1 TAJIKISTAN PUBLIC EMPLOYMENT FOR SUSTAINABLE AGRICULTURE AND WATER MANAGEMENT PROJECT (PAMP) Non-traditional Approaches to Addressing Risk and Vulnerability in Agriculture Europe and Central Asia Region
2 Need to facilitate employment and to increase food production; Succession of shocks: Food price crisis followed by financial crisis (Russia and Kazakhstan are among the countries that suffered greatly as a result also the largest employees of Tajikistan labor migrants); Returning migrants: Reduction in remittance income and increase in aggregate demand for food; (Remittance income was about 50% of GDP) A number of alternative proposals: In areas with high agriculture potential and widespread rural poverty
3 Background: Emergency followed by financial crisis in 2008, price increase and reduction of remittances from labor migrants Total Amount: EUR 7,75 mln (or equivalent to USD 10,46 mln); Source of funding: The European Union Food Crisis Rapid Response Facility Trust Fund (EU-TF) under the Global Food Crisis Response Program (GFCRP); Project Area: Khatlon Province (Qubodiyon, Shartuz, Qumsangir, Vaksh, Fakhor) Key Dates: Approved : Aug. 26, 2010 Effective: Nov. 24, 2010 Closing: Dec. 31, 2011 Main implementing agency: Project Management Unit under Ministry of Melioration and Water Resources Management

5 Project is aimed: To increase household food security in selected districts in Khatlon Oblast while generating temporary employment in the project area; To establish public works programs as means to generate temporary employment; To renovate irrigation and drainage infrastructure as means to increase agricultural productivity and food production; To improve water resource management policy in order to complement and extend Government s efforts to mitigate the effects of the financial crisis and the food crisis on the rural poor.
6 Component One: Public Works to Rehabilitate Irrigation and Drainage Infrastructure Total amount: EUR 6,605,500; Main activities: minor rehabilitation of on-farm irrigation canals and off-farm drainage infrastructure. Target areas: High food insecurity and good agricultural potential in order to make the best contribution to sustainable economic development and rural livelihoods. Involves rental and/or import of auxiliary equipment (excavators, bulldozers, etc.); and the procurement of lowcost, locally available tools such as shovels, wheelbarrows, picks, and other tools.
7 Component Two: Technical Assistance Total amount: EUR 450,000; Main activities: supports preparatory work for inventory of the hydraulic structures and introduction of a Water Basin Management System in the project area and the national level; Project component is being implemented in close cooperation with the Irrigation Working Group of the DCC under the Tajik Government; Impact Study will be conducted at the end of the project implementation
8 Component Three: Implementation Support, Monitoring & Evaluation Total amount: EUR 361,250; Main activities: support the Project Management Unit (PMU) as it will be the main project implementation agency; PMU provides overall coordination and monitoring of implementation progress under the project, and is responsible for financial management and procurement; Provides support to ensure appropriate EU Visibility ( communication and public awareness activities to profile EU support through press releases, TV and radio broadcasts

10 Employment: to low income rural people equivalent to about 423,000 man-days; Rehabilitation: of more than 1,825 km of irrigation and 576 km of drainage networks; Fortification of 2630 spillways; Construction of 503 outlet gates; Renovation of 8 in-farm pumping stations; Raise food production by around 6,500 tons of cereals and 9,800 tons of vegetables from an area of approximately 49,000 Ha. Preparation of a new policy framework for the management of irrigation infrastructure, based on water basin management.
11 PMU has established a new regional PIU in Khatlon oblast and recruited technical (32 engineers) and other regular staff (6) to initiate implementation of the project; PMU/PIU hold Inception Workshops in all selected project districts to inform local and regional Hukumats; Local NGOs (three) have been contracted to carry out social mobilization and public awareness activities. The NGOs will also assist Jamoats in administration of manual works; Detailed design works for subprojects (cleaning activities for in farm canals) were completed and agreed with Jamoats, WUA (were available), Raivodkhozs and approved by MoMWR; With the support from local NGOs, Jamoats prepared lists of beneficiaries and prepared plan of distribution of workload; PMU signed individual contracts with each beneficiary to initiate field activities;
12 More that 15,000 shovels, wheelbarrows, picks, and other tools procured and distributed to 32 selected Jamoats. Jointly with selected NGOs the PIU conducted necessary trainings on safety measures and instructed beneficiaries on cleaning activities; As of March 01, more than10,000 beneficiaries are working in the field and already cleaned 850 km of tertiary channels, which altogether makes 46.6% of planned volume; The PMU has taken all necessary steps to finalize TORs and bidding documents for rehabilitation of spillways, drainage and collectors systems according to the PIP; TORs and detailed specifications have also been prepared for the Component 2 (TA part) and procurement of the earthmoving machinery;
