1 1.0 EXECUTIVE SUMMARY 1.1 Campus Program Summary There are five (5) projects in pre-design and programming; four (4) are in design; and five (5) in construction. A summary of the Trade-Tech construction projects is given below: Projects in Construction Phase Projected Cost (Million) 1. "A" Building Restoration and Modernization $ Learning Assistance Center / Library Renovation $ Campus-Wide Information Technology Upgrade $ Campus-Wide Improvements Phase 3 $ East Parking Structure $ Total Projected Project Cost $ A-Building Restoration and Modernization project is 99% complete. The contractor is working on final punchlist items and revisions of Operation and Maintenance and Warranty manuals scheduled to be completed by January 30, Notice-of-Completion is expected to go to the Board for Approval in April The Learning Assistance Center work has progressed to 95% complete. Construction team continues working to resolve issues in an effort to meet schedule milestones. The substantial completion date is targeted for mid-february CPM is working with the Campus to coordinate FF&E procurement and staff move-in schedules. This building is on track to be occupied in June The upgrade of the Campus-Wide Information Technology systems is in progress. Deployment of the wireless network and emergency notification systems is approximately 90% complete. All critical buildings are operational. Redundant fiber network has been completed. Storage and Disaster Recovery systems are 85% complete; deployment and failover testing is scheduled for Spring Break 2013, at which point all components of the project will be complete. The Campus-Wide Improvements Phase 3 design-build project consists of fourteen (14) subprojects, eight (8) of which are non-dsa. The Notice to Proceed was issued to KPRS Construction Services on August 23, 2011 and is 40% complete. Substantial Completion is projected on September 1, The East Parking Structure design-build project is under contract to Bernard s Brothers, Inc. The Notice to proceed was issued on November 15, Construction for this Gold LEED project started in September The contractor is now working on foundations. Completion of construction is projected on or before fall Page 1 of 5
2 1.2 Program Highlights / Key Milestones This section is intended to provide program highlights and key milestones relative to each active project. Pre-Design / Program Phase Upgrade West Campus Main Electrical Distribution System This project will provide a new electrical distribution system on the west side campus. The CPM will recommend to the Program Manager that this project be bundled with other related site infrastructure projects. A meeting was held with LACCD Executive Director of Facilities on December 18, 2012 to discuss the planned projects, as well as project delivery method. North Quad Site Development / Grand Avenue Enhancement / Blue Line Station Extension The programming architect has completed the development of a landscape master plan which was adopted by the College. The plan identified dedicated open spaces, pedestrian walkways, landscape plans and planting palette, site furniture and site lighting. The consultant futher identified a Phase 1 scope of work which could be implemented within the budget available. The Phase 1 scope is one of the projects proposed to be bundled with the other site infrastructure projects that was discussed in the December 18, 2012 meeting mentioned above. The LACCD Director s approval is expected in mid-. Design Phase ADA Transition and Barrier Removal The Architect of Record, PBWS Architects, continues to incorporate final pre-dsa review comments, including District Auto CAD Standards and structural elements for Maintenance and Operations requirements. Final construction documents are anticipated to be submitted to DSA in February Performing Arts Center (work for seismic upgrade and building weather closure) Construction documents are recently complete and are being reviewed by Campus and CPM. Architect s cost estimate is being reviewed by CPM. East Campus Substation and Recycle Center The East Campus Substation and Recycle Center has achieved 100% design development level. The design will be submitted to the LACCD Board of Trustees for approval on January 30, The final design package is scheduled to be submitted to DSA in April 2013, including coordination with LADWP design. 3 DSA Review Phase Construction Technology Building (CTB) This Gold LEED design-build project is under contract to Bernard s Brothers, Inc. The Notice to proceed was issued on November 15, The 95% Construction Document design package is expected to be approved and released by DSA on or before March 15, The CTB Increment 1 work started on December 17, 2012, with the start of the balance of abatement and demolition of existing structures. Earthwork and grading will start following completion of the demolition. Structural construction work is projected to start in March Final completion of the project is scheduled for the winter Construction Phase East Parking Structure This Gold LEED design-build project is under contract to Bernard s Brothers, Inc. The The East Parking Structure started construction in September The contractor is working on foundations in Areas 3 and 4. Level 1 column work and masonry work are in progress. DWP U-Permit #1 work continues with the electrical duct bank on 23rd Street. Completion of construction is projected on or before fall A Building Restoration and Modernization This Silver LEED project is under contract to USS Cal Builders, Inc. and 99% complete. The contractor is working on final punchlist items and revisions of Operation and Maintenance and Warranty manuals scheduled to be completed by January 30, Notice-of-Completion is expected to go to the Board for Approval in April Learning Assistance Center / Library This Silver LEED project is under contract to Suffolk Construction. The work has progressed to 95% complete. Construction team continues working to resolve issues in an effort to meet schedule milestones. The substantial completion is forecast for mid- February Contractor is behind the original schedule by about three weeks. CPM is working with FF&E and the Campus to coordinate furniture procurement and staff move-in schedules. This building is on track to be occupied in June Campus-Wide Information Technology Upgrade The upgrade of the Campus-Wide Information Technology Upgrade project is in progress. Deployment of the wireless network and emergency notification systems is approximately 90% complete. All critical buildings are operational. Redundant fiber network has been completed. Storage and disaster recovery systems are 85% complete. Deployment and failover testing is scheduled for Spring Break 2013, at which point all components of the project will be complete. 4 Completed Non-DSA Projects o Waterproofing at Building F Ramp o South LRC Parking Lot o Room A-100 Splicing o Locking WAP Devices o IDF Remediation Non-DSA Projects in Construction o Cabling/Conduit installation for wireless access points to be completed in January 2013 o Cabling/Conduit installation for IP speakers to be completed in o Security System Upgrades are expected to be completed in o Fiber pull work to begin approximately winter break Projects submitted for DSA review o East Campus Entrance - Approved o Building D Catwalk Approved, construction to start 01/9/13 o Fire Lane Approved, construction to start summer 2013 o Building G Exhaust Approved, construction to start summer 2013 o Welding Shop Remodel Approved, construction to start summer 2013 o Campus Wide Signage Submitted for approval Contract Close-out Phase Child Development Center This Silver LEED design-bid-build project is under contract to Morillo Brothers, Inc. The building is completed and occupied as of September The Settlement and Mutual Release Agreement for the Contractor s Claim was executed in September Projects in Moratorium Culinary Arts A single building will be designed to include the Culinary Arts and Fashion Arts. PBWS Architects was selected and approved by the Board to develop programming and design critera for the new building. Programming is expected to be completed in April Site feasibility studies are currently underway. Fashion and Fine Arts Building (aka) Design and Media Arts The Design and Media Arts building is the only Trade Tech project remaining in moratorium, however it will be released upon completion with programming and validation with the District criteria. PBWS Architects is proceeding with programming concurrent the new Culinary Building. Page 4 of 5
5 1.4 Look Ahead (next 90 days) The following events are scheduled or targeted to occur in the next 90 days Final completion of the Silver LEED A Building Restoration and Modernization project is projected in early April Metal siding, curtain wall systems, hardscape around building, and interior finishes for the Learning Assistance Center project will be completed. The following Non-DSA subprojects under Campus-Wide Improvements Phase 3 are projected to start construction: - Building D Catwalk to begin construction in - Building G Exhaust to start construction in June 2013 Construction work will continue on the East Parking Structure. Construction on Increment 1 at the CTB will continue. Structural foundation work at the CTB will start in March Solicitation of bids for a design architect for the Grand Avenue Enhancement and Blue Line Extension landscaping. Continue programming at the Culinary building Initiate architectural work on the demolition for Building C, E and R Issue task order to architect for North Quad design Start campus signage work Page 5 of 5
