Designing Safety and Health Management Systems What About the Terminal and Airfield Maintenance? Ella Rice Moultrie, MSPH, C.M. City of Charlotte Aviation Department Charlotte Douglas International Airport Charlotte, North Carolina
Purpose Define Safety and Health Management Systems (SHMS) Provide a framework for Safety and Health Management Systems Understand the current state of Aviation Safety and Health Management Systems (SHMS) Demonstrate how SHMS looks in Aviation from the Terminal to the Airfield
Expected Outcomes Understanding of Aviation Safety and Health Management System Apply OSHA s general industry standards to Aviation Implement SHMS purposefully Tools to customize SHMS in Aviation
What is Safety and Health? Describes policies in place to ensure the safety and health of employees within a workplace. Involves hazard identification and control according to government standards and ongoing safety training and education for employees. It addresses not only OSHA regulations and ways to reduce the exposure to hazards in work areas, but also organizes a performance driven framework for continued focus and improvement on safety. The overall benefit in reduced lost wages, disability claims and property damage will outweigh the initial investments.
Safety and Health Management System Safety and Health Management Systems (SHMS) aims at providing a method to assess and improve performance in the prevention of workplace incidents and accidents via the effective management of hazards and risks in the workplace. It is a logical, stepwise method to decide what needs to be done, how best to do it, monitor progress toward established goals, evaluate how well it is done and identify areas for improvement.
Safety and Health Management System Model Plan Policies Allocate Resources Organize systems Hazard Identification Risk Assessment Do Implementation Check Measuring active and reactive performance Act Reviewing the systems in place Continual Improvement The Deming Cycle (PDCA)
Safety and Health Management Systems Elements Safety and Health Training Communication and Coordination for Control Safety and Health Management Systems Hazard Prevention and Control Management Commitment & Employee Involvement Worksite Analysis
Management Commitment & Employee Involvement Clearly written policies that communicate safety and health as a organizational goal. Communicate policies to all workers Business decisions inclusive of safety and health Visibility in operational activities constantly demonstrating safety practices Employee participation
Worksite Analysis Auditing Processes Internal Audits External Audits Departmental Local Self Audits
Hazard Prevention and Control Identify control options Select control options Develop and update a hazard control plan Select control to protect workers during nonroutine task operations and emergencies Implement selected controls in the workplace Follow up to confirm that controls are effective
Safety and Health Training Provide program awareness training Train employers, managers, and supervisors on their roles in the program Train employees on their roles in the program Train workers on hazard identification and controls GHS
Communication and Coordination for Control Establish Effective Communication Establish Effective Coordination
Honeycomb Approach to Aviation SHMS The Honeycomb Approach to Safety and Health Management is a technique used at Charlotte Douglas International Airport. It uses the principle of the Honeycomb Model with parallel questions. 1. What is the industry/process? 2. What safety and health laws govern the industry? 3. How is safety and health measured? 4. How can hazards be measured? 5. Who provides the hazard analysis? 6. Who provides the solutions?
