7 Highlights on the Work Programme for the exchange of information under IED in 2016 Finalise technical work on the following BREF: Large Volume Organic Chemicals (LVOC) 2 kick-off meetings proposed to be held for: Ferrous Metals Processing (FMP) Review Common Waste Gas Treatment in the Chemical Sector (WGC) New BREF 7
8 Principles for reviewing (the chemical) BREFs Targeted effort: ensure that inputs match outputs and focus efforts on BAT/BAT-AELs for key environmental issues Generic BAT if possible: define BAT/BAT-AELs at the most generic level possible and describe specific products/processes only if key environmental issues cannot adequately be covered by generic BAT Transparency: enhance transparency Efficiency: ensure that efforts made so far are not wasted and avoid further delays 8
9 Way forward for reviewing the chemical BREFs LVOC BREF: Finalise the LVOC BREF review as soon as possible, applying the principles of 'generic BAT if possible' and 'efficiency'. WGC BREF: Develop a new BREF on Common Waste Gas Treatment in the Chemical Sector (WGC), starting in 2016, as the best possible solution to apply the principles of 'targeted efforts' and 'generic BAT if possible'. Other chemical BREFs: Postpone the review of other chemical BREFs until the drawing up of the WGC BREF is at a sufficiently advanced stage. At that moment, decide which products/process/subsectors would still need to be addressed. 9
10 Drawing up of the WGC BREF Collect comprehensive and representative information and data on abatement techniques and emission levels across the whole chemical industry. Collect information and data from specific products/processes that might require a dedicated approach. Thoroughly analyse the information and data collected. Define generic BAT and BAT-AELs for emissions to air for the whole chemical industry, while identifying processes requiring further specific consideration. 10
11 Possible drawing up of a 'Resource efficiency' BREF 2 existing horizontal BREFs (both before IED) BREF Energy Efficiency (ENE), 2009 BREF Industrial Cooling Systems (ICS), Additional issue on efficient use of resources (energy but also water and raw material) BREF 'Resource efficiency' In line with the Circular Economy package, calling for BAT to be defined on resource efficiency for industrial installations 11
12 Assessment of merging ENE and ICS BREFs ENE Energy efficiency management system Planning and design Maintenance Combustion efficiency, optimisation of steam systems heat exchangers, electricity supply, compressed air systems, pumping systems, HVAC, lighting, drying systems No BAT-AELs ICS Management of heat discharged Selection of appropriate cooling option (air cooling, open/close water cooling, etc..) Energy efficiency Techniques to avoid scaling, biological risks, etc.. Noise, vibration BAT-AELs associated to cooling water treatment Direct relation between energy efficiency and optimal cooling clear synergies 12
13 Assessment of a 'Resource efficiency' BREF Advantages Would ensure consistency and avoid repetition across vertical BREFs Would reflect recent developments in techniques for energy, water and raw material saving BAT conclusions would become IED conform Would support resource efficiency/circular economy policy Challenges BAT conclusions likely to remain quite general, as the BREF would cover all IED sectors Probably very few BAT-AELs Potentially limited use of BAT conclusions for defining permit conditions Potential interference with other instruments (e.g. energy audits for large enterprises required under Article 8 of the Energy Efficiency Directive 2012/27/EU). 13
14 Forum opinion on the proposed work programme The forum is invited to: Provide general views on the work programme Endorse the 2016 programme Provide feedback on how to deal with resource efficiency issues 14
