1 POSITION TITLE: ASSISTANT SUPERINTENDENT Administrative/Operational Services IMMEDIATE SUPERVISOR: WORKING HOURS: STARTING SALARY: MINIMUM REQUIREMENTS: Posting Period CONTACT INFORMATION: JDC Superintendent Must have flexible schedule to accommodate 24/7 facility (Hours may vary) $74, annual. Position is subject to 180 day probationary period. BA/BS Degree in Criminal Justice or related field required, Master s Degree in Criminal Justice or related field preferred. Minimum of 5 years supervisory and direct services for youth experience. Strong oral and written communications skills, interpersonal skills; and Budget preparation. Demonstrate ability to manage both people and processes effectively and efficiently. Must have excellent negotiation, conflict resolution, and problem-solving skills. Must be able to efficiently multitask. Project management and/or six sigma preferred. Must be skilled with MS Office software in a PC environment. 09/01/2016 to 9/15/2016 by 5:00p.m. POSITION SUMMARY: Under the direction of the Superintendent, the Assistant Superintendent- Administrative/Operational Services shall be responsible for the operation, supervision, and evaluation of the Administrative Services including, but not limited to, facility scheduling, supervisory personnel and clerical support, budgeting, programs, transportation, facilities maintenance risk management, purchasing, food services, education and recreation services. The Assistant Superintendent shall be responsible for providing a wide range of services to a variety of internal and external stakeholders. Oversees and coordinates the development, recommendation, and implementation of the policies and procedures and practices for the Juvenile Detention Facility. The Assistant Superintendent may act on behalf of the Superintendent during the latter's absence. Ensures compliance with all applicable Federal, State and local laws and programs (e.g., American Correctional Association Standards (ACA), Prison Rape Elimination Act (PREA), Department of Youth Services Standards (DYS) and The Juvenile Detention Alternative Initiatives (JDAI). 1
2 ESSENTIAL FUNCTIONS AND RESPONSIBILITIES: 1. Direct, manage, and provide for efficiency and effectiveness in the operations of all budgeting, facility scheduling, discipline, committees, purchasing, programs, education and related administrative areas. All final changes must be approved by the facility superintendent. Coordinates and oversees the services of support areas which include: budgeting, programs, operations, transportation, and facility maintenance for the entire facility. 2. Assist the superintendent in the development of internal operating procedures and functional staff needs to accomplish objectives. 3. Recommends and implements changes in the facility s policies and procedures. 4. Assures compliance with local, state, and federal laws relating to administrative services, functions, facilities projects, financial audits, and related activities within the Juvenile Detention Facility. 5. Ensure accountability for results and high standards of performance in all assigned areas of responsibility. 6. Provide direct support to the superintendent in any area designated and provide direct, timely communication on any matters that could come before the Superintendent. 7. Directs administrative and supervisory personnel in the selection, evaluation, and discipline of all facility employees. Collaborates with Human Resources on sensitive staff issues. 8. All other duties as assigned by the Superintendent. Knowledge of principles and practices of correctional administration and rehabilitation, and methods of discipline as applied to persons under restraint; Knowledge of principles and practices of personnel supervision and training; Knowledge of the Detention Facility s policies and procedures related to the operation and administration of correctional institutions; The ability to plan, direct, and supervise the work of others; The ability to interpret and enforce institutional rules and regulations with firmness, tact, and impartiality; The ability to promote socially acceptable attitudes and behavior of inmates, and rate their conduct accurately and impartially; The ability to analyze administrative problems and make appropriate recommendations; The ability to establish and maintain cooperative relationships in the workplace; The ability to prepare clear and concise reports. 2
