The contract for the acquisition of 60 TUEs with the CMC-CNRCRC Consortium is being executed in full compliance with contractual terms and the production of the trains has been accompanied and deemed satisfactory by the Client. As reflected in the current plans of the CMC-CNRCRC Consortium, the evolution of the manufacturing and assembly of Page 1 of 7

2 trains indicates that they will be delivered five months before the time set in the original contract schedule. 2. The first TEU was shipped from China on March 12, 2014, three months earlier than originally anticipated, and arrived in Rio on May 21, Additional units will continue to be delivered every month until June The State and the CMC-CNRCRC Consortium have reached an agreement to amend the 60-train contract to procure 10 more trains at the same price and that will be delivered within the original contract schedule. 4. The development of State Logistics Plan (PELC) is now underway and preliminary reports have already been delivered. The following activities still demand close supervision to ensure that observed implementation issues are solved and activities get on track to contribute to achieving the objectives of the project: 1.The term of the contract for the update of the Urban Transport Master Plan (PDTU) has been extended several times and is now expected to be completed by the end of August This represents a significant delay relative to the previous expected delivery date of November The Bank has facilitated conversations between SETRANS and the Consultant in charge of updating the PDTU. However, discussions around methodological issues have not been finalized putting at risk the delivery of the outstanding products by the established deadline. Currently, it is imperative for SETRANS and the Consultant to unlock discussions around methodological issues and agree on a solution that allows for the rapid completion and delivery of the remaining products. 2. The State has not launched other studies that had been contemplated under the Institutional Strengthening Component. These include the Transit Oriented Development (TOD) Pilot Project and the Bicycle-Rail Integration Business Model studies, which are ready to launch but have not yet been contracted. SETRANS and CENTRAL have limited staff and resources and do not have the capacity to prepare and implement various studies. The Bank is supporting the Client in this area with the contracting of consultants. 3. The State will need to reinforce its capacity to prepare and manage other institutional strengthening activities that are being prepared in the areas of climate change adaptation and intelligent transportation systems. 4. The development of the PELC could be subject to delays due to issues related to the unavailability of personnel to carry out the required surveys. This situation needs to be monitored closely in the future. 7 Key Decisions Regarding Implementation The Project continues to be on track for achieving its Development Objective. Due to persisting delays in the implementation of the activities included in the Institutional Strengthening Component (Component 2), the Implementation Progress Rating remains Moderately Satisfactory. Failure to make progress in the contracting of the priority studies by the time of the next supervision mission may result in a further downgrade of the project implementation rating. Finally, there have been delays in environmental management reporting that have also caused this rating to be downgraded to Moderately Satisfactory.
