2 Limitations of Assessment The information presented in this report is based on documentation and other information presented by the client and observations made during the field verification under the assessment. GFS reporting of information presented by the client are taken as accurate, unless evaluated differently through the observations made during the assessment. All information presented in the report is accurate and complete to the best of knowledge of GFS. Background Information: Antekad Sdn. Bhd. (Antekad) is registered in Kuala Lumpur, Malaysia with registration # H. Antekad has demonstrated a chain of Custody system that complies with GFS Wood Tracking Program Requirements as Verified Legal (VL) for the products produced and traded. This surveillance visit involves office and mill based in Tuaran to verify continual compliance. Associated Organizations & Subcontractors: Antekad does not have any associated companies or sub-contractors for manufacturing or trading of timber products. Description of the Supply Chain: In year 2016, Antekad purchased VL raw material (sawn timber) from suppliers audited under Sabah TLAS. No VL sawn timbers (processed under GFS WTP) were purchased from approved suppliers (Gold Rank Sdn. Bhd., Uni-Lumber Sdn. Bhd. and Megah Jadi Sdn. Bhd.) Antekad imported one consignment in January 2016 from Treemex Holz Im- und Export GmbH (Business & Trading Company), Republic of Cameron. Common species used are Shorea inappendiculata (Selangan batu), Parashorea spp. (White seraya), Shorea spp. (Red seraya), Lithocarpus & Quercus (Mempening), Lophira alata (Azobe) and other species (OT). In year 2016, no raw materials or products were processed and sold under GFS WTP. Highlights of Assessment 1.0 Legal Requirements Antekad maintains permits for all their wood processing and export activities. List of regulations are updated. Local workers are insured under SOCSO, whereas foreign workers are covered under Foreign Workers Compensation Scheme. Antekad manufacturing mill is equipped with safety measures. 4 fire extinguishers randomly checked with valid pressure and expiry on 4 th November GAP 010/2016 (minor) Closed Antekad had submitted application for DOSH registration on 25 th March However, Antekad mill has yet to be inspected by DOSH officer. The latest visit by DOSH officer was to sample the amount of workers and basic salaries (National Employment Returns Survey Form 2016, Serial #: SAB-03483) in September 2016 (Observation 001). Workers were observed being equipped with facemask, hand glove and shoes during work.

3 2.0 Documented Policy & Procedures Antekad has a formal signed policy dated 1 st September 2012, which defines that the company will work in compliance to legal requirements and support environmental protection (CITIES), purchase verified legal raw material & products and also support Sustainable Forest Management. The company also has formal procedures for purchasing & receiving, storage of rough sawn timber; production control system that includes for kiln drying and manufacture of laminated scantling, decking and pallets, as well as Sales and Administration. Antekad has revised the COC procedures from VLO/VLC to Verified Legal (VL). GAP 011/2016 (minor) Closed 3.0 Organisation & Training Antekad has a list of management personnel that clearly define every management responsibility in COC system. Organization chart detailing name and position of management representatives is available. Workers were observed being equipped with facemask, hand glove and shoes during work. The mill workers aware of the location of fire hose reels, fire hydrants and fire extinguishers within the manufacturing mill. Briefing on fire prevention and firefighting training was conducted on 2 nd January 2017 as well as Standard Operation Procedure training and briefing on machine handling (moulding, hydromat, drilling, repair, lamination, finger-joint) was conducted on 4 th January GAP 012/2016 (minor) Closed Training records are documented and maintained by Antekad. 4.0 Purchasing, Importing & Receiving All VL raw materials are purchased in accordance to Purchasing procedure. Antekad has recently received the revised risk assessment WTP-015 for use on assessing suppliers and material to be received. Antekad has an approved sawn timber supplier s list, where all of the approved suppliers have been undergone GFS WTP and possess a valid Statement of Participation. The approved supplier list was last updated in January 2017 and ALL VL raw materials purchased in year 2016 were from suppliers audited under Sabah TLAS, which were not processed or treated under GFS WTP. Kilang Papan Andus (S) Sdn. Bhd. (TLAS P5P6 report G Dec 2016 non-compliance) must be identified as non-vl and segregated from VL production system (Observation 002). A consignment of Non-VL sawn timber was imported in Jan 2016 from Treemex Holz Im- und Export GmbH (Business & Trading Company), Republic of Cameroon. There was no evidence of segregation of raw material from other VL raw material that was not a requirement under the Sabah TLAS P5-6 until Sept There was a discrepancy for closing stock for November 2016; calculated closing stock is m 3 while Antekad in-house stock balance is m 3. GAP 013/2017 (minor) 5.0 Process Controls Antekad has a formal procedure for processing control that includes use of a Timber Issue Form for raw material allocated into production with the Timber Issue Form # acting as a batch # for a defined unit of production. Antekad procedure also includes a color coded system; yellow colored Timber Issue Forms indicate VL material and production units that act as segregation and identification from raw material through finished goods. However, Antekad did not use the Timber Issue Form in accordance to their COC procedure for Sabah TLAS and GFS WTP raw material and VL production. GAP 014/2017 (minor) No production in 2016 was sold under the GFS WTP. 6.0 Sales, Exports & Customs

4 Antekad has a formal procedure for sales. No products are sold under GFS WTP. 7.0 Records & Data Monthly records for raw material purchasing, production and sales are maintained. However, the VL production in 2016 under Sabah TLAS was not properly recorded in accordance to their COC procedures. GAP 014/2017 (minor) Summary results: (Major Gap* = 0; Minor Gap = 2; Observation = 1) GAPs: 2017 GAP # Type Checklist # Description of GAP There is a discrepancy for closing stock for November 2016; 013/2017 Minor calculated closing stock is m 3 while Antekad in-house stock balance is m 3 014/2017 Minor 5.2 / Antekad did not adequately demonstrate implementation of their CoC procedures for VL material from Sabah TLAS and GFS WTP suppliers in respect to identification and recording of raw material and production of VL products using their Timber Issue Form and colour code system for VL material through sales of VL products. Status of Outstanding GAPs: 2016 GAP # Type Checklist Status Description of close out 010/2016 Minor Closed Inadequate maintenance of equipment for fire control. 4 fire extinguishers were randomly checked with a valid pressure and expiry on 4 th November /2016 Minor Closed Antekad needs to revise the procedures from VLO/VLC to Verified Legal (VL) as there is no distinction between VLO/VLC under the GFS WTP. Antekad has revised the COC procedures from VLO/VLC to Verified Legal (VL). 012/2016 Minor Closed No safety and health training conducted for workers in year 2015 to provide first hand treatment in case of emergency and work safe procedures during production. Standard Operation Procedure training and briefing on machine handling (moulding, hydromat, drilling, repair, lamination, fingerjoint) was conducted on 4 th January 2017.

5 Highlights of Close out visit (if applicable) Not applicable. Date: Recommendations Antekad Sdn. Bhd. has demonstrated continual compliance against the Wood Tracking Program requirements (WTP-005 v10 Mar 2015) and is recommended to maintain the Statement of Participation. Minor gaps identified in this assessment should be addressed by the next surveillance visit. Action required to close the gaps include: Gap 013/2017 (Minor) C4.5.2 Antekad shall maintain and update sawn timber volume for old stock balance, received raw materials, materials input, and closing stock. Gap 014/2017 (Minor) C5.0 / Antekad must implement their CoC procedures for ALL VL material from Sabah TLAS & GFS WTP Approved Suppliers in accordance to the Risk Assessment Matrix from purchasing raw material through allocation of production through finished goods and sales of VL products. Any imported material needs to be evaluated through the Risk Assessment Matrix. Antekad shall ensure identification and recording of VL raw material and production of VL products using their Timber Issue Form and colour code system for VL material through sales of VL products. Any non-vl material shall be clearly segrated from VL material and production based on CoC procedures. The CoC procedures cover the requirements for both GFS WTP and the Sabah TLAS P5-6.
