4 (3) Fresh pangola grass is an important animal feed, which is demanded by livestock industries. It is a roughage feed for ruminants and other animals. Pangola grass is commercially produced in both fresh and hay forms. It is therefore necessary to control the quality of such products so that all concerned parties are able to manage properly, hygienically and effectively. This will, in turn, benefit the animal health and safe animal products for consumers. The Agricultural Standards Committee deems it necessary to establish the fresh pangola grass standard. This agricultural standard covers all quality aspects of fresh pangola grass. The quality of pangola hay is set aside from this standard. This standard is based on the following document: Department of Livestock Development. B.E (2010). Report on the study of quality criteria for pangola hay production as animal feed in cooperation of the National Bureau of Agricultural Commodity and Food Standards and the Bureau of Animal Nutrition Development.

5 NOTIFICATION OF THE MINISTRY OF AGRICULTURE AND COOPERATIVES SUBJECT: THAI AGRICULTURAL STANDARD: FRESH PANGOLA GRASS UNDER THE AGRICULTURAL STANDARDS ACT B.E (2008) Whereas the Agricultural Standards Committee deems it necessary to establish an agricultural standard for Fresh Pangola Grass as a voluntary standard in accordance with the Agricultural Standards Act B.E (2008) to promote such agricultural commodity to meet its quality standard and safety. By virtue of Section 5, Section 15 and Section 16 of the Agricultural Standards Act B.E (2008), the Minister of Agriculture and Cooperatives hereby issues this Notification on Establishment of Thai Agricultural Standard: Fresh Pangola Grass (TAS ) as a voluntary standard, details of which are attached herewith. 6 TAS THAI AGRICULTURAL STANDARD FRESH PANGOLA GRASS 1. SCOPE 1.1 This standard establishes for quality of fresh pangola grass (Digitaria eriantha) in the family of Gramineae, which is a commercially produced as animal feed. 1.2 This standard does not cover the quality requirements of pangola hay. 2. DEFINITIONS The definitions used in this standard are referred to as in TAS : Thai Agricultural Standard on Good Agricultural Practices for Pangola Grass as well as the followings: 2.1 ADF (acid detergent fibre) means fibre that is a part of cell wall. The fibre contains cellulose, lignin, cutin and certain minerals, insoluble in acidic solution. 3. QUALITY 3.1 General Requirements Fresh pangola grass shall be characterised according to the following appearances: (1) Typical characteristics of the variety (2) Fresh, soft, free from abnormal odour and colour, or rotted (3) Clean, free of visible fungi and foreign matters (4) No damage from pests that affects the quality produced 3.2 Classification Fresh pangola grass in this standard is divided into 3 classes (grades), and all classes shall not contain weed exceeding 2% of fresh weight Class I 1/ (1) Stem cut is not more than 50 cm. (2) Crude protein is not less than 12% of dry matter basis. (3) ADF is not more than 35% of dry matter basis Class II Crude protein is not less than 9% of dry matter basis Class III 1/ Leafy fresh pangola grass shall come from field with good management and fertilization. It should be harvested not more than 45 days cutting interval.

7 TAS Crude protein is not less than 7% of dry matter basis. 4. ACCOMPANIED DOCUMENTS Accompanied documents shall be legible, clear, and without false or deceptive information as follows: 4.1 Produce name: fresh pangola grass 4.2 Name and address of producer or distributor 4.3 Net weight: kilogram (kg) or metric ton (t) 4.4 Date of harvest 5. OFFICIAL INSPECTION OR CERTIFICATION MARK This provision shall comply with the criteria and conditions of the Agricultural Standards Committee. 6. PESTICIDE RESIDUES Maximum Residues Limits (MRLs) of pesticides shall comply with the relevant laws and regulations as well as the requirements under the Thai Agricultural Standard on Pesticide Residues: Maximum Residues Limits. 7. HYGIENE Post harvest management of fresh pangola grass shall cover proper harvest, storage and transportation in order to obtain suitable quality and prevention of physical, chemical and biological contamination that are harmful to animals. 8. METHODS OF ANALYSIS AND SAMPLING 8.1 Methods of Analysis The quality examination shall follow the methods as in Table 1.

9 TAS APPENDIX A SAMPLING METHODS (Section 8.2) A1. Definitions For the purpose of this section: A.1.1 Lot means fresh pangola grass that is delivered or traded at the same shipment. A.1.2 Sampling procedure means the sampling steps and number of samples drawn from a lot for testing and lot acceptance decision, which is divided into 2 steps as follows: (1) Primary sampling means direct sampling as a representative of a lot in a sufficient quantity for general evaluation as in Section 3.1 and for grading as in Section 3.2 (2) Secondary sampling means sampling from the primary sample for chemical analysis. A.2 Primary Sampling A.2.1 Sample sizes will depend on weight of the lot. If net weight of such lot is not more than 1 t, sample drawn is not less than 1 kg. If the net weight is more than 1 t, sample drawn is not less than 10 kg. A.2.2 Each sample shall be collected by taking 5 to 10 spots from the top, middle and bottom of the lot for quality evaluation as in Section 3.1 and grading as in Section 3.2. A.3 Secondary Sampling Take approximately 1 kg of sample from primary sampling for chemical analysis. A.4 Acceptance criteria If the results of evaluation are in accordance with Section 3.1 and Section 3.2, fresh pangola grass shall be classified according to Sections 3.2.1, or and the lot is accepted.
