3 CPG AT A GLANCE PROJECT COMPONENTS Our business is focused on safely transporting natural gas and operating underground storage fields under authorizations granted by the jurisdiction of the Federal Energy Regulatory Commission (FERC). Our systems connect natural gas supplies with high-demand energy markets, delivering a clean, affordable and domestically produced form of energy that will help reduce our country s reliance on foreign providers and help bring jobs to the communities in which we operate. In addition to the construction of approximately 165 miles of 36" diameter pipeline, the project will include the following major components: New Compressor Station in Doddridge County requiring the installation of (3) new gas-fired Compressor units SERVING WEST VIRGINIA 2,500 Miles of Existing Pipeline 34 Existing Compressor Stations THE PLAN 535 Employees $35 Million Annually in Salary New Compressor Station in Calhoun County requiring the installation of (3) new gas-fired Compressor units New Compressor Station in Jackson County requiring the installation of (3) new gas-fired Compressor units Modifications to existing Lone Oak Compressor Station in Marshall County requiring one new gas-fired compressor unit and piping modifications Modifications to existing Ceredo Compressor Station in Wayne County requiring two (2) new gas-fired compressor units and piping modifications Columbia Pipeline Group is proposing to construct and operate roughly 165 miles of various diameter pipeline, three new compressor stations, modifications to three existing compressor stations and one regulating station. The project runs Modifications to existing Elk River Compressor Station in Kanawha County requiring one (1) new gas-fired compressor unit and piping modifications south from Marshall County through the state and ends in Wayne County. The Mountaineer XPress project would provide an additional 2.7 billion cubic feet per day capacity of firm transportation service from the Marcellus and Utica production areas to markets on the Columbia Gas Transmission system, including markets in western West Virginia, TCO Pool and other mutually agreeable points. 4 COMMITMENT TO KEEPING YOU INFORMED STAKEHOLDER OUTREACH OUR COMMITMENT We are committed to involving affected landowners and stakeholders in the information-sharing process related to the project. Key objectives of the project communication plan are to inform stakeholders and identify issues of concern. We will strive to communicate with interested stakeholders using a variety of communications tools to best suit individual needs and circumstances. The MXP project team, responsible for all aspects of the project, is the primary resource for discussion and analysis feedback obtained through outreach efforts. We will work to ensure timely and comprehensive communication with landowners, government officials and other key project stakeholders to implement solutions to improve the overall project and mitigate its impact on surrounding communities. Committed to our customers, employees and the communities we serve. Given the range of stakeholders that may be affected by this project, we are using a variety of communication strategies in conducting outreach activities. These may include the following: Toll-free Project information line (888) Project Brochure Project Website visit cpg.com/current-projects/mxp FERC Landowner Information Brochure Project Updates Open Houses and other informational meetings Landowners are among the most critical stakeholders for any natural gas infrastructure project. Consistent and ongoing communication with affected property owners is a primary goal leading up to and through project completion. Many of our team members are from West Virginia and live in the communities where they work. They know and understand the concerns of the people impacted. We realize that large infrastructure projects do create a period of inconvenience. Construction on MXP is expected to start in the fall of 2017 and be in-service by October 31, Construction is expected to last seven to eight months, with crews working simultaneously across the project s path. This method expedites the construction and restoration phases. We work hard to make sure everyone impacted knows what to expect and who they can directly reach out to if a concern should arise. 5 PA PROJECT BENEFITS OH Lone Oak LXP/MXP RS MD MOUNTAINEER XPRESS PIPELINE PROJECT The Mountaineer XPress Pipeline project is a significant financial investment in the state of West Virginia. According to an economic impact study conducted by Witt Economic LLC, close to 9,000 jobs will be created during the length of this project. In addition to the jobs created, the project will also create additional tax revenue for the state and counties. Sherwood Sherwood RS MXP projected expenditures have a direct economic impact on the counties crossed by the pipeline. These counties will benefit White Oak from increased property tax revenues both during construction and after the pipeline is placed in-service. Upon completion of Mount Olive WV Elk River OVERALL ECONOMIC INVESTMENT $2,100,000,000 the project, these counties will have a permanent increase in their property tax revenues, which can be used to support county services and local education. Project benefits include job creation and increased tax revenue Saunder's Creek RS Y Ceredo VA The Mountaineer XPress project will significantly increase CPGs ability to get domestic natural gas to market. The MXP project will transport natural gas to high demand markets in a safe, reliable and efficient way. MXP will utilize the latest pipeline technology that puts safety front and center. CPG has recently partnered with GE on their Intelligent Pipeline Solution which allows CPG to monitor its system with near real-time data. C indd 8-9

Our motto - Safe by Choice, Not by Chance - drives our employees to prioritize safety above all else. WHAT IS THE MOUNTAINEER XPRESS PROJECT? HOW ARE PIPELINE LOCATIONS DETERMINED? Columbia Pipeline Group is proposing to construct approximately Columbia s engineering team and environmental specialists identify and heading south to Wayne County, WV. After construction of the pipeline, most uses of the land surface may continue that are consistent with the rights granted to CPG. WHAT KIND OF SAFETY PROGRAMS DOES CPG EMPLOY? The easement is a recorded land rights transfer that conveys to CPG limited rights for a specific purpose in exchange for which the landowner is compensated. WILL CONSTRUCTION VEHICLES BE USED ON MY LAND? Yes. Vehicles of various types are required for movement of equipment and materials, grading and clearing as necessary, trenching, backfilling, testing and ultimately, restoration. All construction activities will be restricted to the ROW and temporary workspace areas granted during easement negotiations. Compressor stations compress natural gas, increasing the pressure and providing the energy needed to move the gas through the pipeline. The pressure gradually diminishes due to distance, friction and changes in elevation requiring additional, strategically located compression facilities along the pipeline to move natural gas. The size and number of compressor stations needed depends on many factors including the diameter of the pipeline, the volume of gas being transported and the type of terrain being crossed. Department of Transportation. New pipelines are made with highstrength steel and coated with an epoxy bonding to protect the pipeline when it is in service. Specially trained employees monitor the performance of all Columbia system pipelines from our Charleston, West Virginia Gas Control Center 24-hours-per-day. Our experienced pipeline integrity engineers oversee our continuous inspection program, which includes the use of state-of-the-art internal inspection devices called smart pigs. Columbia will be in compliance with all applicable federal and state air and noise regulations required for this project. The standard imposed for noise levels experienced at a NSA equates to a level slightly quieter than the sound level of an average conversation. HOW WILL THE ENVIRONMENT BE PROTECTED? Before construction can begin on the MXP project, CPG must participate in a thorough and transparent environmental review process overseen by the FERC. A FERC environmental review team will analyze the project s proposed impact on land, water, air, and wildlife resources and approve it only if such impacts are held to a minimum. WHO IS THE PRIMARY REGULATORY AGENCY THAT OVERSEES THE PROJECT? The FERC will serve as the lead regulatory agency for this project and approval will require FERC to issue a Certificate of Public Convenience and Necessity. Permits and/or consultation with federal and state environmental agencies (US Army Corps of Engineers, US EPA, US Fish & Wildlife Service, State Department of Environmental Protection and Departments of Natural Resources). Columbia has voluntarily entered into the FERC s Pre-Filing Process, which is designed to maximize landowner participation in the development of a project application. In addition to the FERC s review and approval, Columbia will have to obtain clearance from state and federal wildlife agencies, as well as state and federal water and air regulatory bodies. Columbia also plans to employ specialized construction when needed to protect sensitive environmental features. Environmental personnel will also remain on site during project construction to ensure that steps are taken to protect land and water resources, and that restoration activities occur in a timely and thorough manner.
