1 Monterey County 14K62 DEPUTY DIRECTOR CHILD SUPPORT SERVICES DEFINITION Under administrative direction, the Deputy Director provides administrative oversight and management of the day-to-day activities of the Operations Division of the Department of Child Support Services; acts on behalf of the Director of Child Support Services in his/her absence; and performs other related work as required. DISTINGUISHING CHARACTERISTICS Deputy Director Child Support Services is responsible for the direction and management of the Operations Division of the Department of Child Support Services and accomplishes its work through subordinate managers and supervisors. Deputy Director Child Support Services is distinguished from Director of Child Support Services in that the latter is the department head level responsible for the overall administration of the department. Deputy Director Child Support Services is distinguished from lower level management classifications in the department in that the latter are responsible for the day-to-day activities of individual functions and/or teams within the department and implement programs, policies, and procedures at the direction of the Deputy Director. Deputy Director Child Support Services is distinguished from Supervising Child Support Officer in that the latter is responsible for the direct supervision of a team of Child Support Officers. EXAMPLES OF DUTIES 1. Plans, organizes and directs the daily activities and operations of the Operations Division of the Child Support Services Department; collaborates with Child Support Attorneys regarding the activities of the Operations Division. 2. Selects, supervises, trains, and evaluates assigned staff; takes and recommends disciplinary action. 3. Provides guidance and direction to supervisors concerning interviewing, hiring, staff training, performance management, employee issues, grievances, and disciplinary actions. 4. Plans, coordinates and manages the fiscal and general business operations of the Operations Division.

Manages cost studies and other studies; recommends and implements changes to promote efficient operations and production of the department; develops performance measurements and formulates long-term strategic plans 6. Reviews, develops, updates, recommends, and implements departmental operational policies, procedures, goals and objectives. 7. Monitors and evaluates changes in federal, state and local laws and regulations for impact on the delivery of program services. 8. Advises the Director on specific plans, costs, and recommendations for the department s programs. 9. Directs the development and implementation of quality control standards and procedures. 10. As directed, represents the Director in negotiating, recommending, monitoring and evaluating program services provided to the community. 11. As directed, acts on behalf of the Director in establishing and maintaining liaison with representatives of federal, state and local agencies; facilitates coordination of interagency and departmental programs. 12. As directed, represents the Director before the Board of Supervisors and at state and regional Child Support meetings and conferences. QUALIFICATIONS A combination of experience, education, and/or training which substantially demonstrates the following knowledge, skills and abilities: Thorough knowledge of: 1. Operating policies and general functions of the State Department of Child Support Services 2. The functions, policies, programs and procedures of the Child Support Department 3. Collection and investigation techniques and legal procedures applicable to child support establishment and enforcement activities. 4. Requirements, methods and techniques for comprehensive special projects and program planning development and administration 5. Business and public administration, including organization analysis and development 2
3 6. Program evaluation techniques, procedures and methods 7. Duties, powers, limitations and authority of the State Department of Child Support Services and the Federal Title IV-D Program 8. California Family Law, civil procedure, criminal laws, and federal and state regulations as they relate to child support and general debt collection practices Working Knowledge of: 1. Principles, practices, and methods of effective management and supervision 2. Principals of budget development, preparation, monitoring, and management 3. Application of automated methods and systems as they pertain to department operations and programs Skill and Ability to: 1. Plan, organize, direct and evaluate the work of the Operations Division through subordinate managers and supervisors 2. Plan, organize, direct and evaluate special project planning development operations and functions 3. Develop and maintain an operations budget, including recommending staffing levels 4. Think creatively to develop new methods, procedures or approaches to achieve program goals and facilitate change; use sound judgment in identifying and solving complex administrative and operational problems 5. Develop strategic plans and long-range forecasting 6. Analyze a variety of complex problems and recommend sound course(s) of action 7. Manage the development, maintenance, and implementation of a variety of statistics, records and reports 8. Coordinate operations, functions and services with other government agencies 9. Effectively represent the Department of Child Support Services in contacts with the public, community organizations, and other government agencies 10. Establish and maintain cooperative working relationships with those contacted during the course of work 3
4 11. Work independently under broad policy direction REQUIRED CONDITIONS OF EMPLOYMENT As a condition of employment, the incumbent will be required to: 1. Pass a modified background investigation 2. Possess a valid California Class C driver s license with a satisfactory driving record or be able to provide suitable transportation that is approved by the appointing authority EXAMPLES OF EXPERIENCE/EDUCATION/TRAINING The knowledge, skills and abilities listed above may be acquired through various types of experience, education or training, typically: Equivalent to graduation from a four (4) year college or university in Public Administration, Business Administration, Administration of Justice, or other related field AND Four (4) years of responsible program management, experience in project planning and development, policy and procedure planning and evaluation in a county child support system, including experience in areas such as program policy administration, accounting, auditing or budgeting. PHYSICAL AND SENSORY REQUIREMENTS The physical and sensory abilities required for this classification include: 1. Ability to hear and speak sufficient to function in a typical office environment 2. Physical dexterity and mobility to function in a typical office environment 3.
