February 2017 training was conducted by the Consultant Management Team for the Police Department at Vigilance Conference Hall, Nigam Vihar, Shimla. Meeting was headed by SI Hari Singh (Training Coordinator). o On 15 th March 2017 training was conducted by the Consultant Management Team for the Health and Family Welfare Department at Pari Mahal, Shimla. The training was presided by Dr. Ashok Gupta (Joint Director Health). o On 16 th March 2017 training was conducted by the Consultant Management Team for the Public Work Department at the Conference Hall, Nigam Vihar, Shimla. Presentation was headed by EE Rohit Thakur. o On 17 th March 2017 training was conducted by the Consultant Management Team with the Police Department at Vigilance Conference Hall Nigam Vihar Shimla. Meeting was headed by SI Hari Singh (Training Coordinator). o On 23 rd March 2017 consultant gave training to HRTC department at their office Old Bus Stand Shimla. Meeting was headed by Sh. 12 Apart from these the On-Site Customer Support Team, handles the queries received from the various stakeholders and assists them in using the application. 3.1 RADMS Server Health Check Summary Quarterly health check was done in the RADMS production server at DIT. The summary in given the following sections Health Check March Verification Time The verification was run on 21-Mar-2017at 10:00 AM to 1:40 PM IST. RADMS production server at DIT was verified, and the maintenance/support activities were conducted Resource Usage The resource usage in the server was within the control limits and no specific action was needed to optimize the resource usage. 13 3.2 Deployment of the modified Accident Report Form in the imaap RADMS Web Application The ARF was modified to group the fields based on the data that is to be filled in by the various departments. The various stakeholders that come under this process of data entry into the ARF are: The Police Department The Public Works Department The Health and Family Welfare Department The Transport Department The majority of the fields in ARF are still to be furnished by the Police Department, as they are the key authority in accident reporting and creating the FIRs. The fields which are more specific and needs involvement from the other stakeholders are separated and grouped together. These fields are: For the Public Works Department: 1. Road Surface Type 2. 15 22. Discharge Note to be scanned and attached using the existing attachments option. The modified changes were deployed in the application and this too was tested successfully. The application is up and running smoothly. 3.3 Highlights on Accident Data The following sections explain various statistics and findings from the accident data collected. Two districts Shimla and Mandi were using the application from 23 rd February 2015 and other districts by 1 st August All statistics in this section are based on data from 1 st August 2015 to 31 st December st August 2015 is chosen as the baseline for comparison across the various parameters queried to generate the report, as after this date all districts started using RADMS application for accident reporting. NB: - All accident data and statistics in this report are taken from 1 st August 2015 to 31 st March 2017, and the reports were generated on 5 th April Live accident data status Twenty eight (28) police stations from the police districts of Shimla and Mandi are using imaap RADMS to collect accident data, from 23 rd Feb 2015 and from 1 st August 2015 remaining seventy seven (77) police stations from other districts are also using imaap RADMS. In case of any accident, the police personnel of these police stations take the mobile tablets which has the imaap RADMS application installed in it, to the accident site. Using the RADMS application, the police personnel captures various parameters of the accident which will include GPS coordinates of the accident location and pictures of the accident site. The following table shows the count of number of accidents, vehicles and injured persons as per the data collected in the RADMS system from 1 st August 2015 to 31 st March Accident 5166 Vehicles involved 7516 Injuries Deaths Quality of the Live Accident Data Police personnel in the 105 police stations are using the imaap RADMS application to capture accident records and they have captured 5166 accident records. Out of the 5166 accidents records, 295 records has data quality issues, which implies a good quality data of around 94%. The actual data entry from the police stations are further validated and corrected by the Consultant s operational team and ADMC police team to improve the quality of data multiple folds. Some of the images attached to accidents cannot add value for accident data analysis. 15 IRPN

16 It is recommended that the Police team collect proper accident images against all the accident records so that further analysis / study can be conducted on this. Total Accidents Recorded 5166 Total Accidents with adequate data 4871 quality Percentage of Accident records with 94.29% adequate data quality Accident Data Analysis This section gives an overview of the various aspects of the accident data collected during the live usage of imaap RADMS. The data considered includes the input available from 105 police stations in all districts, during the period 1 st August 2015 to 31 st March This is chosen as the baseline for comparison across the various parameters queried to generate the report, which otherwise would lead to biased analysis. The charts and summaries shown in this section were produced using imaap RADMS District -wise split up of Accidents Figure 1 shows the number of accidents reported in all districts (5166). The major share of accidents are in Kangra (838), Shimla (810) and Mandi (732). The three districts have a combined percentage of 46.07%. The trends remain the same for the past one year. 17 Accident time - wise split up of Accidents Figure 2 shows the number of accidents with respect to the time of occurrence. The peak is identified from 5 pm - 9 pm, during which 1431 accidents i.e., more than one fourth of the total accidents are reported. 18 Figure 3 shows the number of accidents that has been reported in various police stations in all police districts Accident severity -wise split up of Accidents Figure 4: Accident Severity -wise split of accident data Figure 4 shows the accidents w.r.t. accident severity. NHs, SHs and Link Roads have more number of severe accidents, NHs top the list. 655 fatal and 653 grievous accidents were reported in NHs, whereas SHs had 427 fatal and 360 grievous accidents. The low percent of accidents in city roads may be attributed to reduced speeds due to the heavy traffic License type -wise split up of Injuries Figure 5: License type -wise split of accident data 18 IRPN

19 Figure 5 shows the number of injuries with respect to license type. Approximately one fourth of the drivers involved in the accidents were found not in possession of a valid license Collision type -wise split up of Accidents The chart given in Figure 6 shows the number of accidents with respect to collision type. With this classification, one can identify specific defects or shortcomings in the physical features of the road, the modification of which after proper identification of the accident spots from the database should help to reduce the casualties pertaining to the cause. From the chart, it can be understood that out of 5166 Accidents, 1162 accidents fall in Head on collisions; 1008 accidents were in Ran off the road category; 986 accidents involved cases wherein Pedestrians were hit. If the statistics are further examined, head on collisions are the major killers in NHs. This may be attributed the high speed and absence of physical lane separations. It is observed from the images furnished against accidents recorded under the collision type Ran off road, crash barriers are not present to prevent it. Figure 6: Collision type -wise split of accident data Class of Injured person -wise split up of Accidents Figure 7 shows the number of injured person with respect to Injury Class. From the chart, it can be understood that out of 9752 persons involved in accidents, 1169 were pedestrians means more than 11% of the total persons injured were pedestrians. This implies the need to segregate the most vulnerable road users, the pedestrians, from the main stream traffic. 19 IRPN

20 Figure 7: Injured person classes-wise split of accident data Collison Type versus Accident Severity split of Accidents Figure 8: Collision type versus accident severity Majority of accidents are caused by Head On collisions (1162) of which 244 are fatal accidents, and 369 are grievous accidents. Maximum fatal accidents (547) are reported under Ran off road collision type. The third major group of fatalities are the pedestrians. As pointed out in the previous sections as well, these three issues viz. Head on collisions, Ran off road and Pedestrian hit cases, need immediate attention of the stakeholders. 20 IRPN

21 3.3.4 Accident Image Analysis The images attached to accidents seldom add value for accident data analysis. It is recommended that the Police team collect proper accident images against all the accident records so that further analysis / study this acts as a base line. In many of the accident records, the images of the damaged vehicle and the registration number plates were only recorded, and the accident site images were not captured. The images captured should comply to the following standards as per the SOP:- 1. The general incident scene, showing junction/road type, surface, skid marks and any features which might have contributed to the accident occurrence. 2. The main resting place of vehicles involved. Also, it is acceptable to capture the point where vehicles left the road if it cannot be safely reached. 3. Damage to vehicle/property 4. In case of poor visibility (night time, fog, heavy rain, etc.), the IO will be required to return to the site and capture the appropriate photos when the visibility is better. The purpose of the accident image to be recorded in the database is to identify the accident cause and the conditions of the road wherein the accident occurred, which can further assist in the analysis of accident. This will help the stakeholders, esp. the Road Safety Engineers to identify the shortcomings in the infrastructure and give more insight into the cause of the accident. 22 Amongst these accident records, it was found that only 452 accidents had accident images recorded against the 680 accidents recorded in the application. This constitutes 66.5% of the reported accidents in the quarter January 2017 to March The quality of the images required improvement. Only 37.8% of the total recorded accidents had good quality of images uploaded. Nearly 34% of the recorded accidents did not have the accident sites captured. The statistics of accident records with and without images are recorded in Figure Highlights on Stakeholders Usage Statistics The key stakeholders involved in the project are Public Works Department (PWD), Himachal Pradesh Police Department, HRTC, Transport Department, and Department of Health and Family Welfare. The On-Site Operational and Support Team representing TRL and Experion Technologies Pvt. Ltd. assist the stakeholders with all possible technical and functional support, including the monthly training sessions. This section highlights the involvement of the various stakeholders in the imaap RADMS application for the quarter January 2017 to March The analysis involves the basic user operations of update, insert, delete; and the access of the various modules in the application. The various modules in the application are Audit Trail, Cluster Analysis, Corridor Analysis, Cross Tab, Export, Edit, Delete, Manage Blackspots, Map, Query, Standard Reports, Stick Analysis, Summary Prints, User Defined Reports, Validate Current, View, View Blackspots etc. The usage statistics of the whole application with respect to various stakeholders is given in Figure 10. This is based on the various modules accessed by the users in the application. The prominent users of the application is found to be the members of the ADMC Cell (Police Department), followed by other users of the Police Department, Health and PWD. 23 It is observed that the top users of all the modules are the users from Police Department. There is involvement by the Public Works Department (PWD) in the various analysis modules and the report modules. The table below shows the statistics of the various operations viz. Update, Insert, Delete by the various stakeholders. It is observed that the update accident record, insert accident record and delete accident record is currently used by the Police Department and Health department only. In the month of March 2017 few inputs from the Health department is found in the application. The inputs from the PWD, are not to be found. One such parameter is the GPS coordinates of the accident location. It is observed that some of the accident records has their GPS coordinates near police stations. We request the Police officials to please verify whether these accident records are really around the police stations. A total of 23 accident records were identified in the month of February, while the number of accident records identified has doubled to a value of 56 records. 28 4 Meeting with World Bank on 19 th 21 st January 2017 The Technical Consultant team visited HP to assist the Client in the World Bank meeting with the stakeholders from 19 th January 2017 to 21 st January On 18 th January 2017 the Consultant Team met at the PWD Office to discuss the itinerary and plans from 19 th January 2017 to 21 st January On 19 th January 2017 a meeting was scheduled with the Consultant, PWD and World Bank Representatives headed by Mr. Thiagarajan from World Bank. The current project status and its progress was initially presented to the World Bank Team. This was trailed by discussions on the following key points:- 1. World Bank team requested to consider the integration of Aadhaar with the RADMS imaap application. Consultant agreed to discuss this with the Client to identify the business case. 2. The existing application is effective and efficient to capture the accident details and giving a common platform to integrate the various stakeholders. World Bank team requested the client stakeholders to think about improvising the existing application by including more engineering related fields to increase the involvement of the PWD. Once the additional fields are determined, and the SOP redrafted by the Consultant accordingly. 3. Consultants have to continue giving training, and the training should be rescheduled in such a way that it covers all the stakeholders. This can be made possible only with the co-ordination of the Police Department and the PWD. Consultant informed that the Consultant is planning to conduct 3 trainings per month in all the three departments viz. the PWD, Health Department and the Police Department. 4. On 20 th January 2017, inspection was conducted by the World Bank at the ADMC and thereafter, meeting with the Police Department took place. The Police Department gave an excellent feedback and IG presented a case study of Kinnaur District, where the accidents in a particular area were brought down by 40% using the RADMS application. The cause of these 40% accidents were analysed using RADMS application and it was found that the primary cause of the accidents was drunken driving. This was improved through effective enforcement by the police personnel led to the reduction. 5. On 21 st January 2017, meeting was held with all the stakeholders, viz. the Health Department, the Police Department, the PWD, the HRTC and the Transport Department to discuss their feedback on application usage. 28 IRPN

30 5 Training Completion Report - January 2017 to March 2017 This section covers the details of training programs held in various parts of Himachal Pradesh. The training programs were to ensure that the key stakeholders at HP understand the details of the imaap RADMS application s comprehensive data capture, data analysis and data reporting capabilities. A total of 24 participants were present, and the meeting was chaired by Dr. Ashok Gupta (Joint Director Health). The Consultant initially presented a brief introduction of TRL and Experion Technologies, and the milestones achieved by the team. This was followed by the introduction to imaap RADMS application and its role in data collection. Presentation detailed on how the application brings together the various stakeholders on a common platform towards the goal of accident prevention in a structured process. 33 The following queries and comments were raised during and after the presentation: There was a concern raised by one of the participants, on the field Abbreviated Injury Scale that it is not currently used in the MLC forms, as they are still following old method for reporting the trauma care. Dr. Ashok responded to this comment and promised to improvise the data capture process in the MLC currently followed so as to meet this criteria. He added that the old process of recording trauma care needs to be changed and updated. This was followed by the demo session at the IT Lab. Dr. Baldev (Director of Health) spoke after the end of the presentation and emphasised on the need to put the application to better use Training for imaap RADMS to Health Department - at Shimla on 15 th March 2017 On 15 th March 2017 second training was conducted by the Consultant Management Team for the Department of Health and Family Welfare at Pari Mahal, Shimla. 23 participants attended the meeting, which started with the welcome speech from Dr. Ashok Gupta, Joint Director Health. 35 Response: Details of each casualty or injured person, needs to be added in a separate from. If there are 22 injuries in a particular accident, then there will be 22 forms, one for each injury. 2. What is treatment on route? Response: Treatment on route, is the treatment that is given to injured person on the way to the hospital. 3. How can the doctors be sure that they have filled the trauma care data of injured person correctly? Response: They can check the saved data through querying and can take summary prints of the records for proof. They said the application is easy to work with. The training session ended with vote of thanks from Dr G. Upadhya. He expressed his gratitude and requested all to take 35 IRPN

The customer support Id and phone numbers were shared with the participants for further queries and support needed, if any. 5.2 Training in RADMS for Department of Police Training for imaap RADMS to Police Department, Shimla on 20 th February 2017 On 20 th February 2017 training was conducted for the IOs of the Police Department, representing various districts at Vigilance Conference Hall, Nigam Vihar, Shimla. Meeting was headed by SI Hari Singh (Training Coordinator). A total of 19 IOs attended the training session. ASI Hari Dutt briefed about the functioning of ADMC and TRL. This was followed with the presentation by the Consultant. The Consultant gave a short introduction and background of the project. The Consultant gave a quick overview on the following points: What is imaap? RADMS Project Objective Mobile Data Collection Importance of Data Advantages of having a data collection system Changes needed in Accident reporting process The Consultant presented the accident report form (ARF) and discussed each field in detail with the participants. The refresher training was aimed at improving the efficiency of the work carried out by the IOs of the various police departments, and reinforce their skills in using the application for data capturing, monitoring and analysis. 17 IOs attended the training session. The Consultant gave a brief introduction and background of the project. The general usage of tablets were also discussed briefly. The session was interactive and the participants cleared their doubts on the use the various modules in the application. The ADMC personnel were thankful for the monthly review and constant support received from the consultant operational team on board and expressed 39 IRPN

40 their appreciation in the efforts put for continuing the monthly training sessions. On a concluding note, DIG Punita Bhardwaj directed all police personnel to make maximum use of the application and asked for suggestions. The training was aimed at improving the awareness of the nodal officers from the road safety wing in the PWD on the use of imaap RADMS tablet application. It specifically concentrated on the fields that are to be filled by the department personnel and their queries were responded to.
