2 Description: Portions of the jetty and revetment are in need of maintenance. Waves, erosion, and settling have created voids and weak spots. Some sections were repaired in the past by replacing rocks and filling voids with concrete and/or overlaying with asphalt. Proposals need to include the removal of concrete in the sections of repair. Rocks/boulders excavated may be re-used Project Scope: The scope of work includes the requirements to furnish all labor, materials, equipment and supplies to repair portions of the jetty and revetment. The District has estimated the rock/boulder cost to be about $7000. This cost will not be part of the scope, but the delivery and ordering will be. The project has been divided into 3 sub-projects (See Exhibit A): 1. Jetty (Primary): The District estimates a 700 sqft area needs to be repaired on the Jetty. The height off the water is 10ft, but it is unlikely the repairs will need to be to that height for the entire area. Currently there is are a few large voids at or below the water line. Concrete was commonly used on some of the previous repairs. The Jetty supports a large crane during dredge season. The surface should be concrete and match the surrounding grade and thickness or better. The repaired subsurface for the concrete will need to meet District specifications that will be presented later. 2. Mobile Hoist Pier (Secondary): The District estimates a 400 sqft total area needs to be repaired on both sides of the mobile hoist pier. This area has been capped in asphalt. Special care will be needed to avoid damage to the pier foundation. The repaired section will be capped with asphalt again 3. Re-setting boulders (If funds available): Most of the boulders which have come loose are still in close proximity to the jetty. On a time and materials basis, the contractor will use the remaining available funds to re-set the boulders back in the jetty. The only guaranteed project is the Jetty repair. If there are not enough funds to complete the Mobile Hoist Pier, the District may opt to use the remaining funds towards resetting boulders. Page 2 of 7
3 Proposal Requirements: 1. Provide a cost estimate to furnish all labor, materials, equipment and supplies to the repair the stated portions of the jetty and revetment. Proposals shall include the following at minimum: List of known materials and equipment to be used Repair design and strategy Resurfacing strategy List of similar projects or experience 2. Boulders/rocks should be of the same grade or better than the original jetty and revetment 3. Available to complete work Monday-Friday between the hours of 6am and 5pm. 4. Minimize impacts to the use of the Mobile Hoist Pier, Trailer Boat Launch and the general public. 5. Able to begin and complete work during the month of February. See Exhibit B for tides. 6. Ability to work with only minimal assistance of the District s staff. The District may be able to provide support of vehicles, equipment, and labor; but it should be minimized. 7. Consideration for the structural integrity and aesthetics of the finished product 8. Assure no foreign material(s) fall into water during repairs. 9. Work area to be secure at the end of the day. 10. PSLHD is responsible for all permits and fees. 11. Please see the Instructions to Contractors section for additional requirements. Selection Criteria: Due to the amount of variables and complexity of this project, the winning proposal will not necessarily be the cost. The proposals will be ranked by weighted grading criteria to better evaluate qualified candidates. More than one representative of the Harbor District staff will rank the proposals to minimize the chance of any potential grading bias. Each of the categories below will be ranked, given the maximum of the total points. The points will be calculated and the proposal with the highest amount will earn the contract, provided no overriding considerations. Page 3 of 7
4 1. Cost (Total Points: 30) Cost will have the highest weighting. This includes all costs to furnish labor, materials, equipment and supplies to perform the repairs according to the specifications. 2. Design and Materials Quality (Total Points: 20) The District would like the repairs to last. Better repair design and materials will be preferred if they can add usefulness and/or prolong the life the jetty and revetment. Please include a written justification for reasons why you believe your design and materials are superior. 3. Experience with Similar Projects (Total Points: 20) Experience with similar types of crane operations and earth work will be sought after. 4. Ingenuity/Practicality (Total Points: 10) The ability of the contractor to understand the big picture of what the District is seeking and to present that in a well thought out proposal. 5. Impacts to Access and Use (Total Points: 10) As access to the boat launching facilities will be restricted, the degree and length of time of the restricted access will be quantified. The ability to work off peak hours will also be taken into account. 6. Timeliness (Total Points: 10) The ability to commence work and complete the installation in a timely manner. Page 4 of 7
5 Instructions to Contractors 1 GENERAL: The District reserves the right to reject any and all proposals and waive any informalities. The District also reserves the right to award, not award, or re-advertise the project. 2 KNOWLEDGE OF EXISTING CONDITIONS: Each contractor shall have examined or researched the existing conditions of the site before submitting a proposal and shall be responsible for having acquired full knowledge of the job and of all conditions affecting it. No variations or allowances from the contract sum will be made because of lack of such examination. 3 DAMAGE TO EXISTING FACILITY: Damage to existing peripheral construction, equipment, pier, etc., by the Contractor, in the performance of his work, shall be replaced or repaired and restored to original condition by the Contractor unless prior approval has been granted by the District. 4 PIER ACCESS: The contractor must maintain public access to the pier, its businesses, and facilities whenever possible. Any restrictions must be approved by the facilities manager and/or should be scheduled during off peak hours. 5 PLAN: See attached Exhibit A 6 PERMITS: Permits that may be needed for this project such as those required by the fire department or highway weight limits are the sole responsibility of the contractor. All documentation and costs related are considered part of the contractor s normal operating expenses. The District will not require permits for this project. 7 RATES: Prevailing wage rates apply for this project. Certified payroll forms must be provided for payment. 8 COMPLETION OF WORK: Project work to commence within 90 days after receipt of Notice to Proceed from the District. All work to be complete within 30 calendar days following commencement of work. 9 TIMELINESS: With the exception of unforeseeable circumstances, the contractor will commence work and complete the installation in a timely manner. See Exhibit B for tides. 10 COORDINATION OF WORK: All work schedules, actual work, and payment request shall be coordinated through, inspected by, and approved by the Facilities Manager prior to scheduling of the project so that any interruption to the normal business operation and public access is kept to a minimum. 11 PROTECTION OF WORK AREA: All existing adjacent materials, structures, and waters beyond the scope of this project are to be protected throughout course of work. 12 LICENSE REQUIREMENTS: The contractor shall possess a general contractor s license and have certified crane operators at the time of proposal submittal. 6 13 INSURANCE REQUIREMENTS: Liability insurance in the amount of $1,000,000 with the District named as an Additional Insured will be required. A copy of certification is required before work begins. Proof of Workers Compensation Insurance and Longshoreman s Insurance is also required. 14 SUBMITTAL FORM: The submittal form will include the cost for the primary and secondary projects. A time and materials rate is to be included for the re-setting of boulders. 15 PRE-SUBMITTAL CONFERENCE - MANDATORY: A mandatory pre-submittal conference will be held to discuss all relevant issues associated with the RFP. Meeting location of pre-submittal conference is at the location noted on the first page. A representative may be used if the lead contractor cannot be present. Page 6 of 7
