5 Industry Definitions As the Managed Service Provider (MSP), Knowledge Services takes on primary responsibilities for managing an organization s contingent/temporary/contractor workforce program, project/milestone deliverable work and staffing suppliers. dotstaff is Knowledge Services Vendor Management System (VMS) which is an internet-enabled workforce and project sourcing, timekeeping, milestone and invoicing application that enables us to procure and manage a wide range of contingent/temporary/contract and project resources and services in accordance with the organization s processes and rules. 5

11 State Program Requirements MSP Fee 1.75% Mark up based bill rate program Rate card has changed to mark up model Vendors required to submit pay rates & mark up Bill rate will be determined by pay rate x mark up Minimum of 3 unique vendor submissions required on all requisitions and projects opportunities Vendors will be required to sign new contracts If vendors have not signed the contract, they will no longer receive requisitions starting Monday, October 1 st 11
12 State Program Requirements Sub-vendors limited to One Level Deep State of Arizona Posting Requisition Form (Screenshot) Conversion Fee Table (Screenshot) Only an Agency designated State employee (not a Vendor or Vendor Resource ) may: Request and/or authorize a Referral. Sign a Timesheet on behalf of the State. Take any action normally done by a State Employee who is the Hiring Manager/Supervisor/Project Manager. No State-paid Bonuses, Holiday Pay, PTO, etc. No invoicing permitted for nonworked hours. 12
