Historical Perspective Same place on Paul Lake Photos on the left taken in 1966 Photo below taken in 2011 Owner had 50 feet of beach and 50 feet of grass 3/21/2015 5

Background Water levels have been rising for many years LMKP LID explored many solutions Ditch 25 Outlet Project Provide outlet from Little McDonald Lake west to Berger-Big McDonald-McDonald Lakes (Star Lake, Dead Lake, Otter Tail Lake ) Maximum discharge of approximately 22 cfs Project approved by county This option has been abandoned at this point: Limited operating period due to permit restrictions Still requires filtration and pumping 3/21/2015 6

Recent history July 12, 2014 LMKP LID membership meeting Board authorized to study north outlet to Otter Tail River August 20, Report on downstream impacts presented to Pine Lakes LID September 5, LMKP LID Board authorized soil borings September 23, LMKP LID Board meeting; considered preliminary findings October Multiple LMKP LID Board meetings November 1, LMKP LID membership meeting, authorized project to proceed to next phase February EAW published Otter Tail River Otter Tail River North Outlet Alternate Kerbs Little McDonald Paul Perham Big McDonald Otter Tail River 3/21/2015 7

Filtration LMKP Lakes included on DNR s List of Infested Waters Zebra mussels Kerbs, Paul & Rusch tested positive veligers (larvae) found 1 year; no adults Little McDonald has not tested positive (3 times) Lakes will be tested again in July DLD Lakes have not been tested Cannot transfer water from infested waters without filtration and/or treatment Must be approved and permitted by DNR Collection/Filtration Horizontal drain filter Filter lake/groundwater through DNR approved system No direct connection to surface water Currently under review by DNR & University of Minnesota invasive species experts 3/21/2015 9

Collection/Filtration: Horizontal Drain Drain intake concept Closed Trench Drain (Tile) 3/21/

Soil Boring & Testing Completed in October Reduced risk and unknowns Verified lake/groundwater connectivity Better defined horizontal drain capacity Particle size filtration capabilities Water Transfer 30-inch diameter PVC pipe Pressurized force main 25 cfs capacity Buried below frost line Alignment utilizes existing public ROW where possible Landowners favorable to route Discharges into tributary of the Otter Tail River downstream of Long Lake Pump station (LMKP) Multiple pumps 250 Hp Connection point for Devils Lake 3/21/

Paul Lake Connection Regulatory & Permitting EAW Includes considerations for Devils Lake Available on Otter Tail County website Comment period closes mid-april State permits DNR Local permits OTC zoning Federal permits 3/21/

Downstream Water Levels Downstream impact analysis report included in EAW Available on Otter Tail County website Additional 25 cfs results in minimal increase in water levels downstream Pump operation regulated by operating plan Flows stopped when downstream areas are flooding 3/21/
