2 LEGAL NOTICE REQUEST FOR QUALIFICATIONS The MASSACHUSETTS PORT AUTHORITY (Authority) is soliciting consulting services for MPA CONTRACT NO. L1557-S1 AUTOMATED PEOPLE MOVER (APM) SYSTEM/FACILITY PROGRAMMING, PLANNING AND DESIGN PROFESSIONAL, LOGAN INTERNATIONAL AIRPORT, EAST BOSTON, MASSACHUSETTS. The Authority is seeking a qualified multidiscipline consulting team, with proven aviation planning and design experience to provide professional services including program definition, APM system design, permitting, planning, architectural and engineering design, and construction related services, including resident inspection and project controls relative to the construction of the APM. The consultant shall demonstrate experience in several disciplines including but not limited to Transportation Planning, Passengers Modeling, Financial/Funding Options, APM Systems Design, APM Operational and Maintenance Program Setups, APM Systems Procurement, Architectural, Civil, Structural, Mechanical, Electrical, Fire Protection, Vertical Transportation, Cost Estimating, Environmental Permitting and Construction Phasing. The contract will be work order based, and Consultant s fee for each work order shall be negotiated. A Supplemental Information Package will be available, on April 25 th, 2018 on the Capital Bid Opportunities webpage of Massport as an attachment to the original Legal Notice, and on COMMBUYS ( in the listings for this project. In recognition of the unique nature of the project and the services required to support it, the Authority has scheduled a Consultant Briefing to be held at 10 am on April 26 th, 2018 at the Capital Programs Department, LOC Auditorium, Logan Office Center, One Harborside Drive, East Boston, Massachusetts At this session, an overview of the project will be provided, the services requested by the Authority will be described, and questions will be answered. By responding to this solicitation, consultants agree to accept the terms and conditions of Massport s standard work order agreement, a copy of the Authority s standard agreement can be found on the Authority s web page at The Consultant shall specify in its cover letter that it has the ability to obtain requisite insurance coverage. This submission, including the litigation and legal proceedings history in a separate sealed envelope as required shall be addressed to Houssam H. Sleiman, PE, CCM, Director of Capital Programs and Environmental Affairs and received no later than 12:00 Noon on May 24 th, 2018 at the Massachusetts Port Authority, Logan Office Center, One Harborside Drive, Suite 209S, Logan International Airport, East Boston, MA Any submission which is not received in a timely manner shall be rejected by the Authority as non-responsive. Any information provided to the Authority in any Proposal or other written or oral communication between the Proposer and the Authority will not be, or deemed to have been, proprietary or confidential, although the Authority will use reasonable efforts not to disclose such information to persons who are not employees or consultants retained by the Authority except as may be required by M.G.L. c.66. 3 Overview: Boston Logan International Airport is evaluating development/implementation of an Automated People Mover (APM) to alleviate congested traffic flow due to increased and projected increases of passenger volumes. Implementation of the Logan APM is a complicated undertaking. The APM will need to be planned so that it will be complementary with ongoing improvements within the airport, including: Terminal E Modernization Terminal C Roadways Terminal C Canopy and Upper Deck Parking Expansion In addition to integrating with the above improvements, the financial plan for the APM must be based on the needs of these programs, as well as the airport. The planning, design, and construction will be a multi-year process. Construction of the APM adjacent to the above listed improvements at Logan, while minimizing impact to Airport operations will necessitate a phased approach yet still allow for completion of the APM before traffic congestion at Logan curtails growth. In some cases, enabling work will need to be included in other ongoing projects to facilitate the implementation of the APM and avoid re-work. Figure 1 APM Loop Alternative 2

4 Scope of Work: The MASSACHUSETTS PORT AUTHORITY (Authority) is soliciting consulting services for MPA CONTRACT NO. L1557-S1 AUTOMATED PEOPLE MOVER (APM) SYSTEM/FACILITY PROGRAMMING, PLANNING AND DESIGN PROFESSIONAL, LOGAN INTERNATIONAL AIRPORT, EAST BOSTON, MASSACHUSETTS. The Authority is seeking a qualified multidiscipline consulting team, with proven aviation planning and design experience to provide professional services including program definition, APM system design, permitting, planning, architectural and engineering design, and construction related services, including resident inspection and project controls relative to the construction of the APM. The consultant team must also possess the ability to produce a compelling case for the people mover to be presented to various stakeholders including the airlines. In addition, the consultant team must have experience in APM funding and financing including federal grants application. The consultant team must be experienced in procurement of APM system of various types. The Consultant must be able to work closely with the Authority and other interested parties in order to provide such services in a timely and effective manner. The consultant shall demonstrate experience in several disciplines including but not limited to Transportation Planning, Passengers Modeling, Financial/Funding Options, APM Systems Design, APM Operational and Maintenance Program Setups, APM Systems Procurement, Architectural, Civil, Structural, Mechanical, Electrical, Fire Protection, Vertical Transportation, Cost Estimating, Environmental Permitting and Construction Phasing. The scope of professional services is divided into main 6 main categories of Identifying Needs, APM System Definition, Facilities Design Criteria, APM Architectural and Engineering Design, APM System Procurement Support, and APM Implementation. Accordingly, the tasks shall include, but not be limited to the following: 1 IDENTIFYING NEEDS 1.1 Document Review The initial task of the design team will be to perform a detailed review of the previous studies, strategic plans, Current Airline Operational data, Aviation Activity Forecast, Proposals and design documents of ongoing and future projects of the airport that could impact APM, etc. The intent of the review is to document the validity of the planning criteria and assumptions. 1.2 General Planning and Programming Services The design team is requested to develop a comprehensive master plan starting with the simple articulation of airport needs and ending with a complete project definition that is ready for preliminary design and engineering. The following studies are considered to be developed during this activity; however, the scope might be not limited to this list: 3

5 1.2.1 APM/Terminal Interface Planning APM System Timeline Review Community/media outreach plan Information Briefings and Site Visits APM Conceptual Design Report; Environmental Assessment documents prepared for Stages of APM System Transit studies related to the interface with the Airport APM System and T Transportation Center development plan 1.3 Prepare Concept Review Report Based on the review of the Planning and Concept Design studies, the design team will complete the following tasks and any other tasks required by the authority and incorporate the results into the Concept Review Report: Alignment Study Station Locations and Configuration / Sizing Failure Management Evaluation Prepare Concept Review Report Planning Level Cost Assessment Renewable Energy Potential Resources 1.4 APM Operational Analysis The Design Team shall review Operational Planning Criteria and Assumptions used in the preparation of the Logan International Airport APM Planning and Conceptual Design Studies. These criteria include but might not be limited to Update Ridership Train Simulation Operational Analysis Technology Assessment Circulation and Trip Time Analysis Passenger Queuing Analysis Emergency Evacuation Analysis Prepare Operational Analysis Report 2 APM SYSTEM DEFINITION 2.1 Define Type of APM System This task concerns the definition of the APM system and its components such as type of the guideways, type of the rail, vehicles, etc. 2.2 Define Propulsion Power System This task will develop the preliminary design of the APM Propulsion Power System including the identification of the source of electrical power at Logan International Airport. 4

6 2.3 System Definition Summary Report This task is the result of Concept Review Report, Operational Analysis and definition of propulsion Power System tasks that should be incorporated into a final APM System Definition Summary Report. 3 FACILITIES DESIGN CRITERIA The Design Team will develop facilities design criteria to define interfaces between the APM Systems and related facilities. Related facilities are not limited to: 3.1 APM System Guideway The Design Team will provide criteria relative to the required vehicle dynamic envelope, guideway alignment, guideway loads (static and dynamic), lighting, drainage and emergency access requirements, among others. 3.2 Maintenance Facility The Design Team will provide criteria relative to the recommended Maintenance Facility location, size, and configuration. Additional information will include: required utility services, access, lighting, structural, functional and space allocations. 3.3 Central Control Facility The Design Team will provide recommended location, size, functional layout and other unique requirements for the Central Control Facility. 3.4 Equipment Rooms The APM System will require a limited amount of space for electronic equipment, dispersed along the APM right-of-way and at stations. Space, functional and services requirements for wayside electronics rooms and station equipment rooms will be provided as part of the Facilities Design Criteria handbook. 3.5 Guideway and Station Interface The Design Team will provide dimensional requirements for the physical interfaces between the guideway and the stations. 3.6 Facilities Design Criteria Handbook The information described above will be compiled in a Facilities Design Criteria Handbook, which will be utilized by the APM Facilities Design Team as criteria for the design of stations, guideways, tunnels, maintenance facilities, etc. 4 APM ARCHITECTURAL AND ENGINEERING DESIGN 4.1 Preparation of Architectural and Engineering Design: Required scope includes but is not limited to the design of guideway of the APM and its structure, all the stations along the APM path, maintenance and storage facilities, vertical and horizontal accesses, etc. 5

7 5 APM SYSTEM PROCUREMENT SUPPORT 5.1 APM System Procurement Planning The design team will prepare a recommended procurement approach for the APM System at Logan International Airport. The required scope includes but might be not limited to: Identification of Procurement Approach Procurement Planning Develop Detailed Procurement Plans and Procedures Develop APM Contract Scope Prepare Cost Estimate for APM System Prepare Schedule for APM System 5.2 APM System Procurement Process The design team will complete the following tasks and more -based on the request of the authority- to support the procurement process for the Logan International Airport APM System Request for Proposals Pre-Proposal Conference Prepare Detailed Evaluation Procedures and Forms Evaluate Proposals Assist the Authority to Negotiate with Contractor Assist the Authority in the Process of Awarding the APM Contract 6 APM SYSTEM IMPLEMENTATION Implementation Phase Services will begin after award of the APM Contract to the selected Contractor and extend through the remainder of the project, until the APM System becomes operational. 6.1 Design and Quality Oversight During the implementation of the Logan International Airport APM System, the design team will provide design and quality oversight reviews of the APM Contractor. The complementary tasks for this activity includes but is not limited to: Contract Submittals Reviews Design Audit Reviews Quality Assurance Reviews In recognition of the unique nature of the project and the services required to support it, the Authority has scheduled a Consultant Briefing to be held at 10 am on April 26 th, 2018 at the Capital Programs Department, LOC Auditorium, Logan Office Center, One Harborside Drive, East Boston, Massachusetts At this session, an overview of the project will be provided, the services requested by the Authority will be described, and questions will be answered. 6

8 Evaluation Criteria: The submission shall be evaluated on basis of: (1) Successful completion of at least one (1) major airport circulator project that included concept development, programming, permitting, architectural and engineering design, planning and technical functions as well as oversight of the construction of similar scope and complexity as the services contemplated herein. The project shall include work on both the systems and infrastructure components of the project completed within the past 5 years. (2) Project Manager shall have sufficient experience and multidiscipline technical expertise performing planning and implementation of Airport circulator systems. (3) Geographic location and availability of the Project Manager, resident inspectors and other key personnel to be assigned to the project, (4) Experience and expertise of sub-consultants, (5) Development of a BIM Model and management of a BIMxP (BIM Execution Plan) in support of Programming, Design and Construction. (6) Demonstrated experience in Lean Design, Lean Construction and long-term experience working collaboratively with CMs selected early in the design phase. (7) demonstrated ability to perform work with minimal disruption to airport operations, (8) Familiarity with MGL, including filed sub-bid experience, (9) Cost management and scheduling capabilities, (10) M/W/DBE and affirmative action efforts, please indicate the proposed % of M/W/DBE participation. The project may receive federal grants. (11) Current level of work with the Authority, and past performance for the Authority, if any, (12) Experience with sustainable design concepts and resiliency, and (13) Project understanding and technical approach to this project. Selection Process: The selection shall involve a two-step process including the shortlisting of a minimum of three firms/teams based on an evaluation of the Statements of Qualifications received in response to this solicitation. Shortlisted teams will receive a Request for Proposal currently scheduled to be issued in late May, Submissions Requirements: Each submission shall include a Statement of Qualifications that provides detailed information in response to the evaluation criteria set forth below and include Architect/Engineer & Related Services questionnaires SF 330 ( with the appropriate number of Part IIs. M/W/DBE Certification of the prime and sub-consultants shall be current at the time of submittal and the Consultant shall provide a copy of the M/W/DBE certification letter from the Supplier Diversity Office, formerly known as State Office of Minority and Women Business Assistance (SOMWBA) within its submittal. The Consultant shall also provide an (1) original and fourteen (14) copies of litigation and legal proceedings information, signed under the pains and penalties of perjury, in a separate sealed envelope entitled Litigation and Legal Proceedings. In order to be eligible for selection, all aspects of Chapter 7C, Section 44 of the General Laws of the Commonwealth of Massachusetts shall be satisfied including the majority of the firm s Board of 7

9 Directors or ownership shall be registered in the Commonwealth of Massachusetts in accordance with the applicable provisions of the statute. Consultants shall furnish professional registration status of the firm s board of directors or ownership. All individuals responsible for technical disciplines shall, upon commencement of the project, be registered Architects or Engineers, in that discipline, in the Commonwealth of Massachusetts. The Authority may reject any application if any of the required information is not provided: Cover Letter, Insurance Requirements, Litigation and Legal proceedings, Registration of the Board of Director as defined in MGL Chapter 7C Section 44, and SF330 Part IIs for the Prime and every subconsultant. Make sure that, in the Cover Letter, you mention the Insurance Requirements, Litigation and Legal proceedings, Registration of the Board of Director as defined in MGL Chapter 7C Section 44. Submissions shall be printed on both sides of the sheet (8 1/2" x 11"), no acetate covers. An (1) original and Fourteen (14) copies of a bound document AND one PDF version on a disc each limited to: 1) An SF 330 including the appropriate number of Part IIs, 2) Resumes of key individuals only each limited to one (1) page under SF 330, Section E, 3) No more than ten (10) projects each limited to one (1) page under SF 330, Section F, 4) Due to the complexity of the scope of work, we waived the page limit of Section H. But please be mindful in addressing ALL evaluation criteria items. Litigation and legal proceedings should still be submitted in a separate sealed envelope.
