John Schaffer, Business Agent Alex Parillo, Field Representative Laborers Local 785 was chartered in March 2008 and consists of the former Locals 7 (in Binghamton, NY; 589 (in Ithaca, New York); and 1358 (in Elmira, New York). MEMBERSHIP includes over 800 skilled construction journeypersons and over 30 apprentices. GEOGRAPHICAL JURISDICTION includes nine counties in the Southern Tier of New York and the Finger Lakes- Entire Counties of : Broome, Chemung, Cortland, Schuyler, Steuben, Tioga, Tompkins. Partial Counties: Chenango-entire county except the Townships of Sherburne Delaware-only the Townships of Sidney, Columbus, New Berlin, Masonville, Walton, Tompkins, Deposit, Hancock and Colchester. TRAINING-Laborers Local 785 members are eligible to attend as many hours of FREE safety and skills training as they wish. Our training is provided by the Upstate NY Laborers Education & Training Center headquartered in Oswego, New York. The Upstate New York Laborers Training Center s courses and instructors are certified by the Environmental Protection Agency; New York State s Department of Labor, Health, and OSHA; and by the Laborers-AGC. The Local 785 Apprenticeship program incorporates 4,000 hours of on-the-job training, 288 hours of Classroom training, as well as attendance at monthly Union meetings. In order to provide a well-rounded experience for the apprentice, on-the-job training includes a combination of work hours in heavy & highway and building construction. The classroom training compliments the on-the-job training and includes the necessary certifications required by NY State DOT and OSHA, construction math, environmental certifications, fundamentals of blueprint reading, operation and care of hand tools and equipment, safety training and First Aid/CPR to name just a few. Apprentices are paid a portion of the journeyperson s rate while they perform their on-the-job training. Apprenticeships are a win-win opportunity for everyone. Contractors receive the benefit of a reduction in payroll costs, and the opportunity to provide training and experience for the next generation of Laborer apprentices receive the benefit of training alongside a journeyperson and the opportunity to build a career in the construction industry. The apprentice program provides a career path for non-traditional groups such as women and people of color. TRADE JURISDICTION for Local 785 Skilled Construction Craft Laborers - Building Construction all night watchmen, flagmen, fire watch, traffic control men, laborers, foremen (pipe, concrete, asphalt, clearing, grubbing, and clean-up), the snapping of wall ties, the loading, unloading, carrying, distributing, and handling of all rods, mesh, and material for use in reinforcing concrete construction, the installation of radiant heat systems, the spreading, pouring, raking, and tamping of all asphalt and concrete materials, the loading and unloading of all trucks (except pre-finished and pre-fabricated cabinets, doors, trim, and laboratory equipment), any and all types of heaters to be attended, handled, and fueled by laborers at all times when in use except when existing agreements provide otherwise, the signaling of all materials (manufactured or otherwise) which are handled or put in place by laborers, Page 2 of 5

3 the operating and servicing of motor mixers used in laborers' work regardless of the number, the operating and servicing of rock drilling machines, the blasting and dynamiting of all rock, the operating of all air equipment, all pusher type equipment, and all riding power buggies; all aspects of building excavation and site work including sidewalks, parking lots, and access roads, clean up, Concrete, bituminous concrete and aggregates, Concrete forms, Demolition, Forklift and bobcat operation, Piping, Scaffolding, Tending, carpenter, mason, plasterer, Environmental remediation Heavy and Highway Construction all watchmen, flagmen (all crafts), fire watchmen, traffic control men, laborers, foremen (grade, pipe, concrete, forms, seeding, asphalt, clearing and grubbing, clean-up, stone laying) in the performance of: the laying of all types of pipe and conduit, whether mechanical or physical, including the relining and inspection of existing pipe and the fusion of plastic pipe; installation of open trench shoring and shield; the spreading and pouring and raking and tamping of all asphalt and concrete materials and the bull floating (strike off) of all concrete; curing of concrete; the laying of all types of stone or manufactured curb, rip-rap, paving blocks (Unilock and similar); concrete blocks (paving), Belgium Block; assembling and placing of Gabion and all similar types of baskets; the handling, the loading and unloading and stringing of all materials, the handling, loading and stringing of all wood products by hand or power; the sharpening of all air tool bits and drills and bull points; any and all types of heaters to be attended and handled and fueled by Laborers at all times when in use except where existing agreements provide otherwise; the handling, the laying and placing of forms used for curbing, gutters, roads and sidewalks and the stripping of same; the placing, setting and maintenance of all flares, blinker lights and reflectors; the cutting and chipping road joints; the handling, the loading and unloading and distributing of chain-link fence; handling and erecting of wire fence; the sandblasting and applying of sealers and hardeners and epoxy on concrete and asphalt work; the nozzle operators on sandblasting and guniting operations; the signaling of all materials (manufactured or otherwise) which is handled or put in place by laborers; Page 3 of 5

4 the handling, loading, unloading, distribution, installation, dismantling, removal, stockpiling and resetting of all guard rails, guide rails, highway signs and road markers; drilling, installation and grouting of anchor systems; single diaphragm and 2" pumps to be attended, handled and fueled by laborers; unloading, handling and installation of noise barriers and traffic barriers, whether permanent or temporary; concrete work as assigned by the Employer; Partner saw and similar type when used in conjunction with laborers work; subsurface utility exploration (SUE): potholing and vacuum excavation (air or water); electronic location of facilities underground; transfer of horizontal and vertical control, to include GPS units Topcon, Leica and similar types/after control by any means; the operating of all types of machines used to seal any type of joints; the operating and servicing of mortar mixers and conveyors used in laborers' work regardless of number; the operating and servicing of rock drilling machines; the blasting and dynamiting of all rock; the placing of all pre-cast and pre-stressed materials except when placed or installed by the manufacturer pursuant to its collective bargaining agreement; handling, unloading, loading, assembling and laying of all multiplate; the operation of all air, gas, electric, oil and other type of motor driven tools including all pusher type equipment; the handling, tending and maintaining of Homelite and like generators; wrecking and demolition; containment membrane liner; rubbing concrete; prefabricated bridging; rebar repair and retie; miscellaneous adjustment to grade of precast manholes and drop inlets; reinforced earth wall; unloading, handling and installation of sound barrier.
