2 QUALITY MANAGEMENT OF SRF AT L&T L&T s management system of Environmental Services has been certified in accordance with following standards: ISO 9001 (quality management) ISO (environmental management) OHSAS (occupational health and safety management) The quality management system based on ISO 9001 includes the whole waste management chain from waste collection to the point of SRF delivery. EN standards concerning solid recovered fuels are applied to the quality management of SRF. Lassila & Tikanoja Oyj 2

4 SOLID RECOVERED FUEL FROM WASTE Waste origin, sorting and collection Transportation to the recycling plant Processing at the recycling plant Sampling and loading of SRF Delivery and utilisation of SRF Waste sorting at source ensures efficient material recycling and energy recovery. 5 SOLID RECOVERED FUEL FROM WASTE Waste origin, sorting and collection Transportation to the recycling plant Processing at the recycling plant Sampling and loading of SRF Delivery and utilisation of SRF Quality of waste is visually controlled by waste truck drivers in collection routes and quality checks are made when waste is received at the plant. 6 SOLID RECOVERED FUEL FROM WASTE Waste origin, sorting and collection Transportation to the recycling plant Processing at the recycling plant Sampling and loading of SRF Delivery and utilisation of SRF When heterogeneous wastes are processed into SRF at L&T s Kerava plant more than 20 unit processes separate recyclable materials and impurities out during the production of SRF. 9 BASE OF QUALITY ASSURANCE: STANDARDS SRF standards created during last 10+ years by CEN TC 343 More than 30 documents, most of them ENs EN15358:2011 Solid recovered fuels Quality management systems Particular requirements for their application to the production of solid recovered fuels EN based on ISO 9000 and ISO standards Certification bodies certify that the requirements set by standards are met Certification body must have accreditation for each standard it certifies Lassila & Tikanoja Oyj 9
10 NEXT STEP: CERTIFICATION Before CEN/TC343 only end-user requirements CEN/TC 343 brought order by specification and classification Classes allow distinction, for instance between high and low quality Quality must be assured for good acceptance by clients and authorities and to be able to manage environmental issues Next step: certification Lassila & Tikanoja Oyj 10

14 BENEFITS OF SRF/CO- INCINERATION CONCEPTS Flexible, modular, scalable, developing solutions to produce and use SRF Good fuel logistics (storable, baleable, low transport costs) Existing utlization infrastructure: cement kilns, lime kilns, multi-fuel power plants Energy recovery with high efficiency, renewable share being often over 60 % Fits well to roadmap to circular economy, especially what comes to increase recycling of post-consumer plastics Residue/ash-free applications (cement industry) No need to construct dedicated incinerators Lassila & Tikanoja Oyj 14
15 REQUIREMENTS TO FURTHER DEVELOPMENT (DIRECTED TO REGULATORS) SRF into European Waste Catalog as a separate entry SRF preparation & use: better status in waste hierarchy WT BREF within IED: SRF standards should be starting point when defining BAT (Best Available Techniques) and BAT associated emission levels (BATAELs) EC should discourage to build too many dedicated incineration plants Revision of so called R1 formula of WFD Active promotion by EC of SRF-/ co-incineration concept Lassila & Tikanoja Oyj 15
