2 NOTICE TO BIDDERS Sealed bids will be received by the City of Escanaba at the office of the City Clerk, on or before 2p.m. e.s.t, on: Tuesday 2 pm EST The bids will be publicly opened and read in Room 101 in the City Hall located at 410 Ludington Street, Escanaba, Michigan at said date and time. Bidder s proposals, and/or specifications may be obtained from the office of the City Clerk, located at 410 Ludington Street, Escanaba, Michigan, No bids will be considered unless the proposal form and /or specifications (furnished by the City of Escanaba, Michigan), are properly completed and enclosed in a sealed envelope, marked: Escanaba WWTP Raw Sewage Pump 2016 In addition, the City of Escanaba, Michigan will not consider any proposal which has not been received prior to the published time, date and year of bid opening. (FAX transmittals will not be accepted.) A Certified Check, Cashier s Check, or Bidder s Bond, drawn payable, without condition, to the City of Escanaba, Michigan, in an amount not less than 10% of the bid, will be submitted with each proposal as a guarantee that if the bid is accepted, the bidder will furnish materials or services as stated in his or her proposal. On failure of the successful bidder to fulfill the conditions of his or her proposal, he or she shall forfeit said deposit to the City of Escanaba,Michigan as liquidated damages. The acceptance of the proposal will be contingent upon the bidder s acceptance of this provision. The City of Escanaba, Michigan reserves the right to reject any or all bids, or any part thereof at its discretion, and to waive any irregularities in the bidding. The City of Escanaba, Michigan may also split bids at its discretion. The City further reserves the right to negotiate directly with any and all bidders concerning any matter related to any bid. 3 SPECIFICATIONS FOR: Escanaba WWTP Raw Sewage Pump 2016 GENERAL Raw Sewage Pump Specifications: The City of Escanaba Wastewater Department is seeking proposals for the purchase and installation of a new un-used raw sewage pump capable of all the requirements listed below. This proposal will also include an additional proposal for a new un-used electric motor complete with line shaft or equivalent, which will also meet all the requirements listed below. If a decision is made to replace both pump and motor, they will be considered as a paired and matched replacement unit, to meet the needs and specifications of this request. Different horse powers, rpm s, pump types, and brands may be acceptable; providing they meet the listed requirements. The pump and motor proposed must be capable of running in conjunction with any one of the other two Raw Sewage Pumps. The pump and motor being proposed must fit into existing plumbing and concrete pads, run off existing power supply, be energy efficient, and capable to run continuously. Motor must also be soft start/vfd compatible, using existing motor control center and VFD. Current pump and motor configuration: The current pump is a Line Shaft Fairbanks Morse model # 5414C, serial # K2S Specified to pump rpm and capable of 40 feet of head. The current motor is a Westinghouse Life Line T; 50 hp, 3 phase, 60 hz, 203/440 volt, 114/57 amp, continuous run motor, serial # See table below. Page 3 of 8

Low output pumping will be at the normal wet well level of around 3.3 as measured from existing transducer. Minimal proposal requirements: Removal of existing pump, motor, and line shaft if purchased o The City of Escanaba will retain ownership of items removed. Furnish and install pump, motor, and line shaft if purchased o Pump provided shall be complete and bolted to existing plumbing. Installation of pump, motor, and line shaft shall be conducted with the use of laser alignment equipment or an equivalent approved method, and vibration tests shall be recorded following start-up. o Provide printed vibration test results. Noise currently heard in Line Shaft on #2 pump must be addressed by contractor, to insure that any newly installed pump will not be damaged. Pump provided must be compatible to existing pumps. 5 Pump provided must be capable of pumping raw sewage to 40 of head (Grit Chamber) at a minimum of ~700 gpm (0.6 no less than 40 Hz while maintaining 3.3 in wet well, and max output is expected to exceed 2982 gpm (3.0 MGD). (Pump must be able to pump to Grit Chamber before accepting product and making final payment.) Provide pump curves for the proposed pump. Pump shall be fitted with mechanical seals. Provide specification and efficiencies of proposed motor. Provide three (3) copies of the Operations and Maintenance manual for pump, motor, and any other electrical components provided. Provide warranty on both equipment installed and workmanship for a minimum of one year All work must be done in a workmanship like fashion and conducted in accordance with all Federal, State, City, & Departmental rules, regulations, and polices. Site Visit: (Mandatory for Acceptance of bid) A Mandatory site meeting will be conducted. Date: Location: 10:30 am EST Escanaba Wastewater Plant 1900 Willow Creek Road Escanaba, MI The City of Escanaba Wastewater Department shall not be deemed responsible for any shortcomings in the product being installed. It shall be the contractor s responsibility to notify the owner of any shortcomings within this request for proposal. A site visit is mandatory on the date stated above. It is the contractor s responsibility to insure that correct measurements and calculations have been made as per the proposal. It shall the contractor s Page 5 of 8

6 responsibility to include any and all hardware such as bolts, nuts, gaskets, spacers, and adapters to connect into existing plumbing. Please insure you sign in on the site visit log book upon completion of your prebid site inspection. CONTRACTOR QUALIFICATIONS For the purpose of evaluating bids, consideration will be given to quality of product, bid price, and also contractors qualifications. INSURANCE The Contractor shall provide the City of Escanaba with the following evidence of insurance before the commencement of the work: Workers Compensation Coverage A Statutory Michigan Coverage B $100,000 Comprehensive General Liability Bodily Injury Property Damage $1,000,000 Combined Single Limits (minimum) $1,000,000 Combined Single Limits (minimum) Comprehensive Auto Liability Auto Liability $1,000,000 Combined Single Limits (minimum) The City of Escanaba shall be named as additional insured on all certificates. All policies affording coverage under the insurance requirements shall further be endorsed to provide a ten (10) day notice to be delivered to the City of Escanaba before any coverage s are either reduced or cancelled. WORKMANSHIP 1. All work will be done in a workman like manner according to standard practice. 2. All materials will be installed according to written specifications. 3. 7 INSPECTION Owner reserves the right to inspect Contractor s work at any phase of the operation. Owner reserves the right to require the Contractor to coordinate various phases so as to facilitate the inspection process. If the Owner determines that any of the Contractor s work is unsatisfactory, the Contractor shall correct the work at his own expense. Before payment is made, contractor will conduct a test in conjugation with City staff to insure the unit is capable of pumping Raw Sewage to the grit chamber at the flow rates specified within the bid document s submitted by the contractor. PAYMENT Shall be one lump sum upon the satisfactory completion of all items on specifications check list, and owners test requirements stated in the Inspection section of this request. WARRANTY The Contractor guarantees materials and workmanship for one year from the date of acceptance.
