6 What is Police Analytics? A mixture of corporate analysis and software development that focuses on improving the effectiveness and efficiency of the Service by utilizing data assets. Operates as one of several analytical units that make up the Office of Continuous Improvement and Strategic Management (OCISM). The mandate of the Police Analytics (PA) unit is to extract value from organizational data, develop software tools to deliver that value and to consult on organizational issues related to data creation and management. HRPS has had a dedicated Police Analytics unit since January 1, 2014 Page 2

7 What does Police Analytics do? The Police Analytics (PA) unit has three primary functions: Analytical Function We synthesize and leverage the considerable data resources found throughout the Service to develop analytical products that are used to inform decision makers throughout the organization. Developmental Function Using web development technologies we develop and deploy web-based tools on the Service s internal intranet. This allows customers to self-serve reports using simple interfaces through an on-demand, just-in-time model. Consultative Function Because data touches so many parts of the organization, we are invited to give our opinion on how new initiatives, software purchases or changes to existing data infrastructure will impact the larger data ecosystem. 8 Business Intelligence To facilitate our goals the PA unit has worked with IT to implement a Business Intelligence (BI) system BI concerns itself with consolidating data from different sources and loading it into a single database. It is through the power of the BI system that the Police Analytics unit is able to conduct its analysis and deliver our reporting products. Page 4

9 Innovative Analytic Products The warehouse provides a level of detail to analysts that was previously unavailable. This detail permits new kinds of analytic products that provide decision makers with organizational insights. Page 5

10 Reporting Tools The PA unit has developed several web-based tools for delivering existing data resources to users in a more convenient and time-sensitive manner. These tools repackage existing data assets into self-serve, on-demand reports that are available through any web browser on the internal network. Page 6

11 Organizational Insights Data is created throughout the organization and must be funneled into the data warehouse to realize the benefits of PA. To synthesize these data assets PA analysts must develop an organization-wide appreciation for how the Service functions. This holistic understanding positions the PA unit as a consultative asset for new projects that include a data component. Page 7

12 Police Analytics is the Future We are among the first police services in Canada to embrace business intelligence and the first to establish a Police Analytics unit. We have the opportunity to be a world leader in developing best practices for data driven decision making in law enforcement. We are presenting our vision of police analytics at the Hexagon conference in Las Vegas and at the WICLEIM conference on law enforcement information management this June. Page 8
