4 (3) The Ministry of Agriculture and Cooperatives has announced the Thai Agricultural Standard on Good Agricultural Practices for Broiler Farm (TAS ) since 30 September B.E (2009) and afterwards published in the Royal Gazette on 28 December B.E (2009). In order to update requirements to be in line with production technology and changing situation, the Agricultural Standards Committee, therefore, deems it necessary to revise such standard to be used as guidance for further development of broiler raising to be accepted domestically and internationally. This standard is based on the following documents: TAS Thai Agricultural Standard on Good Agricultural Practices for Broiler Farm. National Bureau of Agricultural Commodity and Food Standards, Bangkok.. Department of Labour Protection and Welfare, Department of Livestock Development and Thai Broiler Processing Exporters Association. B.E (2016). Guidance on Good Labour Practices for Poultry farm and Hatchery in Thailand, Bangkok.
5 NOTIFICATION OF MINISTRY OF AGRICULTURE AND COOPERATIVES ON THE ESTABLISHMENT OF THAI AGRICULTURAL STANDARD: GOOD AGRICULTURAL PRACTICES FOR BROILER FARM UNDER THE AGRICULTURAL STANDARDS ACT B.E (2008) Whereas it deems necessary to amend the agricultural standard on Good Agricultural Practices for Broiler Farm under the Agricultural Standards Act B.E (2008) so as to make it suitable to the present situation, By virtue of Sections 5, 15 and 16 of the Agricultural Standards Act B.E (2008), and the decision of the Second Session dated 10 March B.E (2017), the Minister of Agriculture and Cooperatives hereby issues this Notification on Establishment of Thai Agricultural Standard as follows: 1. The Ministerial Notification of the Ministry of Agriculture and Cooperatives on the establishment of Thai Agricultural Standard: Good Agricultural Practices for Broiler Farm under the Agricultural Standards Act B.E (2008) dated 30 September B.E.2552 (2009) is repealed. 2. The Thai Agricultural Standard on Good Agricultural Practices for Broiler Farm (TAS ) is established as a voluntary standard, details of which are attached herewith. This notification shall come into force after the date of publication in the Royal Gazette. Notified on 17 May B.E (2017) General Chatchai Sarigalya Minister of Agriculture and Cooperatives
6 TAS THAI AGRICULTURAL STANDARD GOOD AGRICULTURAL PRACTICES FOR BROILER FARM 1. SCOPE 1.1 This Thai Agricultural Standard covers good agricultural practice requirements for broiler farm components, feed, water, farm management, animal health management, animal welfare management, environmental management, and recording. The purpose is to produce healthy broilers suitable for producing food that is safe for consumption. 1.2 This Thai Agricultural Standard does not cover good agricultural practices for free range indigenous chicken farm. 2. DEFINITIONS For the purpose of this standard: 2.1 Broiler means a type of poultry with the scientific name of Gallus gallus which are raised for certain period of time according to breeds, to produce meat for consumption. 2.2 Broiler farm means an establishment for commercial broiler rearing covering areas for rearing, feed storage and preparation, carcass disposal, garbage gathering, buildings, office and residence. 2.3 Broiler house means an area used for rearing broiler. There are two types i.e. controlled and uncontrolled environment. 3. REQUIREMENTS Requirements on good agricultural practices for broiler farm are as in Table 1 Table 1 Requirements on Good Agricultural Practices for Broiler Farm Items 1. Farm components 1.1 Location Requirements Farm location shall be approved by the local government authority Farm shall be located in the surroundings that do not have potential risk of contamination from physical, chemical and biological hazards. 1.2 Design and lay-out Farm size shall be suitable for broiler rearing and not affect environment.
7 TAS Items Requirements Farm shall be well laid out for good hygienic practices and the areas shall be appropriately separated such as areas for animal rearing, feed storage, carcass disposal, and residence. 1.3 Broiler house Broiler house shall be sturdy, hygienic, easy to clean and maintain, and well ventilated Availability of sufficient area for broiler rearing, by taking into consideration the principles of animal welfare 2. Farm management 2.1 Farm management manual 2.2 Management of feed and water Availability of farm management manual that contains details on the important operations i.e. raising system, feeding and watering, animal health and welfare management Feed shall comply with quality and standard under laws and regulations concerning feed quality control In case of on farm feed preparation, prohibited substances under laws and regulations concerning feed quality control shall not be used Feed shall be preliminarily checked for physical quality and samples shall be kept for laboratory analysis in case problem occurs Separated feed storage facilities shall be provided. Feed shall be kept in a condition which prevents contamination and deterioration All broilers are able to access to and sufficiently provided with feed and water Water used for feeding broilers shall be clean. Results of water quality analysis shall be made available. 2.3 Management of water use on farm Source of water used on farm shall be located in the area that can be protected from hazard contamination Water used on farm shall be clean and suitable for the purposes of use. 2.4 Management of broiler house and tools and equipment Broiler house, tools and equipment and surroundings shall be clean, hygienically maintained in good condition.
8 3 TAS Items Requirements After removal of the previous flock, the broiler house and equipment shall be cleaned and disinfected. The house shall be kept vacant for a certain period of time sufficient to break the cycle of infectious agents except that the Department of Livestock Development specifies otherwise. 3. Personnel 3.1 Number and category of personnel Number of personnel shall be appropriate to the number of broilers. Duty and responsibility shall be clearly assigned Availability of supervisor who is specialized in animal husbandry or personnel who has been trained on animal husbandry Availability of farm veterinarian holding the certificate of poultry farm supervision to oversee broiler s health Good labour practices shall be as follows; (1) Contract of employment shall be available. (2) Employee is at least 18 years old or abided by the Labour Protection Act. (3) Immigrant workers shall possess their legal passports and work permits. (4) Worker shall be provided with a decent living condition. (5) Personal Protective Equipment shall be provided to worker. (6) Male and female workers shall be treated equally. 3.2 Training Personnel responsible for rearing broilers shall have knowledge and be properly trained to manage the broiler farm. 3.3 Personal hygiene Personnel shall have good personal hygiene in order to prevent contamination and spread of disease. 4. Animal health 4.1 Disease prevention and control Source of broilers shall be identified Prevention, control, and disinfection measures of diseases and pests for personnel vehicles, and equipment entering the farm shall be in place Availability of disease surveillance and prevention program established by the farm veterinarian Broiler health shall be monitored daily. Broiler carcass disposal shall be managed properly.
9 TAS Items Requirements In case of disease outbreak or suspicion of outbreak, the laws and regulations concerning animal epidemics shall be followed. 4.2 Disease therapy Disease therapy shall be under supervision of a farm veterinarian complied with the Veterinary Profession Act B.E (2002) and its amendments as well as requirements of the Thai Agricultural Standard entitled Code of Practice for Control of the Use of Veterinary Drugs (TAS 9032). 5. Animal welfare 5.1 Broiler shall be reared in a living condition according to the animal welfare principles. 6. Environment 6.1 Garbage and waste such as manure and carcass shall be disposed of by appropriate method to avoid being source of unpleasant odour and infectious agents. 6.2 After removal of previous flock, scattering of dust from used litter shall be prevented. 6.3 Effluent shall be treated prior to discharging from farm. 7. Record keeping 7.1 Data on the important operations of farm management affecting health and disease control shall be recorded. 7.2 Records shall be kept for at least three years.
