3 A-E Requirements Must employ a dedicated SSHO. SSHO to have completed the 40-hr Construction Safety Hazard Awareness Course offered by GCA- Hawaii, BIA-Hawaii, ABC-Hawaii and Guam Contractors Association. SSHO also completed other safety training per contract requirements. Prepare and submit site specific APP. Prepare and submit AHA. SSHO must be on site at all times whenever work is performed. 3 Designer-Builder Symposium 1 Dec 2010
4 Contractor On-site Personnel Must have completed the 16-hr EM indoctrination offered by GCA-Hawaii, BIA-Hawaii, ABC-Hawaii and Guam Contractors Association and their authorized representatives prior to starting work. Note: Employees who already completed the 40-hr Construction Safety Hazard Awareness Course for Contractors are exempt. 4 Designer-Builder Symposium 1 Dec 2010
5 Vendors/Visitors Vendors/visitors staying on site longer than 4 hours will need to complete the 16-hr EM indoctrination class offered by GCA-Hawaii, BIA- Hawaii, ABC-Hawaii and Guam Contractors Association and their authorized representatives prior to entry into any NAVFAC jobsite. 5 Designer-Builder Symposium 1 Dec 2010
6 Contractor SSHO Must have completed the OSHA 30 hr Construction Safety Course. Must have completed the 40-hr Construction Safety Hazard Awareness Course offered by GCA-Hawaii, BIA-Hawaii, ABC- Hawaii and Guam Contractors Association and other authorized providers. Must have completed other safety training required in the specifications. Must have a minimum of 5 years construction safety experience. Must be able to prepare and submit a site specific APP. Must be able to prepare and submit AHA. Collect manhours and submit to GDA every month. Conduct a self-assessment of the contractor s safety program every month and attach report with each request for payment. 6 Designer-Builder Symposium 1 Dec 2010
7 Contractor Superintendent May act as an Alternate SSHO. If assigned as an alternate, must have completed the 40-hr Construction Safety Hazard Awareness Course offered by GCA-Hawaii, BIA-Hawaii, ABC- Hawaii and Guam Contractors Association, and other authorized providers. 8 Requirements for all Contractor On-Site Personnel: All contractor workers shall complete a minimum 16 hours of classroom training on the requirements of the latest version of the U.S. Army Corps of Engineers Safety & Health Requirements Manual (EM ) to include but not limited to the following topics: Sanitation; Medical and First Aid Requirements; Temporary Facilities; Personal Protective Equipment; Electrical; Hand and Power Tools; Material Handling and Storage; Motor Vehicles; Fall Protection; Work Platforms and Scaffoldings; Demolition; Safe Access, Ladders, Floor & Wall Openings, Stairs and Railing Systems; Excavations and Trenching; and Confined Spaces, prior to reporting to the jobsite 8 Designer-Builder Symposium 1 Dec 2010
9 Additional Requirements Submit a list of workers who have completed the training to the Contracting Officer prior to them reporting to the jobsite. Update the list as additional workers are added. Maintain the updated list at the jobsite for review by the government designated authority. Vendors and suppliers who will be on the jobsite for more than 4 hours on any given day shall also complete the training prior to reporting to the jobsite. Personnel who have taken the Construction Safety Hazard Awareness Training for Contractors are not required to take the training. 9 Designer-Builder Symposium 1 Dec 2010
10 Authorized Providers The 16 hours classroom training may be provided by the Guam Contractors Association or their authorized representatives, General Contractors Association of Hawaii, Building Industry Association - Hawaii, Associated Builders and Contractors - Hawaii Chapter or other authorized/qualified providers. 10 Designer-Builder Symposium 1 Dec 2010
11 Construction Safety Hazard Awareness Training The training requirements for the Site Safety and Health Officer SSHO) must include the successful completion of the course entitled "Construction Safety Hazard Awareness Training for Contractors". If the SSHO do not have a current certification, they must obtain the course certification within sixty (60) calendar days from award. This course is periodically offered by Guam Contractors Association, General Contractors Association of Hawaii, Building Industry Association - Hawaii, Associated Builders and Contractors- Hawaii Chapter, and other authorized/qualified providers. Upon completion of this course, the Project Superintendent may act on behalf of the SSHO for a period of no more than three (3) days per occurrence, and no more than thirty (30) days total annually. 11 Designer-Builder Symposium 1 Dec 2010
