7 A Different Approach to Project Delivery Successful project delivery objectives are achievable We have developed a project delivery method called Collaborate-Bid-Build (CB 2 ) The case study is underway at the Davidson Behavioral Health Facility
8 Collaborate - Bid - Build (CB 2 ) Goals: BIM is used to facilitate collaboration and to make smart decisions early in the design Incentivize the team to reduce or eliminate rework To ensure competition Use of familiar AIA contract terms A195/A295/B195 Early general contractor and subcontractor input on constructability Reduce construction time
9 Collaborate - Bid - Build (CB 2 ) Conceptual Plan, Step 1: A conceptual plan is needed to obtain fees from designers and fees and general conditions from contractors. Engage and compensate a designer to provide a design that contains enough information to determine designer fees and general contractor fees/general conditions. Determine incentive amount. Seek proposals from designers and general contractors based on the conceptual plan.
10 Collaborate - Bid - Build (CB 2 ) Collaborate, Step 2: After conceptual design, select team on Qualifications, Fee, and General Conditions The team selects Key Subs for preconstruction with the knowledge they will eventually bid against other subs The team collaborates on design using BIM Design emphasis is placed on eliminating errors, omissions, and scope gaps Bid no sooner than the end of DD Phase but early enough to allow off-site prefabrication

12 Collaborate - Bid - Build (CB 2 ) Bid, Step 3: Prepare bid packages to eliminate scope gaps Bids go out to Key Subcontractors and 1 2 other subs Any unsuccessful Key Sub from preconstruction stays in the Incentive Pool Other packages are bid normally Bid packages may go out at different times Bids are opened by the team No post bid adjustments are made

14 Collaborate - Bid - Build (CB 2 ) Build, Step 4: Lump Sum Agreement is recommended if there are no items outside of the bid packages As an option, contract as a GMP with few allowances (if any) - Incentive Pool replaces contingency Incentive Pool eroded by Scope Gaps, Errors, Omissions, foreseeable Field Conditions, and Delays Owner must still carry contingency

17 Advantages (CB 2 ) Lower cost through early good decisions Schedule is shortened through pre-fabrication & BIM Ease of administration and billing The process and the utilization of BIM reduces changes driving construction Contractor and sub contractor input and constructability are gained and can still be used within a policy for public bids
