1 ADVERTISEMENT FOR DESIGN BUILDER PREQUALIFICATION Subject to conditions prescribed by the University of California, San Diego, responses to the University's prequalification documents for a Design Build contract are sought from Proposers for the following project: NUEVO WEST GRADUATE STUDENT HOUSING PROJECT NO. 5053/A4L-406/ ESTIMATED DESIGN-BUILD COST: $140,000,000 PREQUALIFICATION OF PROSPECTIVE PROPOSERS The University's primary objective in utilizing the design build approach is to bring the best available integrated design and construction experience to this project. The University strongly discourages Proposers from establishing exclusive arrangements with subcontractors or with subconsultants at this time. Only the names of the Architect(s) and Contractor(s) are to be provided in response to this Request for Prequalification. The University has determined that Proposers who submit proposals on this project must be prequalified. Prequalified Proposers will be required to have the following California contractor's license: GENERAL BUILDING CONTRACTOR, B. GENERAL DESCRIPTION OF WORK The project consists of the following three separate components: Housing The Nuevo West Graduate Student Housing project would redevelop the existing low-density housing located between One Miramar Street Apartments and the new Mesa Nueva Housing (currently under construction) at North Mesa. The proposed project would provide a minimum of 800 new beds for the campus, arranged in 2 and 4 bedroom apartments in low and high rise buildings. The proposed project would include meeting/study rooms, laundry facilities, fitness gym, a roof deck gathering space and a small retail space for a coffee shop or café. The project will connect the existing One Miramar Street Graduate Housing and the new Mesa Nueva Graduate Housing. The low density apartments currently on site, consisting of 100 beds in six buildings, would be demolished. Parking Facility A shared parking structure would be constructed across the street north of the Mesa Nueva project (currently under construction) and would provide parking for residents of Mesa Housing and staff parking for employees of the UC San Diego Health System. The number of spaces will be a minimum of 1,244 which will include ADA spaces, electrical vehicle charging spaces, and motorcycle spaces. The proposed parking structure is located in surface parking lot P783 north of Miramar Street, between Mesa Housing and the UC San Diego Health System. DB:ADBP 1
2 Patient Family House North The Patient Family House North is a separate program created to accommodate needs of family and relatives of patients being treated at the UCSD Medical Center. The program consists of 15 2 bedroom apartments, 25 hotel style rooms, community kitchen and laundry facilities, common areas and parking spaces. Integrating the program for the Patient Family House North and the Nuevo West Graduate Student Housing will be a requirement of the Design Build teams. A comprehensive Detailed Project Program will be issued to the Design-Build teams selected to participate in the Design-Build Competition. PROCEDURES The prequalification process will be conducted in two steps and will result in the selection of finalists who will be prequalified and will be issued proposal documents for this Project. The prequalified Proposers will submit price and technical proposals. The technical proposals will be scored according to an established scoring system. The price will be divided by the score to determine a price per technical point. The prequalified proposer submitting the lowest price per technical point will be the apparent low Proposer for the Project. A stipend of $240,000 per team will be distributed to responsive proposers that are not awarded the project. Level I will be the submittal of prequalification documents described in more detail below. After receipt of the prequalification documents, the University will review and determine a preliminary point score for each submittal. Requests for clarifying information and additional data will be made at this time, if required. After receipt and review of the clarifications and additional data, each prequalification submittal will receive a final point score. Scoring of Proposers for this first Level will be determined by the application of an established rating system in accordance with the following information (detailed submittal requirements are contained in the Prequalification Questionnaire): 1. California Contractor s license 2. Surety and Bonding Capacity 3. Financial Data 4. Insurance 5. Design-Build Experience a. Graduate Student Housing (800 minimum beds) b. Parking Structures (1,244 minimum spaces) c. Patient Family House North 6. Key Personnel: (architectural team and contractor team) common experience. 7. Qualifications of Key Personnel a. Organizational Chart of Key Participants, Resumes of Key Personnel and Management Plan 8. Quality Control Plan for Design Phase and Construction Phase 9. BIM Modeling 10. Arbitration and litigation claims history 11. Safety record DB:ADBP 2
3 A proposer who falls under any of the following categories, will be excluded from further consideration in the prequalification process and from participating in the Level II Interview: 1. Proposer does not have the proper license. 2. Proposer does not meet established minimum standards for bonding capacity (as described in the Prequalification Questionnaire). 3. Proposer is not able to obtain required insurance. 4. Proposer does not satisfy the required financial information. 5. Proposer has had a surety finish work on a contract in the last ten (10) years. 6. Proposer is presently disqualified from performing work for the University of California or another Public Entity. 7. Proposer did not submit required information. The Design-Build delivery process requires the prequalification of a responsible contractor and design firm working together as a Design-Build team. The University will review the Design-Build teams Prequalification Questionnaires and the top five (5) Design-Build teams will be invited to participate in an oral interview. Level II will be the Interview. Proposers will be notified whether or not they have been selected for Level II Interview. The results of the Level II Interview will be separately scored based on an established rating system. Level II Interview will address the items contained in the Level II Interview Requirements Document. Prior to the Level II Interview, the University may supplement these requirements: 1. Overall experience with design build. 2. Specific examples from similar past projects, both construction and design. 3. Previous experience with public or private university projects. 4. Anticipated major/significant schedule problems and proposed solutions. 5. Specific project site logistic and grading challenges and solutions. 6. Structural system strategies 7. Personnel qualifications. Proposers will be notified whether or not they have been prequalified after the University evaluates the results of the Level II Interview. These teams will be invited to participate in the interview, tentatively scheduled during the last two weeks of July. The three (3) Design-Build teams who receive the highest amount of points after the interviews, based on the established rating system, will be considered the best qualified teams and designated as the only teams eligible to participate in the Request for Proposal (RFP) process. These Design-Build teams will be issued RFP documents and will be invited to submit a proposal to design and construct the Project. Additional information and details regarding proposal preparation, submittal and the University s evaluation and award process will be provided to the prequalified Design-Build teams in the RFP and at a mandatory pre-proposal conference. The three (3) prequalified proposers will submit proposals that will be evaluated based on a scoring system to be published in the RFP DB:ADBP 3
4 The successful Design-Build team will be responsible for a subsequent design and construction phases including: completing schematic design, design development, construction documents, and all work required to construct the project. Each member of the Design-Build team shall comply with the applicable laws and codes of the State of California. The Design-Builder shall hold all required licenses and be the financially responsible entity for bonding and insurance as a mandatory prerequisite for qualification. Successful Proposers will be notified of date and time of Level II Interview. Confidentiality of the information provided will be respected to the extent permitted by law. Response to the Prequalification Questionnaire must be submitted on the forms contained within the Prequalification Questionnaire. All information requested in these forms must be provided in order to be considered "responsive" to the requirements of the prequalification. Roth Auditorium), 2880 Torrey Pines Scenic Drive, La Jolla, CA Sanford Consortium is the building just south of Torrey Pines Center South. Attendance at the Prequalification Conference is mandatory for Proposers attempting to become prequalified to propose on this specific project. DB:ADBP 4
5 There is parking and a parking pay station at Sanford Consortium. Also, metered parking spaces are available (for up to 2 hours) in the service yard/shuttle stop parking lot and underground parking area of Torrey Pines Center South. Please allow ample time to secure parking. Proposers must be present for the entire conference. PROPOSAL SCHEDULE Following is the anticipated proposal schedule for responses to the RFP & DPP: 1. RFP/DPP Proposal Documents available to the prequalified Proposers August 1, RFP/DDP Proposals received September 15, RFP/ DPP Proposal evaluation and the apparent low proposal determination September 22, 2016 The exact dates, times, and location of the RFP/DPP documents will be set forth in an Announcement to Prequalified Proposers (advertisement). The University reserves the right to reject any or all responses to Prequalification Questionnaires and any or all proposals and to waive non-material irregularities in any response or proposal received. Proposal security in the amount of 10% of the lump sum price proposal, excluding alternates, shall accompany each proposal. The surety issuing the Bid Bond shall be, on the proposal deadline, listed in the latest published State of California, Department of Insurance, list of Insurers Admitted to Transact Surety Insurance in this State. All insurance policies required to be obtained by Proposer shall be subject to approval by University for form and substance. All such policies shall be issued by a company rated by Best as A- or better with a financial classification of VIII or better, or have equivalent ratings by Standard and Poor's or Moody's. The Certificate of Insurance shall be issued on the University s form. Prospective Proposers desiring to be prequalified are informed that they will be subject to and must fully comply with all of the proposal conditions including 100% payment and 100% performance bonds. All information submitted for prequalification evaluation will be considered official information acquired in confidence, and the University will maintain its confidentiality to the extent permitted by law. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Proposer may be required to show evidence of its equal employment opportunity policy. The successful Proposer and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Proposal Documents and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. DB:ADBP 5
6 ALL CONTRACTORS AND SUBCONTRACTORS MUST BE REGISTERED WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS (DIR) AT THE TIME THE PROPOSALS ARE SUBMITTED. Go to for more information and to register. Contractors and subcontractors on all public works projects must use the DIR s upgraded electronic certified payroll reporting (ecpr) system to furnish certified payroll records (CPRs) to the Labor Commissioner. Per DIR News Release No dated May 19, 2016, Enforcement of the Requirement to Submit Electronic Certified Payroll Reports to DIR to Resume in August No contractor or subcontractor, regardless of tier, may be listed on a Proposal for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section and This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Prequalified Proposer shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $13 per hour as of 10/1/15, $14 per hour as of 10/1/16, and $15 per hour as of 10/1/17) and shall comply with all applicable federal, state and local working condition requirements.
