First, the Minister of MoEC decree No 99/P/2017 on Priority Program in Special Allowance Delivery identified KIAT Guru as a MoEC priority program in Second, the Director General for Teacher and Education Personnel Decree No 11788/B/HK/2017 on Technical Guidelines for Implementation of Priority Program in Special Allowance 8/9/2017 Page 1 of 6

2 Delivery specifies the KIAT Guru implementation mechanisms. The decrees enabled for the first time the payment of the MoEC's teacher allowance (in this case the Tunjangan Khusus) conditioned on teacher performance (in this case either teacher s attendance or service performance). They also empowered community representatives to hold teachers accountable in 203 pilot schools. As of end May 2017, 95 out of 135 (70%) schools had started evaluating the teacher performance, and by August 2017, these schools will pay the Tunjangan Khusus based on either the teachers attendance or service quality. A Mid Term Review and a Joint Mission was conducted by the Bank, with representatives from MoEC, the National Team for Acceleration of Poverty Reduction under Secretariat Vice President (TNP2K), the Australian Embassy as development partner, and Yayasan BaKTI as the Implementing Agency. The Mission recommended that the Government of Indonesia (GoI) seeks Additional Financing for the project, to extend its activities until June In addition, the Mission also recommends an expansion of the current KIAT Guru mechanisms into the urban setting using the teacher Professional Allowance. Follow-up discussions will be conducted with Government counterparts, as well as development partners. This rating takes into account technical design, political and governance, stakeholders, institutional capacity for implementation and sustainability, and fiduciary. Government regulations need to be issued by MoEC and participating districts prior to the start and during the project to enable the implementation of the Pay for Performance Mechanism (PPM) using Tunjangan Khusus and to support the Community Empowerment Mechanism (CEM). The drafting of these regulations will be adapted from regulations that were developed for the Pre-Pilot Phase, which was carried out between July 2014 and May Intensive coordination with government officials will be conducted throughout the duration of the project to mitigate potential delays. As implementation progresses, the risk associated with the technical design has lessened. Due to the issuance of government regulations at the national, district and village levels, the risk relating to political and governance has decreased. Likewise, with implementation activities on-going in 191 of 203 schools, and strong government buy-in in 5 districts and 33 sub-districts, the stakeholders risk has been reduced. Only two risks remain in moderate rating: fiduciary and institutional capacity for implementation and sustainability.
