3 PLAN OF WORK Cool Spring Downtown District VISION - We envision the district as a vibrant center of artistic, cultural, civic and commercial activity; a place where people live, work, frequently visit and loyally patronize; a robust generator of economic prosperity for all residents of Fayetteville and Cumberland County. MISSION - To create and sustain an arts and entertainment district emanating from the central core of the city. 1

6 GOAL 1 - MARKETING Create a comprehensive marketing plan that successfully promotes the Cool Spring Downtown District as a vibrant center of artistic, cultural, civic and commercial activity where people live, work, frequently visit and loyally patronize. Objective A. Develop and implement a robust web site and social networking strategy. Task 1. Introduce and support robust website. Task 2. Develop and deliver social networking strategy to engage community. Task 3. Identify and track metrics of success Objective B. Create and deliver the District branding plan. Task 1. Develop marketing and promotion strategy and coordinate media. Task 2. Support District events through marketing support and promotion. Objective C. Develop and recruit members, volunteers and sponsors. 4 Task 1. Develop sponsorship programs and secure sponsorship support. Task 2. Develop a database of District supporters. Task 3. Engage and support volunteer base.
7 Objective D. Develop and deliver a comprehensive communication plan. Task 1. Develop and support internal communication plan to protect and promote the brand. Task 2. Develop external communication tools newsletters, press releases, radio appearances, etc. Task 3. Manage media relations. Task 4. Coordinate frequent community meetings and updates. Task 5. Develop and support a speakers bureau. Objective E. Coordinate District promotion and marketing with other agencies. Task 1. Identify other agencies and coordinate promotional messaging. Objective F. Extend outreach to the military. Task 1. Attend all military orientation events. Task 2. Develop military Fam trips to the District. Task 3. Develop incentives directed to military and veterans. 5
8 GOAL 2 - DESIGN Provide a visual and design environment that enhances the District as a vibrant center of artistic, cultural, civic and commercial activity. Objective A. Create & enhance the visual identity of the Arts & Entertainment District Task 1. Implement signage and design elements to boldly demarcate the District boundaries. Task 2. Implement creative signage and lighting to brand throughout the District. Task 3. Maximize the visual impact of the trees and light poles in the District. Task 4. Expand public art in the District. Task 5. Support, strengthen and grow local arts and cultural organizations and their participation. Objective B. Establish standards and expand the Wayfinding System Task 1. Develop and implement a Wayfinding Signage Master Plan Task 2. Commission artful sidewalk signs to highlight activities in District. Task 3. Develop wayfinding signage for key attractions in the District. Task 4. Eliminate signage blight in the District. 6
9 Objective C. Organize downtown stakeholders to participate in Urban Design Plan and Parking Management. Plan and implement recommendations. Task 1. Ensure engaged participation by stakeholders in the planning process. Task 2. Develop work teams around plan recommendations and promote implementation. Objective 4. Expand the use of distinctive design elements throughout the entire District. Task 1. Identify key design elements sidewalks, lighting, planters, utilities, trees, etc. Task 2. Develop plans to extend key design elements throughout the District. Task 3. Work with Arts Council to develop guidelines for murals in the District. 7
10 GOAL 3-ECONOMIC VITALITY Actively engage in enhancing and growing the District s arts, entertainment, culinary and retail sector through efforts to attract new business. Objective A. Target economic development efforts in the District. Task 1. Coordinate economic development with City ED. Chamber, CEED and other agencies. Task 2. Implement recommendations of Main Street Retail Study and Retail Strategy. Task 3. Survey key developers and employers to identify issues and support. Task 5. Review/improve existing incentives and disincentives to business in District. Task 6. Identify and track key economic metrics. Task 7. Develop marketing materials promoting District for military contractors. Task 8. Update, refine and distribute Economic Vitality Welcome Packet. Task 9. Commission Economic Impact Studies on downtown events. 8
11 Objective B. Increase real estate and business activity in the District. Task 1. Support business/property owners/residents in the District. Task 2. Develop and maintain database of all properties in District. Task 3. Identify and measure real estate metrics considered by investors. Task 4. Promote property, business and residence vacancies. Task 5. Promote downtown living. Objective C. Research and deliver viable business model for downtown trolley. Task 1. Research other cities experiences with trolley system. Task 2. Identify leasing, purchase and operational costs of trolleys. Task 3. Identify funding sources. Task 4. Develop business model. Objective D. Maximize economic impact of baseball and related development. Task 1. Collect information from baseball peer cities and develop programs to support business. Task 2. Develop/implement plans to ensure positive experience for baseball attendees. Task 3. Identify /resolve key issues impacting baseball. 9
12 GOAL 4 - PROGRAMMING Deliver programming that supports the vision of the District as a vibrant center of artistic, cultural, civic and commercial activity Objective A. Review existing events, programs and venues Task 1. Create master calendar of events. Task 2. Identify gaps in current programming and develop programing to address. Objective B. Develop programming for the District. Task 1. Deliver a busker program in the District. Task 2. Provide busker activities on Saturday and Sunday afternoons. Task 3. Promote Pop-Up venues in the District. Task 4. Develop programs to position District as culinary and micro-brewery destination. Objective C. Expand programming into underserved times and areas. Task 1. Program Downtown Summer Nights concert series on Person Street. Task 2. Program Wednesday lunch events in Cross Creek Park. 10
13 Task 3. Program Market Square Days on Saturday and/ or Sundays. Task 4. Program events on Linear Trail. Task 5. Program events in Parking Garage. Objective D. Support downtown business programming. Task 1. Interface with Residents, Merchants and Restaurants work groups for support and promotion. 11
14 GOAL 5 - COMMUNITY Provide an effective and efficient organization that connects the business and property owners, residents and visitors to local government and ensure their experiences in the District are fulfilling & rewarding. Objective A. Develop a Plan of Work that is attainable, adequately staffed and funded, and meets the expectations of the funding partners. Task 1. Coordinate Plan of Work with contracts with Arts Council and City of Fayetteville. Task 2. Report regularly to funding partners to confirm expectations are being met. Objective B. Refine the Operating Budget and tie it to the Plan of Work. Objective C. Fully staff the organization with qualified professionals. Objective D. Increase private financial support of the organization. Objective E. Provide vigilance in monitoring and reporting safety concerns and deterrents to a quality built and social environment. Task 1. Coordinate quarterly walk throughs with city inspectors to identify violations and corrective actions. 12
15 Task 2. Participate in Fayetteville Beautiful and implement regular community clean-up efforts. Task 3. Educate residents and businesses on use of FayFixIt for reporting issues. Objective F. Serve as an advocate for the District by identifying, informing and advocating for issues. Task 1. Meet quarterly to provide updates and information to downtown property owners, businesses and residents. Task 2. Complete the baseline Citizens survey. Task 3. Develop regular survey process for downtown stakeholders to identify issues and track progress. Task 4. Identify and research key issues and advocate for their resolution. Objective G. Inventory key District physical assets and implement plans to address. Task 1. Develop and implement Solid waste and recycling management strategic plan. Task 2. Develop plans to install public restrooms in the District. Objective H. Track results of efforts. Task 1. Identify Key Performance Indicators that are clearly defined and measurable. Task 2. Report and promote results against KPIs. 13
