Energy Efficiency in Buildings Welcome and Introduction 26. November 2013 in Mexico City, Mexico Meike Wächter energiewaechter GmbH by order of Energy Efficiency Export Initiative sponsored by the Federal Ministry of Economics and Technology
Agenda Reasons for Energy Efficiency Governmental Strategies and Projects to Rise Energy Efficiency Overview on German Activities Energy Efficiency in Buildings: Background & Costs Energy Efficiency Export Initiative and the Participating German Companies
Reasons for Energy Efficiency
Energy costs for households climbing Development of Consumer Price Indices in Germany Electricity Gas Heating Oil Solid Fuels Central and District Heating = Source: German Federal Statistical Office, May 2011
Reduction of Dependency on Fuel Imports Import dependency and self supply of selected primary energy carriers in Germany (2010) Domestic production 11% Natural Gas Domestic production 3% Mineral Oil Imports 89% Imports 97% Domestic production 24% Hard Coal Imports 76% Source: adapted from AGEB 2010, BGR-Database

Governmental Strategies and Projects to Rise Energy Efficiency Overview on German Activities
Energiewende Goals At a Glance 100% CO2-Emissions Renewable Energies 60% 100% Energy Consumption 80% 60% 50% 20% 10% 18% Source: adapted from BMWi
German Energy Savings Strategies Aims of the energy concept of the German Federal Government (September 2010) New standard Climate Neutral Buildings to reduce primary energy consumption of buildings by 80% (2050) Doubling of refurbishment rate (1% 2%) New financial incentives ( CO2-building Refurbishment Program, Market Incentive Program to integrate RES in buildings, Energy Refurbishment Program, etc.) Energy Efficiency Funds Harmonization of legal framework for Energy-Contracting Exemplary role of government in the implementation of energy efficient measures Source: BMWi
Governmental Strategies and Efficiency Projects Governmental Instruments to Increase Energy Efficiency in Buildings and Industry Regulatory Policy Legal Energy Requirements Saving for Ordinance Energy Saving 2009 Obligation of Replacement Financial Support Loans Energy and subsidies KfWpromotional program: efficient construction /refurbishment Tax incentives Promotion Market dena Transparency efficient house quality mark Pilot Projects Information Qualification of Experts Source: adapted from German Energy Agency (dena)
CO2 building rehabilitation programme Summary Roughly 9,3bn Euro were allowed in public funds Between 2006 and June 2013, KfW approved about 1,2m loan and grant applications with an overall volume of 57bn. This lead to private investments of about 135bn Euro Over 3m housing units have been renovated or built energy efficiently, together with municipal projects As a consequence of these construction and refurbishment measures, CO2-emissions could be reduced by some 6,5m tons annually Source: BMVBS 2013
Further initiatives of the German Federal Ministry of Economics and Technology Open Dialog Forum Energy Efficiency Open platform for discussion and dialog Participation of representatives of different political and economic sectors (Federation of German Industry (BDI), Association of German Chambers of Commerce and Industry, German Engineering Federation etc) After the first session (April 2013), the different participating associations declared to take a more active role in the promotion of energy efficiency Quelle: BMWi 2013
Further initiatives of the German Federal Ministry of Economics and Technology An energy efficient role model The eta-factory provides the possibility to review and optimize the whole industrial production chain in an energy efficient way Under the leadership of the Technical University Darmstadt, 12 companies and five research institutions and universities participate in this project The goal is to reduce the pimary energy demand of this factory of the future by 40% The project receives an official funding of 7,9m Euro Quellen: BMWi 2013
Certificate of Excellence (dena German Energy Agency) Purpose Recognize low energy buildings at first sight Prospective buyers and renters receive better information on energy saving possibilities without having deeper insight in technical details House owners and housing companies can use the certificate to value their properties higher Prerequisites Coupled to current energy saving standards set by the official energy saving ordinance (EnEV) Recognizes residential buildings above minimum public standards Source: German Energy Agency (dena)
Energy performance certificate for buildings For residential buildings Valid through ten years Permits a comparison with other typical buildings and facilitates an approximate estimation of future energy costs The certificate can be accompanied by modernization recommendations for the energetic improvement of the building Certificate of energy use and of energy demand Sources: BMVBS 2013, dena 2013
