3 1.0 INSTRUCTION TO BIDDERS: 1.1. NOTICE FOR INVITING BIDS: NOTICE IS HEREBY GIVEN that the San Bernardino Community College District, hereinafter referred to as District, is calling for and will receive sealed Bids for the award of a contract for the Construction Services for Trane Chiller CH-1 AFD Replacement Project at San Bernardino Valley College (). Bids will be accepted up to but not later than, the time stated in Section 1.3 below. License Required: California Contract License C PREQUALIFICATION REQUIREMENTS (UCCAP): The District s Board of Trustees adopted a resolution for Uniform Construction Cost Accounting Program (UCCAP) for informal bids. The District maintains a list of pre-qualified contractors according to trade category for public works projects valued between $45, and $175, This public work bid falls under the category of UCCAP. Only UCCAP approved vendors will receive this bid for contractor license C-20. To learn more about the UCCAP Program you can access this link: SBCCD/Facilities Planning/UCCAP. Del Rosa Drive San Bernardino, CA All Bids shall be made and presented only on the forms presented by the District and pursuant to the instructions set forth in this NIB. Any Bids received after the time specified above, or after any extensions due to material changes, shall be returned unopened PRE-BID INFORMATION: There will be one scheduled Mandatory Site Walk and Conference. Attendance by a representative of the Contractor is MANDATORY for submitting a Bid to this NIB. The MANDATORY Site Walk and Conference will be held on June 13, 2018 at 9:00 a.m. PST. Meeting Location will be at Maintenance & Operation Building (M&O) at 701 S Mt Vernon Ave, San Bernardino, CA The map is attached for reference in the last page of this NIB PROJECT IDENTIFICATION & DESCRIPTION: Construction Services for the Trane Chiller CH-1 AFD Replacement Project located at M&O Building at San Bernardino Valley College (). THE SCOPE OF WORK AND SERVICES INCLUDE: i. Background: Due to an unexpected electrical surge at San Bernardino Valley College, the Central Plant s Trane Chiller (CH-1) s Adaptive Frequency Drive is damaged and required a full replacement including its all associated accessories. ii. Provide labor, materials, equipment, insurance, bonds and any other items necessary to complete the scope of work outlined in these Construction documents (NIB, Exhibits, Addendums, etc.). iii. The overall scope includes, but not limited to the following: Remove one (1) existing failed LiquiFlo 2 AFD and replace with one (1) new Module Power LiquiFlo 2 AFD onto the existing Trane Chiller CH-1 at Central Plant. iv. Complete the repair work in accordance with the AQMD guidelines. v. Coordinate the work with the Trane Chiller Manufacturer and ACCS EMS control system as needed to bring the system operational to the Chiller CH INQUIRIES: Inquiries regarding the Project are to be directed to SBCCD, Director of Facilities Planning & Construction; Hussain Agah, 114 South Del Rosa Dr, San Bernardino, CA All Bid documentation questions, concerns, and clarification requests shall be in writing and submitted via to hagah@sbccd.cc.ca.us. All inquiries via writing shall be clearly identified as the Construction Services for the Trane Chiller CH-1 AFD Replacement Project located at M&O Building at San Bernardino Valley College. 5 All telephonic inquiries will be documented in writing. No Requests for Information will be accepted after 5:00 p.m. PST on June 13, DSITRICT S VICE CHANCELLOR AUTHORITY: DELEGATED BOARD AUTHORITY TO INCREASE AND DECREASE CONTRACT TIME AND CONTRACT PRICE: The District s Board of Trustees has delegated authority to the District s Vice Chancellor for Fiscal Services to execute change orders, partial change orders, Construction Directives, and compromises, which may increase and/or decrease the Contract Price and/or may increase and/or decrease the Contract Time for this Project. As such, the Vice Chancellor for Fiscal Services signature on a change order, partial change order, Construction Directive, and/or compromise is sufficient to bind the DISTRICT provided that the increased and/or decreased costs of individual changes do not exceed the amount specified in the applicable contract. California Public Contract Code Sections 20651, 20655, and 20659, as revised in accordance with Section 22020, if applicable, or ten percent (10%) of the original contract price, whichever is greater. The District reserves the right to reject any or all bids, and to waive any irregularities or informalities in any Bids or any requirements of these specifications as to bidding procedures SUBCONTRACTORS Each bidder shall submit with its bid, on the form furnished with the contract documents, a list of the designated subcontractors on this Project as required by the Subletting and Subcontracting Fair Practices Act, California Public Contract Code Sections 4100 et. seq BID SECURITY (NOT APPLICABLE FOR THIS BID EMERGENCY PROJECT) In accordance with California Public Contract Code Section 22300, the DISTRICT will permit the substitution of securities for any monies withheld by the DISTRICT to ensure performance under the contract. At the request and expense of the Contractor, securities equivalent to the amount withheld shall be deposited with the DISTRICT, or with a state or federally chartered bank as the escrow agent, who shall then pay such SBCCD Prequalification Program 5 of 7

6 monies to the Contractor. Upon satisfactory completion of the contract, the securities shall be returned to the Contractor PUBLIC WORKS REFORMS (SB 854) REQUIREMENTS No contractor or subcontractor may be listed on a Bid for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section [with limited exceptions from this requirement for bid purposes only under Labor Code section (a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section PREVAILING WAGES REQUIREMENTS The DISTRICT has obtained from the Director of the Department of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locality in which this work is to be performed for each craft, classification, or type of worker needed to execute the contract. These per diem rates, including holiday and overtime work, as well as employer payments for health and welfare, pension, vacation, and similar purposes, are on file at the DISTRICT, and are also available from the Director of the Department of Industrial Relations at; Pursuant to California Labor Code Sections 1720 et seq., it shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under such Contractor, to pay not less than the said specified rates to all workers employed by them in the execution of the contract WITHDRAWAL OF BIDS No bidder may withdraw any bid for a period of ten (10) calendar days after the date set for the opening of bids BONDS Separate payment and performance bonds, each in an amount equal to 100 % of the total contract amount are required, and shall be provided to the District prior to execution of the contract and shall be in the form set forth in the contract documents. All bonds (Performance, and Payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure Section TIMELY DELIVERY OF BIDS It is each bidder s sole responsibility to ensure its bid is timely delivered and received at the location designated as specified above. 7 2.0 DISTRICT PROFILE Construction Services The Contractor will be required to submit monthly demographics/local hire work force and payment summaries with each progress payment. The District is requiring the General Contractor to provide monthly reporting of workforce utilized on the project, separated by subcontract. In addition, the District will require monthly payment summaries corresponding to each employee wages, subcontractor progress payments and General Contractor payments. Furthermore, the General Contractor will be required to provide all local wages for local residents as shown on certified payroll, subcontract values, subcontractor payments differentiated by local vs. non-local. The District was established in 1926 and serves most of the County of San Bernardino and a small portion of the County of Riverside. The District includes two comprehensive community colleges: San Bernardino Valley College and Crafton Hills College, a Professional Development Center, and KVCR-TV and FM. The District employs approximately 800 fulltime permanent faculty and staff and approximately 600 part-time faculty, and have approximately 20,000 students enrolled in one or more courses during the PROJECT OVERVIEW The Central Plant facility at San Bernardino Valley College was constructed in in It provides centralized chilled water to the mechanical air handler units for the majority of SBVC campus facilities. The Central Plant has two (2) Trane Chillers. Chiller CH-1 Adaptive Frequency Drive has been damaged due to an expected power surge and required a full replacement. 3.0 PROJECT MANAGER AND PRIMARY CONTACT Robert Jenkins, Director of Facilities M&O at SBVC is the Project Manager for this project. Phone: (909) ; rjenkins@sbccd.cc.ca.us 3.1 SBVC SPECIAL CONSIDERATIONS This is an emergency project and affects the campus operation. Contractor shall work very diligently and collaboratively with the Campus M&O personnel and District contractors in order to make sure the expeditious delivery and successful repair of the project.
