1 REPORT SYMBIOCARE: PORTUGAL INNOVATIVE MODELS FOR EFFICIENT HEALTH AND CARE
2 SWEDISH-PORTUGUESE SYMBIOCARE PLATFORM INNOVATIVE MODELS FOR EFFICIENT HEALTH AND CARE This document summarizes the activity Swedish-Portuguese SymbioCare Platform: Innovative Models for Efficient Health and Care which was executed on December 3 rd 2013 in Lisbon. The purpose of the initiative was to create a forum to exchange of experiences between Sweden and Portugal on a governmental level. The aim was also to promote the Swedish health industry providing innovating solutions, facilitating a platform to communicate key messages to stakeholders, exchange experiences, establish and strengthen relationships with decision makers. Business Sweden strives to strengthen the relationship even further with main organizational partner, the national Health Administration in Portugal to become long term. BACKGROUND The current economic crisis is causing overall distress on the public sector in Portugal. The Portuguese Ministry of Health is operating with the ambition of making sustainable approaches in terms investments in order to face current and future challenges. With a population of approximately 11 million, Portugal health care sector consists of approximately 189 hospitals, of which 112 are private and 77 are public. The Portuguese healthcare sector is setting new strategies concerning investments in more efficient equipment and services, which includes identifying solutions nationally and internationally. The responsible department for finance within the Ministry of Health in Portugal, ACSS s carries the mission to optimize the healthcare system by increasing allocation of financial resources, coordination, monitoring and control of activities carried out within the Ministry of Health. One important strategic step towards further development of national healthcare in Portugal has already been initiated by merging some of the private and public healthcare into joint centrally-regulated Health Super Units. The approach aims to create synergies and increase efficiency. Sweden and Swedish solutions are highly reputed among stakeholders and decision makers in Portugal. The Ministry of Health in Portugal centralizes all purchases made and there is an interest to evaluate cost efficient solutions. Also private hospital groups for instance HPP Saúde and José Mello Saúde have shown Interest to evaluate Swedish solutions. The Swedish Trade and Invest Council in Portugal, named Business Sweden, the Embassy of Sweden in Lisbon and the Ministry of Health together with Health cluster Portugal, jointly decided to organize the first edition of the Swedish Portuguese SymbioCare platform seminar. The aim was to discuss, on a strategic and political level, the use of innovative solutions within the healthcare and life science sector, focusing on a more efficient healthcare OBJECTIVE The overall goal was to: - Establish a long term relationship between main actors within health system in Portugal, with the Health Council on both National and Regional level - Exchange experiences between Sweden and Portugal upon innovative solutions for efficient health and care 1/3
3 - Promote Swedish solutions through exchange of know-how and focused business meetings The objective of this initiative was to: - From strategic perspective discuss current situation in Portugal as for efficiency within the Heath care system and highlight experiences from Sweden and the evolution of the health care system as per previously required information - Increase awareness and visibility for Swedish companies among stakeholders, key opinion leaders and decision makers in Portugal - Establish and/or strengthen the relationship stakeholders through business meetings B2B / B2G level - Provide networking opportunities in relation to efficient healthcare solutions among main stakeholders The objective was achieved satisfactorily and discussions are to be taken upon continued collaboration within the healthcare area in Portugal PROJECT OUTLINE The project was executed according to the outline below: Seminar and networking opportunities, December 3 rd, 2013 Seminar at Centro Cultural de Belém in Lisbon hosted and inaugurated by the Swedish Ambassador H.E Caroline Fleetwood and the Secretary of State for Health in Portugal H.E Manuel Teixeira A total of seven Swedish companies participated during the day Speakers from Sweden and Portuguese Health Ministry High level representatives from public and private health care assisted PARTICIPANTS SEMINAR, DECEMBER 3 RD 2013 Following persons participated in the program: H.E Caroline Fleetwood, Ambassador of Sweden to Portugal H.E Manuel Teixeira, Secretary of State of Health, Portugal Institutional: Mr. Mats Larson - Governmental advisor and international e-health expert 2/3

5 CONCLUSIONS The composition of participant consisting stakeholders from the public, social and private sector was relevant for the questions addressed at the seminar. Important representatives and other stakeholders were actively engaged in the organization of the seminar. The seminar enabled the exchange of knowledge and experience between Swedish and Portuguese participants. Essential factors for successful development for an efficient healthcare and the possibilities it entails for the society was also enhanced in the discussion elevating the quality of the debates. In addition examples from both countries were presented. The evidence cases generated and leveraged fruitful discussions during the seminar. The central question for the seminar was how to bring value to the patients within an efficient health care, comprehending a vision towards the future which creates further opportunities for collaboration between the two nations. The choice of date is a crucial parameter for a seminar and the timing of the year for this seminar was relatively good but it coincided with the International Health Care Seminar at Coimbra Hospital Centre which attracted a great part of stakeholders within the sector. For future organizations of similar SymbioCare activities, the choice of date should be evaluated more carefully and not be conducted during December. However and to conclude, the feedback from participating companies has been positive in terms of relevance of participants, topics, presentations and panel discussions. The chosen format for the initiative has accomplished the goal of an initial exchange of experiences between Sweden and Portugal as for promoting Swedish solutions within the sector. NEXT STEPS It is important to maintain a continued relationship with the stakeholders who participated to further strengthen existing business relations. Continued activities in the region and with the Ministry of Health could be: A second edition of the seminar in 2014, e.g. upon a more specific topic Workshops/Lunch debates or other activities directed to specific hospitals, areas, regional health administrations etc. Increase number of activities with Swedish subsidiaries 1/2
