As a senior project manager, his responsibilities include the oversight of all activities required to bring projects to a successful completion. Mr. Nowak has extensive experience permitting natural gas pipeline projects with the Federal Energy Regulatory Commission (FERC). His FERC filing experience includes Prior Notice Blanket Certification, Conventional 7(c) Filings, and the National Environmental Policy Act (NEPA) Pre-Filing Process. Mr. Nowak is very knowledgeable with the regulatory requirements of the US Army Corps of Engineers (USACE), US Fish and Wildlife Service (USFWS), US Environmental Protection Agency (EPA), and other Federal, state and local permitting agencies. Mr. Nowak s expertise also includes pipeline routing studies, facility siting studies, wetland and ecological field surveys, wetland restoration and mitigation, erosion and sediment control methods, and construction oversight and environmental compliance monitoring. His specialty was natural gas industry projects. He managed and coordinated environmental services on transmission, gathering/mid-stream and distribution pipeline systems throughout the northeastern United States. The projects ranged in size from large expansion projects to small operation and maintenance projects, including rehabilitation and integrity management projects. National Fuel Gas, West-to-East Project, FERC-Regulated Project, PA Environmental Project Manager responsible for all aspects of agency consultation, route selection, wetlands delineation, rare species field surveys, FERC Environmental Report, and Federal, state, and local environmental permitting. The project crossed a National Forest, 5 State Forests, 2 State Parks, and 2 State Game Lands. Also responsible for overall management of cultural resource services. The project consisted of 80 miles of 24-inch diameter natural gas pipeline. National Fuel Gas/Empire Pipeline, Tioga County Extension Project, FERC-Regulated Project, NY & PA Environmental Project Manager responsible for all aspects of agency consultation, environmental route selection, wetlands delineation, rare species field surveys, FERC Environmental Report, and Federal, state, and local environmental permitting. Also responsible for overall management of cultural resource services. The project consisted of 17 miles of 24-inch diameter natural gas pipeline.

3 Eastern Shore Natural Gas, Mainline Extension Project, FERC-Regulated Project, PA Environmental Project Manager responsible for all aspects of agency consultation, research, environmental route selection, wetlands delineation, rare species field surveys, FERC Environmental Report, and Federal, state, and local environmental permitting. Also responsible for overall management of cultural resource services. The project consisted of 8 miles of 16-inch diameter natural gas pipeline. Eastern Shore Natural Gas, Expansion Project, FERC-Regulated Project, PA and DE Environmental Project Manager for approximately 55 miles of natural gas pipeline composed of seven (7) segments. The pipeline segments crossed several wetlands and 30+ streams/ waterbodies. Managed the filing of all Federal, state, and local environmental permitting activities pertaining to wetlands and waterbodies, stormwater management, hydrostatic testing, erosion and sediment control, and endangered species. Field work consisted of wetland delineation and wetland functional assessment. Responsible for FERC Environmental Report, data requests and implementation plan. Dominion Resource Services, Clarington Project, FERC-Regulated Project, OH & WV Environmental Project Manager responsible for all aspects of agency consultation, wetlands delineation, rare species field surveys, FERC Environmental Report, and Federal, state, and local environmental permitting. The project consisted of upgrades and modifications to two (2) compressor stations and two (2) meter stations. Columbia Gas Transmission, Line 1655 North Replacement Project, FERC-Regulated Project, PA Environmental Project Manager responsible for all aspects of agency consultation, environmental route selection, wetlands delineation, rare species field surveys, FERC Abbreviated Environmental Report, and Federal, state, and local environmental permitting. Also responsible for overall management of cultural resource services. The project consisted of 3.4 miles of 12-inch diameter natural gas pipeline. Columbia Gas Transmission, Line 8012 Replacement Project, FERC-Regulated Project, WV Environmental Project Manager responsible for all aspects of agency consultation, research, environmental route selection, wetlands delineation, and Federal, state, and local environmental permitting. Also responsible for overall management of cultural resource services. The project consisted of 2.3 miles of 12- inch diameter natural gas pipeline. Columbia Gas Transmission, Rockport Efficiency Project, FERC-Regulated Project, WV Environmental Project Manager responsible for all aspects of agency consultation, wetlands delineation, rare species field surveys, FERC Abbreviated Environmental Report, and Federal, state, and local environmental permitting. Also responsible for overall management of cultural resource services. Duke Energy, G1 Replacement, FERC-Regulated Project, MA Scientist for the 1-mile replacement of an existing natural gas pipeline. Filed environmental permits and assisted with the preparation of the FERC Section 7(c) Application submittal. ETC Northeast Pipeline, L.L.C., Tichenal Extension Project, WV Environmental Project Manager responsible for all aspects of agency consultation, route selection, wetlands delineation, rare species coordination, and Federal, state, and local environmental permitting. The project consisted of 5 miles of dual 12-inch and 16-inch diameter natural gas midstream pipelines. Antero Resources Appalachian Corporation, Midstream/Gathering Projects, WV Environmental Project Coordinator responsible for all aspects of agency consultation, research, route selection, wetlands delineation, rare species coordination, and Federal, state, and local environmental permitting for approximately 15 natural gas midstream/gathering projects. Holyoke Gas and Electric Department, Smith s Ferry Gas Main Extension, Holyoke, MA Environmental Project Manager for the installation of 3.72 miles of an 8-inch diameter natural gas distribution line. Services included wetland delineation, environmental permitting, agency consultation and coordination, and client representation at various meetings and public hearings with regulatory agencies.

4 South Jersey Gas Company, Piney Hollow Pipeline Installation, Monroe Township, Middlesex County, NJ Scientist for the installation of a regulator station and approximately 15 miles of new 16-inch diameter natural gas pipeline. Services include wetland delineation, field survey party chief for resource area location and mapping, and environmental permitting. Algonquin Gas Transmission, LLC, a subsidiary of Spectra Energy, 2007 Integrity Management Project, Various Sites, MA, CT and RI Environmental Project Manager for the installation of launchers, receivers, valve replacements, and associated piping modifications for 13 sites. Oversaw all environmental services including wetland delineation and assessment, state and local environmental permitting, agency consultation and coordination, and client representation at various meetings and public hearings with regulatory agencies. Tennessee Gas Pipeline Company, McBride Groundbed Project, Wales, MA Environmental Project Manager for the replacement and re-route of an existing cathodic protection groundbed system. Oversaw all activities required to bring the project to successful completion. Services included wetland delineation, wetland mitigation, environmental permitting, agency consultation and coordination, and client representation at various meetings and public hearings with regulatory agencies. Tennessee Gas Pipeline Company, Groundbed Replacement, Schodack, NY Environmental Project Manager for the partial replacement and re-route of an existing cathodic protection groundbed system. Oversaw all activities required to bring the project to successful completion, including wetland delineation, field survey, drafting, wetland mitigation, agency consultation and coordination, and environmental permitting. Tennessee Gas Pipeline Company, Low Potential Maintenance, Stratford, CT Scientist for cathodic protection maintenance activities on an existing 16-inch diameter high- pressure natural gas pipeline. Maintenance activities included the installation of approximately 350 feet of groundbed header cable, 2,800 feet of SPL anode cable, replacement of cast iron river weights with concrete river weights, and pipeline recoating where necessary. Services included the research, coordination, and preparation of the Town of Stratford Inland Wetland and Watercourses Application and on-site environmental inspection of the previously mentioned construction activities. Environmental inspection services included the monitoring of trench dewatering, erosion/sedimentation control barrier placement, segregation of trench topsoil, and placement of corduroy (timber) mats for work within wetlands. Algonquin Gas Transmission Company, a subsidiary of Spectra Energy, Natural Gas Pipeline Construction, Sharon, MA Scientist for the construction of approximately 1,200 feet of new 8-inch diameter natural gas pipeline. Services included the research, coordination, and preparation of a Wetlands Protection Act Notice of Intent, a MA Department of Environmental Protection Water Quality Certification, an Environmental Notification Form required under MEPA, and a USACE Application for Category II Programmatic General Permit. South Jersey Gas Co., Route 50 Pipeline Installation, Estell Manor, Atlantic County, NJ Scientist for installation of approximately 4.7 miles of new 20-inch diameter natural gas pipeline within existing paved roadways. Services include wetland delineation and field survey party chief for resource area location and mapping, and the research, coordination, and preparation of a New Jersey Pinelands Commission Application. South Jersey Gas Company, Avalon Boulevard Pipeline Installation, Middle Township and Avalon Borough, Cape May County, NJ Scientist for the installation of approximately 3.7 miles of new 8-inch diameter natural gas pipeline. The route follows the shoulder of Avalon Boulevard, crossing beneath four estuarine waterways by means of directional drilling. Services include wetland delineation of adjacent tidal marsh and the research, coordination, and preparation of applicable permit applications.

5 South Jersey Gas Company, New Pipeline Installation, Egg Harbor and Hamilton Townships, Atlantic County, NJ Scientist for the installation of approximately 11.2 miles of new 24-inch diameter natural gas pipeline. Services include wetland delineation, wetland functional assessment, field survey party chief for wetland/ resource area location and mapping, mitigation of disturbed wetlands, preparation of all applicable environmental permit applications, and assistance with rare flora surveys. Rare Flora species included Barratt s Sedge (Carex barrattii), Knieskern s Beaked-Rush (Rhynchospora knieskernii), Small-Head beaked- Rush (Rhynchospora microcephala), Pale Beaked-Rush (Rhynchospora pallida), Slender Nut-Rush (Scleria minor), Pine Barren Gentian (Gentiana autumnalis), and Pine Barren Reedgrass (Calamovilfa brevipilis). Tennessee Gas Pipeline Company, Concord Lateral Rehabilitation, Various Sites, NH Scientist for low potential and anomaly maintenance activities along the existing Concord Lateral natural gas pipelines. Services included wetland delineations, environmental inspection, and the coordination and filing of Minimum Impact Expedited Permit Applications for 18 sites within five towns. Environmental inspection services included the monitoring of trench dewatering, erosion/sedimentation control barrier placement, and segregation of trench topsoil. Algonquin Gas Transmission Company (a subsidiary of Spectra Energy), Q-3 Project, City of Quincy, Norfolk County, MA Scientist and Surveyor for the construction of approximately 1,500 feet of new 8-inch diameter natural gas pipeline. Services included the document research and field surveys to support the preparation of a Massachusetts Wetlands Protection Act Notice of Intent. Marathon-Ashland Pipeline LLC, Cardinal Pipeline Project, OH and WV Environmental Inspector on a 150-mile petroleum products pipeline project. Supervised environmental construction contractors during post-construction clean-up required to bring the project into compliance with US Army Corps of Engineers Permit. Provided oversight and instructed environmental contractors on protection of wetlands and watercourses, mitigation of disturbed wetlands and watercourses, slope and stream bank stabilization, mulching and seeding of pipeline right-of-way, placement of erosion and sediment control barriers, installation of water breaker bars, and placement of curlex erosion control fabric. Daily field inspection logs, including photo documentation, was provided. Tennessee Gas Pipeline Company, East Branch Housatonic River Restoration and Stabilization, Pittsfield, MA Scientist, Surveyor, and CAD Operator for the river bank stabilization of the Housatonic River due to stream erosion threatening an existing natural gas pipeline. Bio-engineering principals were utilized, caution was taken not to disturb contaminated soils adjacent to the site, and consideration was taken for rare and endangered species known to inhabit the river. Services include Department of Environmental Protection (DEP) file reviews, existing conditions and as-built field surveys, design drafting, and environmental permitting. Tennessee Gas Pipeline Company, Massachusetts Rehabilitation, Various Sites, MA Scientist, Surveyor, and CAD Operator for the installation of launchers and receivers and anomaly repairs making the pipeline ready for in-line inspections. Services included surveying and drafting, along with assisting in wetland delineations and environmental permitting. Tennessee Gas Pipeline Company, New York Rehabilitation, East Eden to Hopewell, NY Scientist and Survey Party Chief for natural gas pipeline launcher and receiver installations, mainline valve replacements, and anomaly repairs. Services included wetland delineations, topographic surveys and Global Positioning System (GPS) in the New York State Plane coordinate system.

6 Tennessee Gas Pipeline Company, Rehabilitation, Various Sites, OH Scientist for the environmental resource inventory and assessment relative to meter stations and main line valve sites. Services included wetland delineation of wetland resources, including preparation of data sheets and the use of Global Positioning System (GPS) for resource area location. Tennessee Gas Pipeline Company, New England Rehabilitation, Barkhamsted, CT Scientist and Surveyor for the replacement of approximately 850 feet of existing natural gas pipeline across the Farmington River s West Branch. Services included assistance with the determination of construction methods and procedures to ensure minimal long-term impact to wetland and watercourse resources. This project included extensive research and coordination of various site-specific environmental issues associated with the National Wild and Scenic River status, nearby salmon hatchery, habitat protection, water diversion, and erosion controls. Coordinated and filed permit applications with the Barkhamsted Conservation Commission, Connecticut Department of Environmental Protection, and the US Army Corps of Engineers. Tennessee Gas Pipeline Company, Beverly-Salem Lateral Replacement, Wilmington and Reading, MA Scientist for the replacement of approximately one mile of existing natural gas pipeline. Services included wetland delineations and water boundary resource designations. Tennessee Gas Pipeline Company, Test Lead Relocation, Longmeadow, MA Environmental Project Manager for rare plant surveys in the Connecticut River floodplain. Rare species included Green Dragon (Arisaema dracontium), Gray s Sedge (Carex grayi), Swamp-Dock (Rumex verticillatus), and Many-Fruited False-Loosestrife (Ludwigia polycarpa). Tennessee Gas Pipeline Company, Londonderry Replacement Project, MA and NH Surveyor for the replacement of 19.3 miles of 8-inch diameter pipeline with a 20-inch diameter pipeline using the same pipeline trench and existing right-of-way footprint. Conducted condemnation surveys, river and stream details, and road crossing details. Tennessee Gas Pipeline Company, Niagara Mohawk Pipeline, Albany, NY Surveyor for the construction of 2.5 miles of new 16-inch diameter pipeline. Performed existing conditions topographic surveys and construction layout. Tennessee Gas Pipeline Company, Berkshire Power Project, Agawam, MA Surveyor for the construction of a new 8-inch diameter pipeline. Performed existing conditions topographic surveys and construction layout.
