3 TDA Carry Over Inventory Policy Increase in Net off Invoice option Increase in Inventory levels at processors Increase in Excess Inventory

4 TDA Carry Over Inventory Policy First announced in October 2012 Establishes a due date for using carry over inventory November 30 th of each year Allows for the use of carry over at the start of the school year TDA will sweep balances remaining after November 30 th Product must be received/delivered before November 30 th Balances will be moved to state account TDA will work with processor to re-assign inventory to other CEs (schools) Requires proof such as copies of menus, etc Sometimes this process is not as timely as we would like

5 Exceptions: TDA Carry Over Inventory Policy To keep inventory beyond November 30 th If carry over is the result of supply issues, schools can submit a written justification to with supporting documentation Example: Tyson production issues Approved requests must be used by June 30 th 2015 Miscommunication: Tyson is pulling out of the K12 segment There is an industry-wide chicken shortage USDA Foods chicken trucks are not being purchased for SY15 Advance Pierre ordered roast instead of ground beef for processing, preventing other beef companies to not receive their trucks Schools can place future orders into January 2015 to utilize carry over pounds Others?

6 School Key Role and Responsibility #1 - Proper planning of USDA Foods Entitlement management in TX-UNPS If its requested, menu it If ordered, use it #2 - Utilize pounds in a timely manner; do not exceed a six month level FEDERAL REQUIREMENT #3 - Track and manage inventory level in automated 3 rd party tracking systems New Orders vs existing inventory K12Foodservice ProcessorLink Other Labatt for NOI and FFS items delivered through commercial distributor

7 School Key Role and Responsibility #4 - Sales Verifications - Verify end products sold through a distributor, the commodity value discounts and the pounds used in end products Acknowledge notices #5 Verify Rebates provided to school from processor/company # 6 Report discrepancies to the distributor and the co-op coordinator, if applicable. # 7 Verify receipt of end products delivered by state contracted warehouse; ensure end products received match Bill of Lading prior to signing invoice.

8 Cooperative Key Role and Responsibility O Initiate bids/request for proposals; follow state and federal procurement requirements O Coordinate member input for further processing O Including announcing availability of additional USDA surveys O Provide technical assistance to membership O Update membership with state and federal guidelines. O Ensure members utilize inventory timely, not to exceed six months. O FEDERAL REQUIREMENT O Serve as Liaison between co-op, TDA and Industry

Affect legislative, regulatory and policy changes for the improvement of the USDA Food Distribution Programs Develop effective communication link with stakeholders
