1 UNLOCKING TRANSFORMING SECURING 2015 SENEGAL COMPACT Vitalizing the Future of Senegal through Road Rehabilitation, Irrigation & Water Resources Management and Land Tenure Security

3 In September 2009, the U.S. Government s Millennium Challenge Corporation and the Government of the Republic of Senegal signed a $540 million Compact, aimed at reducing poverty and increasing economic growth by unlocking the country s agricultural productivity and expanding access to markets and services. The two primary Compact projects, Roads Rehabilitation and Irrigation and Water Resources Management, are strategically investing in the road network and essential irrigation schemes and are geographically focused in the Senegal River Valley in the north and the Casamance region in the south. The Compact priorities were identified to align to the country s comprehensive long-term objectives of enhancing national growth and food security. Additional Land Tenure Security Activites codified existing occupants rights and ensured benefit from newly improved lands across nine affected municipalities, achieved through the creation of nine Conflict Management Committees. The Compact is the second largest in the current MCC portfolio and fifth largest in MCC history. The investments are creating 375 kilometers of roads, two major bridges, a complex irrigation system leading to dramatically enhanced agricultural production, and tools and governance structures to formalize land tenure. The project also features environmental and social performance initiatives, focusing on successful resettlement, expanded access to social services, capacity building, reclamation of abandoned lands, and significant health and safety programs MILLION people benefitted 138 THOUSAND households aided 540 MILLION USD in aid given

6 ROAD REHABILITATION ($324 MILLION) The Road Rehabilitation project connects major population centers and agricultural production areas through the rehabilitation of 375 kilometers on two of Senegal s critical transport corridors: Route Nationale 2 (RN2) and Route Nationale 6 (RN6). These investments are expected to provide reliable, cost-effective, safe, and time-saving means of transporting locally-produced agricultural products to domestic and international markets year-round. In addition to increasing market access for both producers and consumers, the rehabilitated roads will also increase access to vital community services, such as schools and hospitals, yielding important social service benefits to all socioeconomic groups. Finally, as part of the commitment of the Compact to the environment and social well-being of the population, 3,000 people were resettled satisfactorily along the roads and irrigation systems, and an additional 3,600 people were trained in road safety, prevention of HIV / AIDS, malaria, and environmental protection. In order to improve the welfare of local residents of the project areas, 16 market sites (13 in the South and the 3 in the North) were improved, 70 schools (25 in the North and 45 in the South) have benefited the construction of a boundary wall for the safety of their students, and 10 health posts situated along the roadside were renovated. 99% OF GOODS PRODUCED IN SENEGAL including manufactured goods, extractable minerals, and agricultural products reach markets via road transportation.

8 IRRIGATION & WATER RESOURCES MANAGEMENT ($170 MILLION) The Irrigation and Water Resources Management project improves agricultural productivity in the Senegal River Valley, Senegal s rice production heartland, by enhancing the performance of the irrigation systems and securing land tenure rights in the Delta Zone and the Department of Podor (Ngalenka). These investments rehabilitate and upgrade main canal and drainage system infrastructure in order to increase the volume of irrigable water, expanding cropping intensity and securing the use of land currently at risk of abandonment due to soil salinization and insufficient flows. The project specifically enables the expansion of domestic production of rice the main staple for Senegalese families representing 45% of total food consumption as well as tomatoes and onions. Through this project, the Compact is successfully improving the food security of Senegal, while simultaneously providing additional environmental benefits and enhancement to social wellbeing. 35,000 HOUSEHOLDS in the City of St. Louis now benefit from a new system that provides a 50-year drinking water source.

10 LAND TENURE SECURITY ACTIVITIES ($4.1 MILLION) The Land Tenure Security Activities program codified existing occupants rights and ensured benefit from newly improved lands across nine affected municipalities, achieved through the creation of nine Conflict Management Committees. The four-year consensual process overcame a series of significant challenges, eventually leading to full agreement on how the land would be shared and managed. One major decision resulted in the attribution of 10 percent of the land to two women s groups with additional focus on previously excluded groups including youth. The process also brought equity of access to land across multiple family lineages and ethnicities, and enables households to invest in their homes and land with the security of a right of ownership through title. From a broader economic perspective, newfound land security added to the capacity of agricultural producers and encouraged access to credit to accelerate further investment. These investments have resulted in a model that was adopted by local elected officials, supported by a capacity reinforcement program to ensure the sustainability of the tools and governance structures. 63% REDUCTION in land conflicts in targeted areas since 2013

12 ENVIRONMENTAL AND SOCIAL PERFORMANCE MCC works with partner countries to integrate internationally-accepted principles of environmental and social sustainability into the design and implementation of compacts. In collaboration with MCC, MCA Senegal successfully focused on areas related to minimizing environmental and social risks and enhancing natural resource protections and social services. RESETTLEMENT 3,980 PEOPLE benefitted from the Resettlement Action Plan (RAP) CAPACITY BUILDING >36,000 PEOPLE were trained in Road Safety, HIV/AIDS, Malaria and Environmental Protection 896 WOMEN were trained in Land Titling & Management, Leadership & Communications and Planting Techniques EDUCATION 9 CLASSROOMS were added to existing educational facilities 36 NEW SCHOOLS were constructed FENCE PROTECTION was erected for 24 schools near new roadways HEALTH CARE 2 AMBULANCES were provided A SOCIAL CENTER was rehabilitated and equipped for the disabled FENCE PROTECTION was erected for 10 health facilities near new roadways SOCIAL SERVICE ACCESS ACCESS to education and health centers was improved 13 MARKETS received new platforms 51 LAUNDRIES were built ENVIRONMENT 257 HECTARES were planted REFORESTATION initiatives were undertaken along new roadways BORROW PITS were rehabilitated
