5 Executive Summary This section highlights some of the major findings of this project, and offers some interpretations of the data. The reader is encouraged to review the results in the following pages to arrive at his or her own conclusions regarding GALA. This report is based on a visitor survey conducted at the 2002 GALA. The survey inquired about visitor profiles, their motivations for attending the GALA, and expenditures made in transit and on-site. The average resident spent about $59.20 per person, but the average out-oftown visitor (defined as one who travels more than 50 miles) spent $ This includes expenditures for GALA-related items such as food and art. For out-of-town visitors, their expenditures also include lodging, restaurants and other travel-related expenses made in the Boynton Beach area. Multiplied by the estimated 8,500 GALA visitors (as estimated by the Boynton Beach recreation department), these expenditures total $749,500. This injection of revenue into the area economy stimulates additional benefits including nearly $284,300 in salaries and wages, and 14 jobs. Though only 6.8 percent of the GALAs attendees, out-of-town visitors generate almost 44 percent of the GALA s economic impact. The average visitor was more likely to attend with their spouse (62 percent). Nearly 40 percent attended with friends over the age of 18, and only 18 percent of visitors brought children. The 2002 GALA was more of an adult-oriented festival with only 3.4 percent of all visitors under the age of 18. The average out-of-town visitor had attended previous GALAs, while the average local attended over three previous GALAs, demonstrating the GALA s ability to earn repeat visitors. The most common visitor to the 2002 GALA was just likely to be male or female, approximately 40 years of age (with a broad distribution between 19 to 65 years old) with a household income between $50,000 to $75,000, and college-educated. Out-of-town visitors tended to have larger incomes and were generally older. Nearly two-thirds of the GALA s attendees reside in Boynton Beach, making the GALA a community event. GALA is primarily a community event, with only 6.8 percent of attendees residing more than 50 miles away. However, through their lodging, meals and other expenses, this small group creates up to 44 percent of the GALA s economic impact. Efforts to boost out-of-town participation may result in a larger economic stimulus. Twenty-four percent of GALA visitors (local and out-of-town) reported intentions of visiting area retailers after leaving GALA, while 30 percent intended to visit area restaurants after GALA. Bringing more people into GALA should result in a corresponding increase in business for area merchants and restaurants. Due to the low percentage of out-of-town visitors (> 50 miles), most results presented in this report for out-of-town visitors are based on a small number of observations, or sample size. Please note that a larger margin of error exists for out-of-town visitor results compared to the results for locals (<50 miles). The number of observations for locals is high thus providing for accurate results. 1

6 Introduction The purpose of this study was to better understand the visitors to the annual GALA and the economic impact created for the surrounding area. This project was based on a detailed survey of GALA visitors held onsite during the March event. This report summarizes the results of that survey and the corresponding economic analysis. Survey The survey was designed and organized based on similar economic studies conducted elsewhere. As with all surveys, the questions and content were modified based on local GALA characteristics and needs. Input was obtained from GALA organizers. The survey instrument is presented in Appendix A. The survey was administered by volunteers from MAD Dads of Boynton Beach, an antidrug organization focused on helping youth improve their lives. To prepare the volunteer surveyors, a training session was held prior to the GALA. The purpose of the survey was reviewed, as well as the questionnaire s contents and reasons behind each question. After learning how to properly select a person for surveying, the candidate surveyors then practiced administering the survey. The methodical training process helps ensure all questions are asked in a uniform, standardized manner and that surveys are conducted on a random basis. Surveys were taken during each of the GALA s two days (Saturday and Sunday). Survey stations were pre-selected across the survey grounds to ensure all attendees had an equal chance of being selected for surveying. In total, 408 visitor surveys were completed. Analysis The results were analyzed using standard statistical techniques. The economic impact estimates were developed using an economic model. The model was built using RIMS-II economic multipliers produced by the U.S. Department of Commerce. The results of the survey and economic analysis are provided below: I. Visitor Analysis A. 16 II. Economic Impact of GALA: Y. Number of Visitors and Retail Sales: Total visitor estimates were based on counts provided by the Boynton Beach Recreation Department. It was estimated that 8,500 people attended the GALA. Economic impacts are created by people spending money. The survey quantified expenditures for travel, and for food and items bought at the GALA. The survey also measured the dollars spent by out-of-town visitors for food, lodging and other travel-related expenses incurred. The total retail sales related to the GALA are listed below and have been adjusted to reflect only the dollars spent for the GALA (i.e. if a non-resident filled their auto with gasoline before driving to the GALA, only the portion of the fuel used to and from the GALA is included. 17 Z. Economic Impacts: Once retail sales were identified, it was possible to quantify the economic impacts of the GALA. This was accomplished using a process known as input-output analysis. This analysis used economic multipliers produced by the U.S. Department of Commerce to help measure the jobs, salaries and wages, and other economic effects (output) generated by retail sales (input). The results are below, and explain the total economic effects generated within Palm Beach County as a result of the expenditures made by GALA visitors and exhibitors. The economic analysis considered the impacts of all expenditures, except sales to out-oftown exhibitors. It is reasonable to assume most out-of-town exhibitors took their sales proceeds back home, thus the economic impacts of these sales to Palm Beach County are non-existent. According to GALA records, 70.6% of all exhibitors were from outside Palm Beach County. Therefore, sales to exhibitors were reduced 70.6% in the impact analysis. Locals were not surveyed about their food and other purchases outside of the GALA as it is reasonable to assume that most of these expenditures may have occurred otherwise. Another adjustment included fuel purchases by non-residents. It is expected that many of these purchases were made out of county. To adjust for this, such purchases were reduced by 75 percent. Sales tax estimates from GALA exhibitor sales were reduced by two-thirds to account for exhibitors who may not collect and forward sales tax. 18 Definitions: Retail Sales: Retail sales equals the dollars spent by the participants to visit the GALA and the surrounding area. This includes the dollars spent for transportation, lodging, food, arts and crafts, entertainment, antiques and any other expenditures that were made in route or on-site. Total Multiplier Effect: The effect to the regional economy created by successive rounds of exhibitor and business expenditures. These successive rounds of spending generate additional impacts with each round becoming smaller and smaller until they cannot be measured any longer. Jobs: Income: Tax Revenues: The total jobs supported by the many rounds of spending describe above. The total wages and salaries paid to employees by all of the businesses enhanced by the total rounds of spending within the area s economy. The total sales and income tax revenues paid to government as a result of the retail sales, wages and salaries described above. 14
