Clarify that the Pre-bid meeting is Mandatory. 2. Clarify that the Pre-bid will be held on Friday, May 25, 2018 at 10:00 AM. The location of the pre-bid meeting will be at: PhilaPort 3460 North Delaware Avenue 2 nd Floor Philadelphia, PA Provide Special Conditions to the Project (attached to this Addendum 1) 4. Provide additional specifications which should be a part of Specifications Vol. 1: a. SECTION PAINT SPRAY BOOTH (attached to this Addendum 1 and electronically) 5. Clarify the following points: PhilaPort s plans and specifications for this project are prepared so any contractor/design-builder is able to complete the proposed work. The proposer is required to carefully examine the proposal, plans, specifications, and project site before submitting a proposal. The submission of a proposal will be considered proof that the proposer has made such examination and understands the conditions encountered; the character, quality and quantities of work to be performed; the material to be furnished; and the requirements of the plans, specifications, and proposal. PhilaPort will make no allowance or concession for the proposal failure to make the required examinations. Additionally, all quantities stated in the proposal form are considered approximate and accurate, however, the proposer is to perform their own diligence with these amounts. PhilaPort reserves the right to increase, to decrease or omit any of the quantities of work. An increase or decrease of quantities of the items will not be sufficient grounds for granting an increase in the unit prices proposal, except as in the case of differing site conditions, suspensions (continued from page 1, #5)

For Lump Sum work, the proposal for the project is to be all inclusive regardless of whether or not the work required to complete the project is explicitly listed in the Bid Form. All other terms and conditions remain unchanged. 4 Per Addendum 1 Special Conditions Project: Project No: RFP for Design Build SouthPort Vehicle Processing Facility These Special Conditions set forth in addendum 1 apply to the aforementioned Project. Section 8.18 (a) is replaced with the following language: 8.18 Liquidated Damages. a. Delay in completion of the Work. The Contractor acknowledges and agrees that PhilaPort will incur substantial damages if the Work is not performed in accordance with the requirements of this Agreement. The parties agree that it would be extremely difficult and impractical under the presently known and anticipated facts and circumstances to ascertain and fix actual damages that PhilaPort would incur under these circumstances, and, accordingly, the parties agree that PhilaPort s remedy shall be to recover from the Contractor as liquidated damages, not as a penalty, Twenty thousand dollars ($20,000) per day for each day the Work remains incomplete for the first fifteen calendar days and then Thirty Thousand Dollars ($30,000) for each calendar day thereafter the Work remains incomplete. The liquidated damages identified in this Section relate solely to the Contractor s delay in completing the Work in accordance with the requirements of this Agreement and not to other breaches, actions or omissions of the Contractor. The liquidated damages identified in this Section shall not limit PhilaPort s remedies for other breaches, actions, or omissions of the Contractor, including termination for failure to complete the Work. Section 8.18(b) remains unchanged. Sections 13.2 and 13.5 are replaced with the following language: 13.2 INVOICE FOR PROGRESS PAYMENTS. A. During the progress of the Work, the DBC shall submit invoices of the value of the Work performed to PhilaPort. All invoices shall be supported by data, as required by PhilaPort, substantiating the DBC's right to payment. PhilaPort will review and accept the invoice for validity. PhilaPort is committed to meeting with contractors after each progress meeting to review pencil copies of invoices PAYMENTS WITHHELD. A. PhilaPort may decline to approve an Invoice in whole or in part if the Work has not progressed to the point indicated, or the quality and quantity of the Work is not in accordance with the Contract Documents. PhilaPort may also decline to approve any Invoice, because of subsequently discovered evidence or subsequent inspections, which may nullify the whole or any part of any Invoice previously issued to such extent as may be necessary in their opinion to protect PhilaPort from loss because of deficiency items, including but not limited to: 1. Defective work not remedied; or 2. Reasonable doubt that the Work can be completed for the unpaid balance of the Contract Sum; or 3. Reasonable indication that the Work will not be completed within the contract time; or 4. Unsatisfactory prosecution of the Work by the DBC; or 1

5 5. Failure of the DBC to maintain insurance; or 6. Failure of the DBC to properly submit the required submittals and forms, as required in the Administrative Procedures. B. If PhilaPort withholds payment from the DBC for any of the aforementioned reasons, PhilaPort will provide notification to the DBC of the reason for withholding payment within fifteen (15) days of PhilaPort s receipt of the Invoice. The DBC may withhold payment from a subcontractor, supplier, or manufacturer responsible for the defective/non-conforming item. If payment is withheld from the subcontractor, supplier, or manufacturer for such defective/non-conforming item, the DBC must notify the subcontractor, supplier, or manufacturer and PhilaPort (including the Construction Manager if applicable) of the reason for the withholding within 15 days of the date after the DBC receives the notice of defective/non-conforming item from PhilaPort. C. Funding for this project is advanced from Commonwealth capital facilities funds to PhilaPort restricted accounts. Payments for authorized invoices will be transfer via ACH. PhilaPort is committed to paying vendor within 14 days of complete, verified and approved invoice submittals. To accomplish expeditious vendor payments PhilaPort is committed to: - Timely internal review and verification process - Streamlined, automated approval process - Dedicated staff for initial invoice set up and ongoing support 2

7 Philadelphia Regional Port Authority Project No Vehicle Processing Center SECTION PAINT SPRAY BOOTH PART 1 - GENERAL 1.1 SUMMARY A. Section Includes: 1. Provide Paint Spray Booth, Prep Booth and Paint Mix Room, and associated ventilation equipment, complying with the requirements in this specification chapter. B. The following specifications sections shall apply: 1. Section Common Motor Requirements for Plumbing Equipment. 2. Section Facility Natural-Gas Piping. 3. Section Metal Ducts. 4. Section B Low-Voltage Electrical Power Conductors and Cables. 1.2 QUALITY ASSURANCE A. Equipment shall be produced by a manufacturer of established reputation with a minimum of five years experience supplying specified equipment. B. Provide equipment complying with this specification and manufactured by one of the following: 1. Global Finishing Solutions. C. Equipment supplied and installed shall comply with the following building codes and industry standards: 1. International Building Code. 2. International Fire Code. 3. NFPA-33: Standard for Spray Application Using Flammable of Combustible Materials. 4. NFPA-70: National Electrical Code. 5. NFPA-86: Standard for Ovens & Furnaces. 6. NFPA-91: Standard for Exhaust Systems for Air Conveying of Materials. 7. NFPA-101: Life Safety Code. 8. OSHA Safety & Health Standards (29 CFR ). 9. ASHRAE 90.1: Energy Standard for Buildings Except Low-Rise Residential Buildings. 10. All parts and equipment shall carry the appropriate UL and ETL Listings, where applicable. D. Provide a qualified manufacturer s representative at site to supervise work related to equipment installation, check out, and start up. E. Manufacturer s representative of the Paint Spray Booth system shall be responsible for the design and performance of the equipment to owner s satisfaction. PAINT SPRAY BOOTH

8 Philadelphia Regional Port Authority Project No Vehicle Processing Center 1.3 SUBMITTALS A. Product Data: Submit Product Data in accordance with Division 1 of these specifications. B. Operations and Maintenance Manual: 1. Submit Operations and Maintenance Manuals in accordance with Division 1- General Requirements of these specifications. 2. Provide complete parts, operating, and maintenance manual covering equipment at time of installation. 3. Schematic diagrams of electrical, plumbing, and mechanical ventilation, and cooling and heating air system. 4. Manufacturer s printed operating instructions. 5. Printed listing of periodic preventive maintenance items and recommended frequency to validate warranties. Failure to provide maintenance information will indicate that preventive maintenance is not a condition for validation of warranties. 1.4 WARRANTY A. Warranty work against defects in materials, functions and workmanship specified herein shall be good for 3 years from substantial completion. B. Warranty shall include materials and labor necessary to correct defects. C. Defects shall include, but not be limited to substandard operation; loose, damaged, and missing parts; and abnormal deterioration of finish. Defects shall not include damage due to neglect, misuse, or situations resulting from non-performance of a manufacturer s recommended preventive maintenance schedule. 1.5 PRODUCT DELIVERY, STORAGE, AND HANDLING A. Deliver equipment in manufacturer s containers, appropriately packaged and/or crated for protection during domestic shipment and storage in humid and/or dusty conditions. B. Label all containers on outside with item description(s) per title and Equipment Identifier of this specification. C. Provide equipment and materials specified complete in one shipment for each equipment item. PART 2 - PRODUCTS 2.1 SYSTEM DESCRIPTION A. General: The Paint Spray Booths equipment shall be dual-skin, downdraft, drive-in/back-out configuration, with high-performance airflow ceiling (HPAC), similar to Global Finishing Solutions, Ultra XD Equipment Series with BT Heater. Prep Booths be an excel workstation. Mix Room shall be a two sided Ultra XD Paint Mix Room. PAINT SPRAY BOOTH

9 Philadelphia Regional Port Authority Project No Vehicle Processing Center B. Dimensions: 1. Exterior Dimensions: 14 5 W x 11 H x 30 5 L. 2. Internal Dimensions: 14 W x 9 H x 30 L. C. Construction: 1. High-performance airflow filter ceiling (HPAC). 2. Dual-skin insulated panels, made of rust-resistant, G-40, galvanized sheet metal Primed and coated on both sides with a baked-on polyester topcoat Inch galvanized steel H-channel columns construction; to connect wall panels without the use of nuts and/or bolts. 4. Floor Track Leveling. 5. Full 14-Ft wide, 2-Ft High plenum. D. Doors: 1. 3-slab entry door with (3) observation windows, 9-8 W x H. 2. Center door between booths. 3. Personnel service door with observation window, 2-8 x Weld free design, provide with high quality hardware, including fully-adjustable heavyduty handles, hinges and latches. Provide with durable hollow rubber seals. E. Ceiling: F. Floor: 1. High Performance Air flow Ceiling (HPAC), fully filtered. With integrated hip ceiling lights. 1. Floor shall be a single-row pit type system, along the center and includes the following parts from bottom to top: G. Lights: a. Full length concrete pit, 27-Ft. b. Diffusion tray. c. Wire-grid for filter support. d. Filter media. e. Heavy-duty steel grating. 1. (10) 4-tube, Class-I, Div.2, LED light fixtures, inside ceiling and accessible. 2. (4) 4-tube, side wall, Class-I, Div.2, LED Light Fixtures. 3. Include color-corrected light tubes. 4. ETL listed. 5. Provide interlock switch to disable painting operations when light access door is opened. H. Air Heating Equipment: 1. Basis of Design is GFS BT Side mounted, 15,000-CFM, 150,000-BTUH Input, Natural Gas. PAINT SPRAY BOOTH

Intake fan shall be reverse-incline, direct drive air-foil centrifugal, aluminum non-sparking construction. 5. Exhaust fan shall be tube axial. 6. Burner shall be direct-fire type made of corrosion-resistant aluminum. 7. Auto-Pressure Control: Include fans variable frequency drives and pressure transducer for auto-balancing. 8. Options: dual hi-limit switch, door safety interlock, and filter monitoring. 9. Gas Min Inlet Pressure: 11.3-iwc. 10. Gas Max Inlet Pressure: 5.0-psi. I. Advance Cure: 1. Provide cabin with integrated ADVANCE-CURE system to achieve faster and more even drying. J. Filters: 1. Booth Plenum: Diffusion Blanket Media. 2. Pit: GFS Wave Roll Media. 3. Air Heater Intake: Framed 5-Pocket. K. Controls: 1. Provide with automated controls LOGIC3 control panel, and integrate with DX cooling system control. 2. Include following features/modes: a. 3-programmable options to control time, and temperature, adjustable for any type of coating. b. SmartFlash feature to manage dry temperature between coats. c. Economy Mode energy saving feature. d. Built in self-diagnostic and alarms. PART 3 - EXECUTION 3.1 EXAMINATION A. Inspect delivered equipment for damage from shipping and exposure to weather. Compare delivered equipment with packing lists and specifications to assure receipt of all equipment items and specified accessories. B. Coordinate location of rough-in work and utility stub-outs to assure match with equipment to be installed. PAINT SPRAY BOOTH

11 Philadelphia Regional Port Authority Project No Vehicle Processing Center 3.2 INSTALLATION, GENERAL A. General Contractor shall provide final connection of equipment to all utilities, including disconnects, floor, piping and conduit structures, with labor services and incidentals necessary for complete and operational equipment installation. B. Manufacturer s Representative shall provide connections between equipment and roughed-in utilities and equipment connections. Installer is responsible for all system wiring and connections to mechanical and plumbing utilities for a complete operation of equipment after installation. C. General Contractor shall coordinate all equipment features which interface with building systems that are required beyond the roughed-in utilities. 3.3 ELECTRIC CONNECTIONS A. Electrical contractor shall furnish and install electrical power to equipment connection points at the direction of the equipment manufacturer representative. B. Coordinate with electrical plans and division 26 of the specifications. 3.4 PLUMBING CONNECTIONS A. Plumbing contractor shall furnish and install natural gas and compressed air connections to equipment at the direction of equipment manufacturer representative. B. Coordinate with plumbing plans and division 23 of the specifications. 3.5 INTAKE AND EXHAUST DUCTS A. Equipment supplier shall furnish exhaust and intake ducts, duct sizes as instructed by manufacturer. Ductwork shall be fabricated from 18-gage G90 galvanized steel. Include duct sections with required access and cleaning doors. B. Mechanical contractor shall install intake and exhaust duct on site. Mechanical contractor shall make connections to Paint Booth Equipment as instructed by equipment representative on site. Mechanical contractor shall provide all required cables, supports, anchors and clamps for complete and safe installation, and approved by equipment supplier, owner and AHJ. C. Maintain following clearances from building to air exhaust point above the roof: 1. At least 6-Ft from any exterior wall or roof. 2. At least 30-Ft away from the property line. 3. Terminate at higher elevation than all air intakes on the roof and at least 10-Ft away. 3.6 FIRE SUPPRESSION A. Fire suppression system shall be wet pipe sprinkler type which complies with NFPA 17. Provide code and service required clearances around and above Paint Spray Booth equipment, including, clearances to doors, heating and cooling equipment and filters. B. Any electrical and wiring devices which are installed within 3-Ft of Paint Spray Booth doors must be listed for Class-I, Div. 2. C. Provide code required explosion relief clearance above the Paint Spray Booth. D. Equipment representative shall examine and approve the construction documents and the physical area allocated for the paint spray booth before ordering or installing equipment to ensure all clearances shall be met. 3.8 IDENTIFICATION A. Manufacturer shall securely attach in a prominent location, on each major item of equipment, a non-corrosive nameplate showing manufacturer s name, address, model number, serial number, and pertinent utility or operating data. B. Label all parts of equipment as to its function. 3.9 CLEANING A. Touch-up damage to painted finishes. B. Wipe and clean equipment of any oil, grease and solvents, and make ready for use. C. Clean area around equipment installation and remove packing or installation debris from job site. D. Notify Architect or designated representative for acceptance inspection TESTING A. After final connections are made and prior to authorizing payment, specified equipment shall be tested for compliance with specification in the presence of the Architect or designated representative using acceptance procedures provided by the manufacturer. Testing report shall be submitted to the Architect or designated representative. B. Malfunctions during testing shall be corrected within five days and re-tested. Malfunctions during second testing shall be corrected within five days and re-tested. C. Inadequate performance: If equipment fails the third test, Owner may elect to have all installed equipment removed from site at no cost or obligation to the Owner. PAINT SPRAY BOOTH

Training: Provide technical representative to provide training to Owner s maintenance personnel in operation and maintenance of specified equipment. B. Manufacturer shall provide Spare Parts Kit of the most critical parts which are applicable to the installed system. C.
