2 Attachment 1 to Tenderer s Queries 1 Please further clarify if all project materials mentioned in Section 4.5 of the Assignment Brief shall be bilingual, or only Training Manual & User Manual require to be bilingual. 2 Could we assume that the training could be conducted in the CIC training centres with all equipment provided? CIC s Responses Only those materials distributed to users are required to be bilingual, e.g. checkpoint meeting minutes, user manuals, training manuals and UAT script, etc. Yes, the CIC will arrange venue to conduct all training. PC, projector and other equipment related to TMS functions will be provided by the CIC. 3 How many user parties and how many stakeholder(s) from each party will be involved for user requirement collection session and prototype review session? There are 6 core user departments involved in the TMS: 1. Training Recruitment 2. Career Support Services 3. Kowloon Bay Training Centre 4. Kwai Chung Training Centre 5. Trade Testing Centre 6. Development & Support Services One project owner has been assigned for this project and there is a key representative consider as the project stakeholder from each of these departments. The Contractor shall work with these departments during user requirement collection session and prototype review session. However, in some of the flows (e.g. Finance related operation, statistical report generation). The Contractor may also need to work with IT, Finance and Research Departments of the CIC.
3 Attachment 1 to 4 How many level of approval of the Course/Class Information Management (Item 1.1 (b) of Section of the Assignment Brief) is expected? Our assumption is simply record level checking with a maximum of 4 levels workflows which allows dynamic assignment of different user groups to each level when creating the workflow for approval. No acting concept is provided. 5 How many rules for suggesting course under Application/Enrollment Module (Item 1.2 (c iii) of Section of the Assignment Brief)? Is if simply if-then-else function enough or rule engine is needed to handle the logic? Our assumption is simply base on the applicant s job title and study history in our database to suggest related courses opening in the near future. 6 Any special requirement which is different from normal photo taking feature of table/mobile (i.e. photo size, resolution etc.) under Instructor Profile Management (Item 1.4 of Section of the Assignment Brief)? Our assumption is simply calling the native camera in tablet/mobiles app to allow photo taking without further processing of the photo taken. A maximum of 4 levels of approval steps shall be sufficient. The system shall allow approvers to direct/ delegate their approval duty to another person when needed. The course suggested to the applicant shall be the output from the Cross/Selling Engine. The rule should include but not limited to: 1. Suggest course applied by applicant with similar study history and qualification. 2. Suggest other courses chosen by similar unsuccessful applicant. 3. If the reason for fail application is due to class full house, suggest the next available class. The exact business rule shall be determined during the System Analysis and Design (SA&D) stage. After taking the class photo, instructor shall be able to upload the photo to the system and attach the photo to the corresponding class in TMS for record keeping and printing.
4 Attachment 1 to 7 8 Any special rules in Trainee Relationship Management (Trainee/Alumni) (Item 1.8 (k iii) of Section of the Assignment Brief) for applying leave application to cater (e.g. leave balance, public holidays, and different rules for contract/permanent staff)? Our assumption is simply allowing the trainee to submit leave application with start date and end date, then trigger a workflow for approval with validation on the dates nor length of the applying period. What kind of platform regarding to Trainee Relationship Management (Trainee/Alumni) (Item 1.8 of Section of the Assignment Brief) is expected? Is simple tailor-made forum like private message module expected or third party forum package expected? Our assumption is tailor-made private message module which would store the message(s) sent to a user in a table. System would update the message status when user read a message. The TMS shall allow trainee to attach supporting documents for leave application as well. The Contractor shall propose a platform for trainee and instructor to communicate. 9 How many rules to determine the schedule and assignment of placement talk under Task Distribution Engine (Item 1.14 of Section of the Assignment Brief)? Is simple if-then-else tailor-made function enough or rule engine is needed to handle the logic? Our assumption Normally a placement talk will be held a few days after the completion of a class. The engine should generate the placement talk task for certain period before the completion of a class. At this moment, the CIC has no plan to retrieve the schedule through escheduling system for this specific requirement.
5 Attachment 1 to is when specific class is completed; a placement talk task would be created. The schedule would retrieved by calling the escheduling system. 10 For sms and push-notification, is service or server preferred under Alert Engine (Item 1.15 of Section of the Assignment Brief)? Our assumption is sending alerts for all internal operation notices, i.e. approval workflow, list/task distribution etc. For trainees/applicants, they can select to receive notices by sms or , or both. Sms services provider would be sourced. Open source push-notification server would be setup and provided a single point for sending out push-notifications regardless Android or ios push-notification to be sent. The type of alert distributed to internal/ external parties may vary in different operational flows. The actual type of alert sent to internal/ external parties in each flow shall be determined during SA&D. The CIC has no preference in distributing the SMS and pushnotification. The Contractor shall incorporate the proposed way in the technical submission if necessary. 11 What level of data analysis is needed for Cross- Selling/Up-selling Engine (Item 1.16 of Section of the Assignment Brief)? Is simple if-then-else function enough or data analysis tool like CRM needed? Our assumption is the recommendation would be updated/ maintained by duty staffs regularly. It would be a keywordbased matching where the matched courses, classes, jobs, events would be returned. Part of the recommendation and mapping would be updated and maintained by duty staff. But the engine should also be able to suggest course based on criteria stated in Item 1.16 (g) of Section of the Assignment Brief. The CIC does not limit the Contractor to use if-then-else function or data analysis tool as long as it can fulfill the requirements.
6 Attachment 1 to 12 How many ad-hoc reports are expected in Reporting Module (Item 1.18 of Section of the Assignment Brief)? What is the complexity of the ad-hoc report? (i.e. no of fields to be included, how many data tables are to be retrieved)? Our assumption is using open source reporting tool to generate a listing report with a query with 10 conditions selected/input by user. Listing report with 10 conditions selected/input by user is sufficient. 13 What is the format and volume for extracting data for BI under External Interfacing (Item 1.20 of Section of the Assignment Brief)? Our assumption is batch job to create an interface file in agreed XML format with no more than data from 5 tables are needed to be interfaced. The actual interfacing between BI and TMS has not yet decided. The Contractor shall design the system to support the following ways for interfacing: 1. Flat file exchange (Excel, CSV, Xml, JSON) 2. Web Services (SOAP XML/ Restful JSON) 3. Database link For data volume, the Contractor could assume no more than 10 tables are needed to be interfaced for now. But under such assumption, the Contractor shall design the system to allow the CIC to expand the data volume when needed (Through system update patches or new function development either by the CIC or the Contractor). 14 How many tables in existing database(s) required to be converted? Our assumption is 100 data tables to be converted in Phase 1 and less than 50 data tables to be converted in Phase 2. The core transaction table is around The total number of tables to be converted should be under 200.
7 Attachment 1 to 15 What is the number of forms and samples required? (PS man-day is based on the number of form and pages) As the actual number of forms required to process need to be determined during SA&D (The CIC may alter the current business process to change the number of forms needed to be processed). The Contractor shall provide the man-day per page/form in the fee proposal optional item. 16 What is the number of page to be processed per year? (License is based on the volume of scan page) The number of application to be processed per year ranges from 10,000 to 15, What kind of information need to be extracted from the form? We need this information for the PS evaluation Please refer to the course application forms available in the CIC website ( for evaluation. 18 Is the assumption that all forms needed for OCR is from CIC website? Yes.
The CIC expects at least two production roll outs for this project.
