The revised due date for proposal submissions in Friday, December 1, 2017 at 12:00 noon. RESPONSE TO QUESTIONS Question 1: Can the due date for proposal submissions be extended? Response 1: Yes. Please see Changes to Solicitation above. The due date for proposal submission has been extended. Proposals are due Friday, December 1, Question 2: Would the Authority consider a 25 or 30 year option with the same performance requirement? Response 2: No. Question 3: Will the qualifications review process be handled by the Board? Response 3: The procurement process will be in accordance with the RFP and Procurement Policies and Procedures. Please see for additional information. Question 4: Will all proposals be passed on to the Board provided they are submitted correctly and on time? 2 Question 5: Does the bond need to run for 20 years? Response 5: No. The bond must run for the duration of the contract. Question 6: Given the flashing height and equipment height limitations, will replacement with matching insulation thickness be sufficient? Response 6: All work shall be in accordance with existing code requirements and the contract documents indicating a MIN R-20. Question 7: The project is advertised as a design/build RFP and the specifications and scope to provide a Tremco basis of design for performance. Provided other manufacturers/design-build teams exceed all of the requirements identified in the RFP, will those manufacturers be considered responsive? Response 7: GLWA will evaluate all received proposals to determine if they are responsive and the best value, in GLWA s sole opinion. Other manufacturer s that meet or exceed the performance characteristics of named manufacturers will be considered in accordance with the contract documents and at the sole discretion of GLWA. Question 8: Is this a true RFP based on a performance specification or is the intent of the GLWA to singlesource the materials through a proprietary specification? Response 8: This is a true RFP based on performance specification. Question 9: Will overall cost be any percentage of consideration? Response 9: This is a qualifications based selection. Negotiation with the highest ranked proposer may be terminated at GLWA s sole discretion if costs are not deemed to be reasonable. Question 10: Is the GLWA requiring a not to exceed price in the initial proposal or a pricing schedule based on the identified phased tasks? Page 2 of 5

3 Response 10: GLWA will evaluate the proposed pricing schedule submitted as a part of the proposal. Our intent is to negotiate a fixed, lump sum contract with agreed to line item pricing for unknown conditions. Question 11: The underside concrete deck shows exposed and rusted reinforcement in a few areas that were visible in the access way around the water filter area. Are these structural repairs? Would the concrete around the reinforcement need to be sounded on the underside and repaired prior to roof repair? Response 11: Surficial repairs shall be the responsibility of the contractor and included in the base Structural repairs shall be identified by contractor and costs negotiated with GLWA if encountered during the course of the work. Question 12: Will these areas and like areas require repairs to last 20 years? Response 12: Yes, at a minimum. Question 13: Will this area need to be sealed completely off from dust if needed repair? Response 13: All work must be coordinated with operations. No work can be done above operating filters. Question 14: Will a structural detail design be required for this concrete deck and reinforcement? Will these details be required to be completed with design plans prepared by MI professional engineer? Response 14: Any structural repair work required during the course of the work would need to be designed Question 15: Concrete appears to be spalling in the water filter areal but was not accessible during the walk through.
