Since project approval, key milestones have been the successful conclusion of negotiation of the STP Cable PPP documents, with acceptable guarantees of open access, the physical arrival of the cable in STP on November 15, 2011, the inauguration of the cable station in October 2012, and the preparation of works for the entry of a second operator in STP (with Page 1 of 5

2 partial government divestiture from the cable special purpose vehicle). The project has also prepared an ICT strategy and started an options study on a connection to Príncipe Island. The main milestones coming up over the next 6 months are (i) the cable is expected to go into service in December 2012 (ii) after delays government has now approved the bidding documents for tendering the second license in October, and the tender is expected to be launched in November 2012, (iii) project is also expected to start the TA consultancies to support the ministry and AGER in regulatory work mostly to support these 2 components (submarine cable and 2nd license) - and consistent with the ICT strategy recently prepared, (iv) finalize the options study on a connection to Príncipe Island. Collection of indicators has improved despite some persisting delays. The project will also be conducting the mid-term review for the project around February This will be the occasion to look at the remaining undisbursed balance in the project and consider whether reallocations or restructuring will be needed.
