Share Print Construction Projects IRWD Crews At Work Facilities Established in 1961, IRWD provides drinking water, waste water collection and treatment to produce recycled water. IRWD s tertiary treatment of wastewater at its Michelson Water Recycling Plant (MWRP) results in an excellent quality of recycled water that is used for landscape and agricultural irrigation, and for industrial and commercial needs. IRWD's proactive long-term planning identified the need to expand MWRP in order to meet the projected 56 percent increased recycled water demands by the year Quick Links Current Rates FY California Drought 2014 Pay My Bill Board Meeting Transparency & Compensation In 1967 IRWD's Michelson Water Recycling Plant began delivering approximately two million gallons per day (mgd) of tertiary-treated recycled water to agricultural users. Over the years IRWD's water recycling program grew from this limited use to a nationally-recognized program that provides recycled water for a variety of other non-drinking water uses. IRWD service area continues to grow and the recycled water system must grow along with it. By 2008, MWRP's capacity had grown to 18 mgd. Planners estimate that, when the service area reaches "final build out" in approximately 2025, a recycled water capacity of 33 million per day will be required to meet demands. A master plan was prepared to ensure that the plant will meet these requirements. A second plant expansion, currently under construction, will increase the MWRP by an additional 10 mgd. About 20 percent of IRWD s current supply is recycled water, enough to provide landscape irrigation for 80 percent of the District s business and community customers including parks, school grounds, and golf courses. Every gallon of recycled water used to irrigate crops or landscaping saves a gallon of drinking water, an equation that helps keep IRWD s water rates among the lowest in Orange County. The MWRP Phase II Expansion will enable IRWD to provide water to meet the future needs of our growing community, while decreasing IRWD s dependence on imported drinking water. Project Partners Assisting IRWD with the project construction is J. R. Filanc Construction Company (contractor), Bergelectric Corp. (electrical sub-contractor), Malcolm Pirnie (construction management), HDR/Tetra Tech/ VA Consulting (design), Borchard Surveying and Mapping (surveying), and Ninyo & Moore/ NMG Geotechnical, Inc. 3 Project Updates Description & Timeline Construction Notices Map What's Going on Now Week of July 14, 2014: Staff is working with Filanc to perform final testing of the MPS-2 recycled water effluent pumps, installation of switches to allow power from the future biosolids microturbines to be returned to the liquid treatment process, negotiating final change orders, and completing various lists of remaining tasks. Final cathodic protection testing of the installed pipelines is ongoing. The notice to proceed will be issued for the remainder of the landscaping project. Week of July 7, 2014 The contractor is progressing towards completion of the project. An air leak in the membrane bio-reactor will be repaired. Insulation was installed on the air piping at the existing activated sludge blower building. UV validation testing field work will be performed this week. The landscaping contractor removed the old plant material at the entry to the plant and is installing irrigation lines. Week of June 23, 2014 The validation testing of the UV system was started this week and should be completed by July. Final testing of MBR system is scheduled for June. Filanc is also working on the roof gutter down spouts. Week of June 9, 2014 A landscaping contractor to install landscaping at the entrance to MWRP in the windmill area was chosen May 28. Validation testing for the UV system began this week and should be completed in July. Final testing of the MBR system is scheduled for this month. The contractor is working on the roof gutter downspouts on the MBR. Week of May 23, 2014 Ultraviolet testing wil continue mid to late June whle other issues with the facility are resolved. A load test on the membrane bioreactor was successful. A contractor was chosen on May 27 to install landscaping to include approximately 500 tree and 8,000 shrubs and groundcover. All landscaping materials will be supplied by the Shadetree Partnership. Week of May 12, 2014 The contractor replaced the sump pump and installed two new replacement mgoh pumps. bypass piping was instqalled for UV validation. Filanc is completing the roof repair at the MBR membrane basin cassette area. Week of April 28, 2014 The landscape contract for plantings around MWRP is being worked out and will be presented to the board on May 27. Gutters and downspouts installed at the membrane bioreactor and troubleshooting as necessary. Staff and Filanc reviewed the tie-in procedure with MWRP Operations. Tie-in date is yet to be determined. Week of April 14, 2014 The UV system will be put through validation testing for DHS from April to May There will be a one week reliability test of the MBR process, which started Monday, April 14. Afterwards, the 30-day UV validation testing of MBR permeate for the Department of Public Health will be conducted. FEMA notified IRWD that because of the completion of the floodwall, MWRP is no longer within the 100-year flood zone of the San Diego Creek. Week of March 31, 2014 Punchlist of various portions of the project are ongoing. The odor control facility is operational. Modifications are being made to the headworks building. The main gate to the plant is now open to visitors during business hours. Week of March 17, 2014: The membrane bioreactor is operating at 8.1 million gallons per day. Various minor biological, chemical, mechanical, and instrumentation issues are being addressed by staff and the contractor. Over the next few weeks, flow will be incrementally increased to 10.6 MGD to be followed by the UV validation testing which is currently scheduled for mid-april to mid-may. Completion of the project is anticipated in mid-june. Week of March 3, 2014 Seeding of the MBR began the week of January 13 and is continuing. Permeate pumping began the week of January 20 and is being routed into the UV structure and the chlorine contact tank. Flow is at 8.5 mgd. It will take approximately 3 more weeks to build-up MBR flow to 10 mgd. At the end of this period, there will be a one week reliability test of the MBR process. The contractor is investigating the calcification that was discovered in the drain pipe at the odor control facility. Acid washing of the facility is being considered. Week of February 17, 2014 A leak in one of the sodium hypochlorite tanks was inspected and repair is underway. The UV system will be put through validation testing from April to May Punchlist item completion is ongoing. The odor control facility is operational. The contractor is installing the pipe supports for the inter-tie between the UV and permeate piping, west of the chlorine contact tank. The new piping was coated. Lights are being installed within the windmill median. Week of February 3, 2014 Seeding of the membrane bio-reactor began the week of January 13 and is continuing. Permeate pumping began the week of January 20 and is being routed into the ultra-violet structure and the chlorine contact tank.it will take approximately 2 months to build-up MBR flow to 10 mgd. At the end of this period, there will be a one week reliability test of the MBR process. Afterwards, the 30-day UV validation testing of MBR 2 of 4 7/20/14, 11:11 PM

4 permeate for the Department of Public Health will be conducted. Week of January 20, 2014 Seeding of the Membrane Bioreactor began on January 13 with the addition of waste activated sludge and primary effluent. Over the next several weeks the mixed liquor solids concentration and MBR flow will be increased. The estimated completion date of testing is the first week of May 2014 at which time the MBR and UV processes will be fully functional. The curb and gutter along Riparian View has been completed. The contractor is scheduled to complete the Riparian View improvements by late February. Week of January 6, 2014 The new motor control center that powers the existing primary sedimentation tanks was energized and put into service in late December. Modifications to the existing primary sedimentation tanks have been completed and the tanks are in service. The new primary sedimentation tanks are also in service. Staff identified and corrected some Riparian View road design issues resulting in raising the elevation of Riparian View and additional asphalt paving. The contractor is scheduled to begin paving Riparian View in mid-january. The odor control facility is operational. Punchlist items and testing of various facilities is on-going. Week of December 9, 2013: System testing on the membrane bioreactor is on-going. The methanol and magnesium hydroxide chemical systems are being tested. In preparation for seeding. Revisions to the guide rails for the screenings and grit bins are pending at the headworks building. The UV system will be put through validation testing for DHS from March to April Testing of facilities is ongoing. Week of November 11, 2013 Punchlist items continue on various project components. Testing underway on some of the facilities. The accuracy of the flowmeters on both the south and north interceptor is being checked. Curb and gutter installation, along with paving construction, is continuing at various locations of MWRP. Week of October 28, 2013 Inspection of the sodium hypochlorite tanks has been completed. The UV system will be put through validation testing for DHS from late November 2013 to January Filanc installed the guide rails for the screenings and grit bins at the headworks building. Punchlist items continue on various components. Week of October 14, 2013 Punchlist items continue on various components of the project. The system is operational on the odor control facility. The contractor is working on resolving an issue with vibration on one of the pumps at the primary effluent pump station. All drive chains and shear pins have been replaced in the four new tanks at the primary sedimentation tanks. Curb and gutter installation, along with paving construction, is continuing at various locations of MWRP. The next paving dates are October 25 and 26. Week of October 2, 2013 Work continues on various components of the project. The sodium hypochlorite pump has been repaired and inspection of other tanks is pending. The UV system will be put through validation testing from late November to January Work continues on various punchlist items. Week of September 16, 2013 Field acceptance testing for the aeration blowers is complete. Functional acceptance test in October. The sodium hypochlorite pump is under repair. Punchlist work on various components continues. Week of September 2, 2013 The sodium hypochlorite pump is under repair and the tank #2 is leaking. The manufacturer's representative has been notified. The contractor is performing minor changes on appurtenances in the fine screen area of the membrane bioreactor. Wiring for lights and the overhead crane is being installed. The leaking air header will be repaired on the blower building. Work continues on various components of the project. Week of August 19, 2013 The field acceptance test being performed on the membrane bio-reactor. The ultra-violet system will be put through validation testing from late November through January The cutover to bring the new south influent interceptor in-service scheduled for Aug. 22. The raodway located southwest of the plant near the floodwall is being graded. Week of August 5, 2013 The contractor completed the punchlist on the sodium hypochlorite facility and has submitted all of the required spare parts to IRWD. Air vacuum valves are being installed on the membrane bio-reactor. Works continues on various components of the project. Week of July 22, 2013 Work continues on various components of the project. Staff and the contractor are monitoring chlorine exposure at the membranes on the membrane bio-reactor. Week of July 8, 2013 The contractor is conducting the witnessed Operational Readiness Test and is preparing for the Field Acceptance Test at the membrane bio-reactor. Chlorine exposure is being monitored at the membranes. The membrane bio-reactor is scheduled to go online January of 4 7/20/14, 11:11 PM
