1 Sl.Pg.No.552 SCOPE OF WORK FOR ELECTRICAL WORK GENERAL 1.0 The scope of work in general consists of Construction of Fire Station in Sector 19A at Ulwe Node, Navi Mumbai. 2.0 The work includes:- a) Preparing drawings, obtaining approvals from Statutory authorities for commencement of work & commissioning of system. b) Co-ordination with MSEDCL and obtaining load sanction and power supply connection. 3.0 All related allied works like chiseling in walls, trenching, making cement concrete foundation for pole with anchor nut bolts as per cross section given in drawing, control wiring of panels, earthing, safety equipment & obtaining statutory approvals from the concerned departments. 4.0 The entire electrical works should be carried out in accordance with the specifications without any extra cost. The work shall conform to latest edition of Indian Standard Specifications & Indian Electricity Rules. 5.0 The works shall be completed as per the requirement of ISO:9002 & all required documents for the same shall be made available before execution of work. 6.0 The Technical specification of all the equipments and the quantities required of various accessories & auxiliaries are enclosed.

2 Sl.Pg.No The quantities shown in the Schedule-`A are tentative. The contractor shall also ascertain the quantities of all the item required for the work and procure the material as per requirement. The material quantity particularly conduit, wires, fixtures, L.T. cables, RCC pipes, iron work, earth strip, conductor, fittings, poles etc. shall be properly measured at site and shall be brought to the site accordingly. Excess material brought to site & not installed shall not be accepted by CIDCO nor it will be paid for. 8.0 The cable, wire, fixtures and all other material to be supplied by the successful bidder shall be embossed with year of manufacturing. All the materials to be supplied shall be offer for inspection at manufacturer s works. The material shall be dispatched only after the dispatch clearance from the department. 9.0 While execution of work proper engineering practices and sequence of execution shall be followed Inspection : 10.1 All equipment shall be offered for inspection The inspection shall be carried out by CIDCO/MSEDCL representative at any stage of manufacturing. The contractor shall give free access to the inspector at a reasonable notice. The equipment shall be offered for final inspection at least fifteen days in advance to enable CIDCO/MSEDCL to witness the acceptance tests. No equipment shall be dispatched to site from the manufacturers work unless dispatch clearance certificate is issued by the inspecting authority of CIDCO/ MSEDCL.

3 Sl.Pg.No.554 The contractor shall arrange for the inspection of the equipment by CIDCO/MSEDCL representative and co-ordinate with them for timely dispatches at no extra cost to CIDCO, including traveling and boarding expenses DOCUMENTATION: 11.1 The contractor on receipt of DOI shall submit five sets of relevant descriptive & illustrative literature and general arrangement, schematic drawings, foundation plans, single line diagram On completion of the above works and commissioning, the contractor shall prepare a set of as built drawings 5 Nos. Shop test reports, inspection reports, site test reports, operation and maintenance manuals of major equipments for handing over to CIDCO / MSEDCL Supervision of Erection : The contractor shall arrange for a trained supervisor of respective equipment manufacturer during installation, testing & commissioning who will direct the sequence of erection, make necessary adjustments/ settings, make the equipment ready for testing, certify the pre-commissioning checks and give permission for commissioning. This shall be arranged by the contractor at no extra cost to CIDCO The successful agency shall have to make his own assessment and prepare the drawings, obtain approval from Statutory authorities before execution of work.

4 Sl.Pg.No GENERAL TECHNICAL SPECIFICATIONS 14.1 The contractor shall carry out all minor civil work connected with electrical works. The contractor shall repair & make good damage caused to the civil structure while carrying out the electrical works The foundation for feeder pillar, panels etc. grouting of frames in wall etc. are required to be carried out by the agency without any extra cost The contractor shall provide vehicle with driver as & when required by the CIDCO/MSEDCL representative for site visit Before the commencement of work, contractor shall submit the Engineer, the shop drawing for the work to be executed showing the location of pole, location of points, fixtures, rating of fittings size or location of cables, single line diagram of street lighting installation, SLD of entire electrical system with mains / sub mains the list of makes of material proposed to be used in the work alongwith the time and progress chart (in form of PERT/CPM network, schedule etc.) indicating the time frame for completion of each item activity wise before commencement of work The contractor is responsible for: (i) Liason work with MSEDCL in respect of arranging shutdowns, approval of scheme CIDCO/MSEDCL, releasing of connection after completion of the installation and handing over to client/cidco. (ii) Liason work with electrical Inspector for electricity permission to execute the work & charging the equipments after completion of work. The necessary charges for approval, permission, site visit of electrical Inspector will be borne by the agency. The necessary approvals/sanction

5 Sl.Pg.No.556 to be obtained from MSEDCL/CIDCO by the agency before starting up the work The work should be completed within the stipulated period on priority basis After completion of the work, the complete system has to be handed over to CIDCO / MSEDCL. 6 Sl.Pg.No.557 ANNEXURE-I Subject work is strictly to be completed within stipulated work completion period and in accordance with the activities listed below completely as per the directives from Engineer. The charges and the expenses for completing the following listed activities should be included in the quoted offer of the present contract and no separate payments against this will be made. 1. Preparation and submission of work programme chart (Bar Chart) giving following details within 15 days form the date of issue of acceptance letter. Start and completion period of all activities involved in the work including necessary co-ordination, sanctions and approvals for all concerned authorities, material inspection and testing, execution of work, commissioning and handing over of installation. 2. Successful agency will have to obtain and submit the contractor All Risk Insurance Policy (CAR) in original within one week from date of work order from Director of Insurance, Government of Insurance Fund, Maharashtra State Mumbai. The Contractors All Risk (CAR) policy as said above shall be inclusive of insurance coverage under Workman s Compensation Insurance Policy for all workmen employed by contractor to complete the work covered under present contract. Further the contractors All Risk Policy should also cover the total contract period and defects liability period completely as stated in the tender. In case of time period extension (if any), it is essential that, premium of CAR policies should be timely paid by agency in order to ensure the continuity of CAR policy without any break in the same, suitable action will be taken against defaulters as per General Conditions of contract unless and until the contractors All Risk Policy as stated in above manner is submitted

7 Sl.Pg.No.558 to the office of Engineer no payments will be released against any work executed. 3. Preparation and submission of layout execution shop drawing by engaging Government approved surveyor in consultation and co-ordination with CIDCO s concerned planning authority for confirmation and marking of proposed cable routes, pole location, location of control pillar, existing services along the proposed route under the present contract. Certified report along with 3 sets of certified drawings (computerized) should be submitted after carrying out the detailed survey as mentioned above. 4. Obtaining necessary road/soil/footpath etc. cutting permission for cable trenching from concerned authority of CIDCO/NMMC/MIDC/Railway etc. as applicable along the proposed/approved route. This permission should be obtained from concerned authority by paying necessary charges, directly on behalf and in the name of CIDCO and permission obtained alongwith payment receipts in original should be submitted to Engineer. Charges paid in actual in this regard in the name of CIDCO will be reimbursed after submission of original payments receipts. 5. Preparation and submitting list of makes of various items and material to be used under preset contract for approvals from Engineer. 6. Required quantity of material to be used for carrying out the subject work shall be properly assessed and order for supply of material to be placed accordingly. Excess material beyond requirement brought at site will nto be paid. 7. Arranging and carrying out material inspection and testing at respective manufacturer s work in co-ordination with and in presence of Engineer or his

8 Sl.Pg.No.559 representative and representative from other Statutory body if required and submission of inspection and test report in original. Traveling and boarding charges for carrying out the material inspection as mentioned above should be included in the quoted offer. 8. The contractor or his qualified Engineer having updated technical knowledge for the subject work should invariably remain present and co-ordinate during every inspection and testing programme at manufacturers works, similarly during every joint site visits as and when required by Engineer. 9. Obtaining material dispatch clearance before supplying the material at site. 10. After supply of material at site, all the documents such as delivery challan, excise gate pass, material test report (in original) etc. should be submitted to Engineer for obtaining installation clearance. The payment applicable against the supplied material will only be released after completing the activities listed at Sr.No.1 to 10 above. The complete work under the present contract shall be carried out with required supervision, stagewise inspection form concerned authority of MSEDCL, Electrical Inspector authority, NMMC/MIDC/ Railways etc. as applicable in co-ordination with Engineer complete with required power shutdowns. The record of all inspection and shutdowns shall be submitted to Engineer. 11. The execution work of cable trenching/foundation for poles/foundation of feeder pillars/excavation and trenching in all types of surfaces, hard rocks, all types of soils, asphalted and concreted roads etc. shall be carried out as per approved route plan by using appropriate tools and machines in close co-

9 Sl.Pg.No.560 ordination with concerned authorities from CIDCO, NMMC, MIDC, MSEDCL, Railways etc. completely as per the requirement so as to avoid the damages to the existing services. Charges against damages if any caused to existing services, shall be recovered from agency s bills. 12. Arranging and carrying out joint inspection for cable trenches, pole/earthing pit etc. before and after laying the cable erection of poles (before refilling) in presence of Engineer or his representative for obtaining necessary clearance towards cable laying and pole/earthing erection. All records in this regard shall be maintained properly and should be submitted to Engineer. * In absence to activity No.1 to 12 above, the payment towards cable trenches, erection of poles, feeder pillars, control pillars, earthing etc. will not be released. 13. After physical completion and execution of work, arranging required release of power supply from concerned MSEDCL authority by obtaining necessary release order and submission of same in original to Engineer. 14. Arranging and carrying out pre & post testing and commissioning of the completed installation in presence of Engineer, his representative and the representative of any other statutory authority like MSEDCL as required and submission of witness test report in original. 15. After successful commissioning of the installation, necessary work completion & commissioning certificate should be obtained form concerned MSEDCL authority towards power supply arrangement work and same should be submitted in original to Engineer.

10 Sl.Pg.No Preparation and submission of computerized as built drawing indicating measurement details, land marks for cable route, location of feeder/minipillar, straight through joints, location of pole, RCC pipes etc. in triplicate alongwith the certification from concerned authorities. In addition a soft copy in the form of CD is also required to be submitted. 17. Excess saving statement as per final execution of work, with itemwise measurement break up in detail and escalation claim as applicable as per the contract conditions alongwith detail calculations and copies of referred and applicable indices etc. to be submitted to Engineer. 18. In connection with the power supply arrangement work carried out under the present contract, execution of tripartite agreement as per requirement of MSEDCL and handing over of the completed and commissioned installation to concerned MSEDCL authority and obtaining the taking over report of the installation addressed to CIDCO. Original copies of taking over report from concerned MSEDC Ltd. Authority along with certified as built drawing indicating measurement details and BOQ similarly, copy of tripartite agreement should also be submitted to Engineer. It is mandatory to complete all the activities listed above from Sr.No.1 to 18 completely as per the directives of Engineer for releasing the final payment. 11 Sl.Pg.No.562 ANNEXURE II ESSENTIAL CONDITIONS OF CONTRACT Following conditions are the essential conditions of contract for carrying out and completing the subject work in all respect within stipulated time period. The successful agency will be responsible for completing the same as per the directives of Engineer. The charges and expenditure if any required for completing the same should be included in the quoted offer for the present contract and no separate payments against this will be made. 1. The contractor shall visit the site to assess the actual quantum of work and time schedule required for completing the same before quoting the offer. 2. Subject work is to be completed within stipulated time period, strictly in accordance with the activities mentioned in Annexure-I and as per directives of Engineer. 3. Scheme details for the subject work under the contract and specified in the tender document is only for guidelines purpose. However it will be the responsibility of the successful agency to obtain the measurements and specifications in detail of each and every item before starting the execution of work and complete the work in accordance with the approvals, clearances obtained for the same. All cost required for completion of work as per statutory requirements and approvals shall deemed to have included in the offer quoted. 4. The foundation and excavation for feeder pillar and control pillar, grouting of frames in all/ground etc. are required to be carried out by the agency, and cost for the same shall be included in the offer quoted.

12 Sl.Pg.No The defects liability period of one year will start only after actual completion, commissioning of work in all respect in accordance with Annexure-I and Annexure-II and after certified by Engineer. 6. Operation, watch & ward and comprehensive maintenance : a) The scope of work under present contract also includes one years comprehensive maintenance period after completion of work (during defects liability period) along with operation of street lighting on day to day basis and watch & ward of the complete installation round clock. b) During this one year comprehensive maintenance period agency should ensure about the complete security, safety, operation, maintenance and watch & ward of complete installation. c) During this period, agency should also ensure that, complete installation should always be in working condition and weekly reports for the same should be submitted (i.e. on every Monday). d) The agency shall also collect the monthly energy bills from concerned division of MSEDCL and submit the same to CIDCO. It will also be the responsibility of the agency to co-ordinate with CIDCO s concerned division and Accounts section for obtaining the cheque against monthly energy bills and arranging to deposit the same with MSEDCL within due date. e) After payments of energy bill in the manner as said above, agency shall obtain the payments receipts in original from MSEDCL and submit the same to Engineer. The agency shall maintain all the records for the same. Any delay in payments of energy charges, the delayed payment charges will be recovered from the agency s accounts and deposits of the present contract.

13 Sl.Pg.No Successful agency has to hand over the completed street lighting installation to CIDCO/ any authority specified by Engineer against which 10% amount of the total contract value as stated above 6(b) will be kept in deposit for period of one years defects liability period or till the installation is handed over to CIDCO Ltd. Whichever is earlier. If the agency fails to maintain all the installation in good working condition then the penalty shall be applicable at the rate of Rs.100/- per non working fixture per day and necessary amount will be deducted from deposits at the time of releasing final payments. 8. The successful agency will be completely responsible for accidents occurred if any during the execution of work as well as during one year operation & comprehensive maintenance period under this contract. It will be the responsibility of agency, for making police complaints against any thefts and accidents etc. under intimation to CIDCO. As defects liability period includes comprehensive maintenance, agency shall reinstate the damaged installation to its original shape and function immediately as per the requirements. 9. During the comprehensive maintenance period of one year agency will be completely responsible for maintaining uninterrupted power supply to installation in co-ordination with concerned authority of MSEDC Ltd. In case of any power failures, supply should be restored immediately by coordination the matter with concerned MSEDC Ltd. Authority and taking necessary action as per their requirement, under intimation to Engineer. 10. During the handing over process, the installation should be handed over in good and complete working condition. Similarly, the installation should be handed over along with the complete inventory of installation details and computerized as built drawings as on date in triplicate mentioning all the

14 Sl.Pg.No.565 details and details of maintenance carried out during defects liability period. Above details should be submitted to Engineer. 11. Charges against following listed activities should be included in the quoted offer for the present contract and no separate payments will be made against same. a. Arranging and carrying out the material inspection at respective manufacturers unit as state in Annexure-I. b. Arranging good condition vehicle (Four wheeler, CAR or JEEP) alongwith fuel, driver etc. for performing site visits and other connected activities as and when required by Engineer or his representative. This vehicle should be made available during execution and comprehensive maintenance period as well. c. Carrying out necessary co-ordination and follow up with concerned authorities for obtaining necessary sanctions and permissions as required. d. Any other incidental charges required towards completion of work in all respect. 12. Bills received along the necessary documents in accordance with Annexure-I & Annexure-II, against executed and completed works at site, will be processed further by Engineer, after necessary scrutiny and verification.
