Community-level agricultural and women's livelihood groups were established as a key mechanism for empowering rural households, identifying and conveying their needs and priorities, enhancing collaboration between communities and government, and ultimately for delivering training, grants, and agriculture inputs and facilities to help them carry out the productive and livelihood development activities they chose themselves. In addition to investments in mainstream commercial products Page 1 of 7

2 such as rice, cacao, and rubber, the groups also demonstrated success in producing compost and organic pesticides, raising hens and pigs, and farming vegetables and corn. The main remaining project activity is to finish construction of five nurseries.
